The operatives never found anything reprehensible during the search with the Pskov journalist. But experts coped with the task

On the morning of February 6, Svetlana Prokopyeva, in Pskov, stood a cordon of people armed with automatic camouflage armed with machine guns around the house of the journalist “Echo in Pskov”. The local press raised a commotion: they will take a journalist. Since November, all colleagues have known that she was shining a criminal case under the article on the justification of terrorism. Then, however, it turned out that people with machine guns are paratroopers on the manufacture of teachings. Svetlana’s house adjoins the headquarters of the 76th Airborne Division. But after a few hours they really came to her.

How the dangerous suspect was searched

The apartment of Svetlana Prokopyeva is very small. Exactly at noon on February 6, the investigator, operatives of the Pskov Center “E”, and a group of fighters of fellow teams in helmets, tried to enter it at once.

In view of the lack of space, a “pig” came. The Sobrovtsy went first.

They covered themselves with shields and protected the rest of the detachment from a dangerous criminal, her husband-architect and three cats. Cats were first retreated and mimicated under the flooring.

“And I just wrapped myself in a chair and watched them fill the apartment,” says Svetlana.

This morning she returned from Moscow and managed to stay at home for only four hours. She took a shower, sent two articles on the Radio “Freedom”, and at the moment when they called the door, just wrote the third. She went to open the door, leaving a laptop on the couch.

And one of them immediately began to make a contextual search for evidence according to the word "terrorist attack".

Another very quickly removed from somewhere in the service and personal smartphones, the tablet and began to introduce the word “terrorist attack” in each of these guns of the crime. He cried out joyfully when the evidence was found: in some telegram channel, the news was preserved with the mention of the word.

Having finished the search for dangerous gadgets, the investigators plunged into Svetlanina. I had to sort through every leaf. Apparently, they also searched for the word "terrorist attack." Their employment contracts were very inspired. The words “terrorist attack” in them, alas, were not there, but the employer was a dangerous and hostile radio station “Freedom”. They grabbed the stack of written notebooks. Who at least once saw what handwriting we write in notebooks, he necessarily sympathizes with these people. They flipped through a couple, looked at each other, sighed and the notebooks decided not to seize. But they were very interested in a box with cosmetics. They found the most formidable tools of crime, such as: lipstick and mascara.

On an area of ​​about six square meters, they were looking for very carefully. Therefore, they found banks with glue and paint. Sveta has a repair at home. The operative of the EE center looked inquiringly at Svetlana: they say what kind of chemical weapons. She nodded: take it, explore. At this time, another operative of the Center “E” published a victorious scream: “Found!” And he took out a small paper bundle from the shelf. All those present, including Sobrovtsev, witnesses and cats, rushed to watch how he carefully unfolds a piece of paper. Inside were screws. So small that they did not even pull on a future filling for a hypothetical explosive device.

Having seized everything that was subject to seizure, the brigade moved to the second room. On the threshold, the operatives who were the first to stand as if they were dug. Sobrovtsy, witnesses and cats hit their backs. The path to the closet was overlapping the bed, and the size of the room did not allow it to get around it from the flanks. Investigator Svetlana came across cultural and humane, did not tell her feet on the bed.

Tired of the search in two rooms, the brigade decided not to look for signs of a terrorist attack in the toilet and in banks with cereal in the kitchen.

So the search was held with the journalist of the radio stations "Echo in Pskov" and "Freedom", the former editor -in -chief of the newspaper "Pskov Province" Svetlana Prokopyeva. She is suspected of public justification of terrorism. The criminal case was opened on February 5.

Recall that Svetlana Prokopyeva wrote a column with an analysis of the attack in the UFSB in the Arkhangelsk region, where 17-year-old Mikhail Zhlobitsky undermined a home-made explosive device. In the author’s program “Minute of Enlightenment” on “Ekhe Pskova” on November 6, Svetlana Prokopyeva called the attack “an unacceptable, completely impossible and unacceptable measure” and expressed an estimated judgment that the teenager brought to the act. A text version of the column was published by the news agency “Pskov News Tape”. In the lawsuit of Roskomnadzor, the peace court in Pskov fined a radio station for 150 thousand rubles, and the “Pskov news feed” - by 200 thousand.

The case of Roskomnadzor

Criminal cases under Article 205.2 of the Criminal Code of the Russian Federation on the justification of terrorism in 2018 were fruitful like mushrooms.

