The FSB undertook to fight dissent: now they will not be planted on the 282nd, but for "justification of terrorism"

President Putin appointed the new head of the ED center (the Main Directorate of the Ministry of Internal Affairs for Combating Extremism). He became Major General Oleg Ilyin, who previously headed the police of the Kurgan region. The appointment of the Ilyins coincided with the partial decriminalization of the 282nd article of the Criminal Code, which for more than 10 years was the main tool for "anti-extremist policy." Criminal cases under this article are terminated, prisoners are released. Until recently, the EC center was one of the key institutions of political censorship in the country, its employees supported “stability” in the field, pursuing opponents of the authorities and random students with pictures on social networks.

Without a universal 282nd article and sentences on the conveyor on it, the Ilyins will have nothing to do in a new place.

Formally, he received an increase, but actually ended up at a third -rate post. Or in general it turned out to be unemployed, if you understand the opportunity to report on hundreds of “inciting hatred” of citizens by work.

We already wrote that the abolition of the 282nd article did not lead to the fact that the state refuses to persecute people for words. The Criminal Code has accumulated quite a number of compositions by which people can be held accountable for texts on the Internet. One of the most “promising” in this regard is Article 205.2, adopted in 2006 during the first wave of the Russian “fight against extremism” and providing for up to 7 years in prison for public justification of terrorism on the Internet. How widely the security forces intend to interpret the “justification of terrorism” is evident in the case of the Pskov journalist “Echo of Moscow” Svetlana Prokopyeva, who was detained for discussions about the role of the state in the undermining of the Arkhangelsk teenager of the FSB reception. 205.2 is a more difficult article than the 282nd, the maximum punishment of which (in case of re-violation after bringing to administrative responsibility) today five years in prison. In addition, it is much more convenient to manipulate public opinion, exposing people like Prokopyeva with “terrorists”. Everyone is afraid of terrorists, and who is an extremist - no one understands, even a citizen of the legislator.

The main change in the design of the Russian “anti -ethmes” is that along with a change in the set of articles that are used for political censorship, their investigation changes. The 282nd was the case of the ED center as part of the police, 205.2, according to the Code of Criminal Procedure, is investigated by the Investigative Committee or the FSB. Since the state has a long time in this area for a long time, but there are wars of law enforcement agencies, decriminalization has become just the next redistribution of resources.

What they did in the ED center will now be in the zone of responsibility of the Chekists, and they will demand new budgets and resources for it.

The lower “stability”, “preventive conversations” and the demonstration detention of dissenters will now be provided with those citizens in civilian clothes, who have long been looking at the direct management of Russian politics over the presidential administration, not to mention Dmitry Medvedev or Vyacheslav Volodin.

So if someone was waiting for the thaw due to the partial refusal of the state of the 282nd, then we have bad news: power coercion to unanimity and stability in society is simply transferred to other hands. Those who are pure and grow from a hot heart.
