The Governor of the Vladimir Region promised before the elections that he would not allow to build a landfill for Moscow garbage. Five months later, he seems to have changed his mind

On February 2, a meeting of the Ecological Council under the governor of the Vladimir region was held in the city of Alexandrov. Somehow, by the way, someone Denis Kuznetsov spoke on it. The man was called the representative of the plant near Moscow. He said that this company is ready to become a new contractor for the construction of the garbage training ground in the settlement of Filippovsky Kirzhach district. This is the same Filippovskoye, where the inhabitants fired the head of the administration, who sold 1,500 hectares of forests for 200 rubles per hundred, forced to leave the project of billionaire Iskander Makhmudov, convinced the Rosleskhoz to file a unique lawsuit in order to demand the plot back to the State Elepend, and the court to arrest the land for the time of this process.

But if the previous contractor, LLC Ecotekhstroy Vladimir, intended to build a sorting plant with a capacity of 150 thousand tons of garbage per year in Filippovsky (50 thousand from the Vladimir region, 100 thousand from Moscow), then the Combine, according to Kuznetsov, can build a complex with a capacity of 450 thousand. At the same time, the share of processing will remain the same - 20%. The rest will be buried. It seems like on a special site with a membrane, which should prevent the penetration of a poisonous filtrate into the soil. It seems like with a system of gathering and disposal of landfill gas. But the Filippovsky does not believe that the contractor will competently fulfill even such basic requirements for modern garbage storage facilities. And the authorities themselves are to blame for such an assessment.

Take, for example, Vladimir Sipyagin.

Just a few months ago, in September 2018, he came to Filippovskoye as part of his election campaign. I examined the place where they are going to build a landfill. And he said at a meeting of the village council, under the cells, in the presence of a hundred people:

“I looked at the distance to your village. Well, even if they thought about it ... It is generally incompatible for people to live here ... This, of course, is a complete movie. I will be categorically against, even if the idea will have the administration of the district, in the regional administration. <...> You can’t build here, you can’t categorically build any garbage plants. And I guarantee you that this will not happen. One hundred percent! Why can I guarantee? Because I am sure that I will become the governor. "

Many then called Sipyagin a technical candidate, and after the election - the technical governor. At first, he tried his best to get rid of this nickname. He claimed that he would block the streams of garbage from the capital and the Moscow Region. He criticized the decision of the former administration to create a single regional operator for waste management. As a result, he even postponed the beginning of “garbage reform” in the Vladimir region for the year.

And suddenly, at a meeting under the leadership of Sipyagin, a potential investor in the construction of a training ground in Filippovsky acts. The investor, the existence of which is only now the chairman of the village council Elena Gashina and the head of the Kirzhach district, Mikhail Gorin. The governor is silent at the same time. And in the evening on social networks he writes about the Philippa activists that they are panic and unreasonable people who pay interested structures. Although back in September praised them for cohesion. Well, who will believe in the membranes and landing systems after this after this?

Protests in Filippovsky began in the summer of 2017. This rural settlement combines 26 villages and 76 garden partnerships. They have no central water supply. All residents use wells and shallow personal wells. The soil in these places is exclusively sand (up to 70 meters) without clay "castles". Preliminary hydrogeological examinations showed that the only water source for local residents will be poisoned a year and a half after the burial of the first waste. Even near Filippovsky, there is a section of the bowels of Sherna - a reserve for the eastern water supply system, which is used by many cities of East Moscow Region.
