Meanwhile, the Ministry of Justice made a reservation that the proposed initiative was mainly aimed at supporting children from single -parent families.
"In the field of family legislation, childhood legislation, the following proposals should be developed and implemented: clarifying the protection of the rights and legitimate interests of the child, establishing the obligation of the parent to maintain adulthood (children) studying in full -time organizations engaged in educational activities," Konovalov said on Wednesday as part of a "government hour" in the Federation Council. Later, the Ministry of Justice’s press service clarified that the agency’s proposal to oblige parents to support adult children studying in the confrontation in educational institutions concerns only payments to their alimony.
“Given that at present the generally accepted period of teaching children goes beyond the borders of 18 years, there is a systemic disproportion in the cost of maintaining a child, which negatively affects the quality of an incomplete family. Thus, the main addressee of the proposed initiative is adult, working children from incomplete families in full -time organizations engaged in educational activities,” the ministry explained.
The press service clarified that the specific parameters of this initiative will still be determined, including, taking into account the results of a wide public and expert discussion. "At present, the final decision on this issue has not been made, the preparation of the relevant draft regulatory legal act is not carried out," the Ministry of Justice said.
The department emphasized that this initiative does not affect the right to free education, obtaining scholarships and other existing support measures.
The Ministry of Justice noted that many appeals of citizens who are parents in incomplete families are coming to the ministry, with a request to secure the obligation of a parent who does not live with the child in the Family Code, to continue to pay child support for adult working children - students.
"Now, in fact, all expenses for the maintenance of adult dispensable children studying in full -time form are assigned to the parent living with the child, because upon reaching the age of 18, children stop receiving alimony from another parent," the Ministry of Justice explained.
At a meeting of the Federation Council, Alexander Konovalov said that it is necessary to establish the minimum amount of alimony.
Earlier, on its website, the FSSP of Russia conducted a survey, during which the Russians proposed legally establishing the minimum amount of alimony. The department received a proposal to determine the amount of alimony not in the fraction of the wages or other income of the debtor, as is currently happening, but by establishing the minimum amount of alimony in accordance with the cost of living, TASS reports.