• In May, a resident of Kurgan became the accused, who joined the Telegram messenger in a group dedicated to the “coup” (failed) on November 5, 2017.

• In June in the Kirov region, the prisoner of the colony during the viewing of the television program in the presence of other sites praised terrorists - and received another article.

• A month after the events in Arkhangelsk, a criminal case was gone against a resident of Kabardino-Balkaria, who made a speech at the rally.

After the events in Arkhangelsk, wounded Chekists began to be especially vigilantly monitoring what and how the press writes about them. Especially in the context of the attack. Helped them, of course, Roskomnadzor.

• After 3 days in Kaliningrad, a case was opened against Vyacheslav Lukichev, who placed a post with the mention of a terrorist.

• In January of this year, immediately after the holidays, it became known about the criminal case against the 52-year-old communist Nadezhda Romasenko from Vytegra. Also because of the post on the social network VKontakte.

As for the column of Svetlana Prokopyeva, on November 26, Roskomnadzor issued the warnings “Ekhu in Pskov” and “Pskov News Ribbon”. The examination by this time has not yet been completed, the conclusion was dated December 3. As if in the department the sixth feeling guessed what experts would say.

Roskomnadzor ordered the examination not to anyone, but to the FSUE, the main radio frequency center (GRCHC) subordinate to himself. Among the statutory types of its activities that are not listed - from the “connection on the basis of wired technologies” and telecommunications to trading in cars. According to the SPARK, the GRCC has two existing licenses - to use the subsoil “for the purposes of geological study and production of groundwater” and one archive - to protect state secrets. But the license for expert work is not mentioned. The website of the GRCC in the list of activities indicates different types of checks for the technical use of electronic equipment, radiation control, and so on. In the list of paid services, only an examination of “Possibility of using the declared radio electronic tools and their electromagnetic compatibility ...” and so on appear. Nevertheless, it was to this center that Roskomnadzor ordered the “examination of the products of the media for determining the availability (absence) of violation of the legislation of the Russian Federation on the media”.

Two experts carried out work. Alexander Valerievich Sorgovitsky graduated from Moscow State Law University. O.E. Kutafina in 2013, and “for the right to conduct an examination of information products” was accredited in 2015. Thus, the experience of his expert work was 3 years. In LLC “Judicial Experts” he is listed as a handwriter. On the website of Roskomnadzor there is one examination with his participation - a study of the program “Heart of the bear” of the TV channel “Children's World”. To the question, whether the content of the “16+” corresponds corresponds to: “It does not correspond.”

The second expert, Gerglyshkovich Anastasia Igorevna born in 1994, graduated from school in 2012, and in November 2017 she received a red diploma of the same university as a colleague. Judging by the data on her page in VKontakte, she is published in the Rossiya Gazeta as Anastasia Bychkova. Expertise conclusions with her participation on the website of Roskomnadzor could not be found.

These two young, but already, one must understand, very experienced specialist and worked with the column of Svetlana Prokopyeva. As stated in the act of examination, they made a “search for the text of statements justifying the actions of persons who committed or planning to commit a terrorist act.” And having found, they analyzed "on the subject of their content and semantic orientation, modality and lexicogrammal form of expression of information."

Recall that both do not have a linguist’s qualifications. Having studied the text, they noted that the author indicates “non -compliance ... legitimate rights and freedoms of citizens”, “connects the cause of a terrorist act with the actions of law enforcement agencies” and “gives a comparison of the actions of the demolition and people in the 19th century”.

The author, according to experts, justifies terrorism "through statements about the appropriateness of the actions of the terrorist."

Where they took this is a big question, because the article does not have a word about the "expediency of actions." Thus, experts summarize, the text "contains statements justifying terrorism."

There is another examination, independent. It was conducted by linguists with a philological education, scientific degrees and experience for more than 40 years. They did not see terrorism in the text of Svetlana Prokopyeva. As they did not see in the examination of Sorgovitsky and Gergshikovich signs of either linguistic or linguistic analysis. But this document was not fied with Roskomnadzor and the investigation.

We repeat that the act of examination ordered by Roskomnadzor was dated December 3, but the brilliant foresight allowed the department a week before, on November 26, to endure the Echo in Pskov and the Pskov News of the News. The magistrate court, fined both media, also acted as a seer. Because it is not clear what to do with all these fines and warnings, if suddenly, in the framework of the criminal case, Svetlana Prokopyev is recognized as innocent. It is as if it is already assumed that there can be no acquittal here.
