-I would even say that not from the very beginning of the Putin era, but somewhere since the beginning of this decade. As soon as the famous expedition to the North Pole , which was carried out with the money of the Western sponsors, set the flag there and all this noise arose, it seems that they woke up in the Kremlin, became interested in all this problematic and saw that every step in the north causes a great resonance that this is the area where, having done something small, we can achieve an imbalance of an imbalance. Somewhere since the beginning of this decade, serious consistent efforts have begun to modernize nuclear and ordinary forces, which, to my some surprise, not only continued, but even accelerated after the start of the conflict with Ukraine. Russian military documents once after time said that the main priority is Crimea and Ukraine, the second priority is the Baltic states and the third is the Arctic. Not the Central Asia, not the Far East, where there are a lot of its problems, but the Arctic, where in general, nothing seriously threatened Russian interests.

-I must say that Norway and its allies behave very carefully and in all their actions avoid any serious exacerbation near the borders with Russia. Norway is not so small, what is happening in the Budyoy or Bergen area is actually very far from Russia. This modernization is going on, perhaps, not as fast as Moscow would like, but nevertheless progresses. Everything is clear with this program, it really needs to replace previous generations of submarines - in order to avoid new accidents , in the end.

It significantly goes beyond the parameters that are needed for at least the theoretical cover of the bases of strategic missile carriers, which are not many compared to Soviet times. It is this grouping that causes the greatest fears in NATO. Because indeed here there are the possibilities of carrying out sea landing operations or blocking a large airspace zone. Why this is being done, how Russia is going to use this situation of military superiority, no one knows. It is clear that investments in this matter were big, and the desire to get some return on these investments, of course, is present. But so far no one can find any return.
- How does public opinion in Norway react to news related to these polar frictions with Russia? Not so long ago, the Norwegian television series "occupied" had made a lot of noise, it was even shown in several other European countries. There is a plot, in the center of which there is an invasion of Russia to Norway. It looks somewhat phantasmagoric, but about 15 years ago many things that are happening in the world now would also seem fantastic. Is there any feeling of anxiety in Norwegian society about Russia?
- Very different opinions in society. There are large groups of interests related to the preservation of cultural, economic, social, humanitarian ties with Russia. There are people who really put it at the forefront. They are ready to turn a blind eye to everything - to Crimea, Syria, on everything else Russian behavior. At the same time, concern, of course, is present. There is a need to increase attention and investment in your own security - this point of view is quite widespread. How compatible this line is with the preservation of relations with Russia depends not only on Norway.
In Russian politics, this dualism exists in the same way. Russia proclaims a commitment to the development of Arctic cooperation, again this year there will be a large forum, which for some reason was transferred from Arkhangelsk to St. Petersburg, where Putin will again act, declare the same thing that Russia is ready to develop cooperation in the north.
