Dmitry Kislitsyn overnight became the most famous Commissioner for Child Rights in Russia. And all thanks to his loud statement about the hungry fainting of Kuzbass schoolchildren. Were there really fainting? This question at first seemed indecent. The public of the whole country began to buzz about the inadmissibility of such things in the 21st century. And, of course, was right. The accusations predictably rained down towards the executive branch, which prompted the latter to occupy a defensive, obviously losing position. In the moment, Kislitsyn began to look like a hero who revealed disgrace in the region. And it was a pity to look at the governor Sergei Tsivilev and his team ... Now, after time, the denouement seems to come. But let's from the beginning.
Information aboutstarving children was uttered during the report of the Commissioner to the Council of People's Deputies of the Kemerovo region. The everyday report instantly turned into one of the main topics not only of the Kuzbass, but also of Russian domestic policy. The taken aback of the deputies did not immediately understand what happened. Therefore, they could not be reacted properly. And it would be necessary! Such an egregious fact as the hungry faints of schoolchildren was supposed to encourage everyone - deputies, officials, security forces, and, most importantly, doctors, immediately take Kislitsyn’s armpit and rush to these children! But improvisation is not a horse of politicians in Kuzbass, and in Russia in general.
As a result, Kislitsyn not only did what he planned, but also remained without question: where specifically such egregious cases take place, what supervisory authorities were notified about this? And why was he silent before?

What was the bright access to the media space of the Ombudsman, the existence of which was not only suspected not only by the children themselves, but also by many regional officials and deputies who appointed him to this position? In December 2018, at one of the next meetings of the collegium of the Kemerovo region (analogue of the regional government) Sergey Tsivilev, among other things, focused on those present in the hall of the Human Rights and the Rights of the Child Nikolai Volkovo and Dmitry Kislitsyn. In a manner, the governor reported the Ombudsmen for the extreme degree of weak results of work, in fact, the lack of subjectivity of the institution of authorized people in Kuzbass and urged both to either change the approaches and start active activity, or free up the place to others. This was no longer the first, and for sure, not the last variety that Governor Tsivilev is satisfied with his subordinates (and yes, Sergey Evgenievich considers all those involved in the region in the region to his subordinates).
After thrashing the wolves and Kislitsyn went in different ways. The first, having failed to understand how to work effectively, decided to take my leave and retire. The second did not want to leave. One could rejoice in assuming that Dmitry Vladimirovich heeded Tsivilev’s instructions and set to work. But now this story is seen a little differently.
By the January session of the regional council, at which they were supposed to hear reports on the work of Ombudsmen, an application for leaving Volkov appeared. Kislitsyn prepared a report. Those who helped him and in whose garden the stone had to fly, is now not so important. Perhaps the goal was the vice-governor Elena Pakhomova. But she prudently dodged, and the cobblestone flew to Tsivilev. He immediately, albeit crumpled, let everyone understand that the cases that the Commissioner spoke about should be checked. And in case of confirmation, to punish the perpetrators. Although it was immediately clear that the governor could not believe that this is possible on the territory subordinate to him, and that he suspected Kislitsyn in bluff. The reason for this was the inconsistent behavior of the Ombudsman after the federal scandal that began with the efforts of it. Nevertheless, the audit commission was appointed, and the Commissioner was called into the number of inspectors.

In parallel with a massive audit of Kuzbass schools, all possible supervisory authorities and social activists, and firewood began to be tossed into the flared informational fire from all sides. They began to look at the problem of fainting from the point of view of the problems of education and even education. The discussion about what is happening now in the field of general school education has unfolded throughout the country. And this is perhaps the main achievement of Kislitsyn. The attention of the entire vertical of power was forced not only to the problem of school nutrition, but also to the state in which canteens, training classes and educational institutions as a whole are located. Suddenly, it became obvious to everyone that only the construction of several new schools and their discoveries in their discoveries cannot be solved. And it is necessary to develop a plan to save secondary education not only in the Kemerovo region, but throughout the country.
Meanwhile, fainting continued to search. Children and their parents posted a video on social networks about what they feed in schools. From the Commissioner, everything was more persistent to present facts. Everything was absurd about Kislitsyn’s lack of desire not only to speak with the media, but also to contact law enforcement agencies so that they began to investigate egregious cases. But he did not stop bluffing. Appointing, and then transferring his press conference, the Ombudsman looked inconsistent. His words that he needed to meet with the governor looked extremely obscure. All this more and more resembled a banal blackmail. The apogee became a letter to Kislitsyn Tsivilev, where the first to some extent reports to the governor about the verification as part of the created commission, gives facts of violations, including cases of fainting in one of the schools of the Yashkinsky district. It would seem - here it is, proof. But the remaining members of the commission do not confirm his words.
"If you bluff, bluffy to the end!" - said the hero of Adriano Celentano in the very famous film. Kislitsyn confidently followed these covenants, but, unfortunately, forgot about one important detail: real life is not a poker game, sooner or later you will have to “open”.
And Kislitsyn “revealed” ... A meeting with the governor, where the children's Ombudsman admitted that he did not have evidence of hungry faints, and the information was from anonymous sources, in my opinion, proves that Kislitsyn’s attack was simply bluff. Tsivilev came out the winner. The main thing is that in the Mishura of the celebration of this victory, the authorities still do not forget to restore order in school canteens. Let's hope that the children will no longer eat boiled pasta spread on bread.
