The owner of the Arashukov apartment turned out to be a serial buyer of real estate in St. Petersburg
The Bell found the owner of dozens of apartments in St. Petersburg, which could be recorded by the property of the Arashukov family. It turned out to be a Petersburger (name is not disclosed according to the law on the protection of personal data) , through which about 80 real estate objects in the city passed in different years.
How we were looking. In the video of the searches in the Arashukov case from the YouTube channel of the Investigative Committee, an apartment was hit on the top floor of the New Zvezda residential complex on Pesopochny embankment in St. Petersburg. Apartments in this complex are sold on the sites of real estate agencies, their cost starts from 50 million rubles.
Last week, the Mash telegram channel said that after the arrest of the Arashukov, the apartment from the video recording of searches was put up for sale for 99 million rubles, the announcement appeared on the website of the Engel & Völkers agency. Photos of the object in ads and the image in the video SK coincide.
After the Mash message, the Agency was deleted, but it remained on many other real estate sites. The announcements indicate that the area of the apartment is 260 square meters. m and it is located on the 12th floor.
Only two apartments in this house are suitable for the description. One of them belonged to the hero of another corruption scandal - the St. Petersburg businessman Dmitry Mikhalchenko, who was sentenced to four years and seven months of imprisonment in December (now it is decorated with his son).
The owner of the second, according to Rosreestr, turned out to be a Petersburger(name is not disclosed according to the law on protection on personal data) . The former owner - President of the Spark Aircraft Repair Holding Yuri Borisov told The Bell that his ex -wife was sold to the apartment, he did not know the buyer and did not hear anything about the current owner (he could not contact his ex -wife).
In open sources, there is almost no information about the current owner of this apartment . He is not registered as an individual entrepreneur and does not own any business. But, according to the Rosreestr, this person has been buying very actively and sells real estate for many years.
As established by The Bell, in the early 2000s he visited the owner of three dozen apartments, as in the historical center of St. Petersburg-on Caravan Street, Tchaikovsky Street, Bolshaya Morskaya and Gorokhova, and in sleeping areas. The apartments were in his property from two days to several months, in rare cases - longer, but each time no more than six months. Based on the cadastral value of this real estate, the purchase of these apartments was supposed to cost him at least 100 million rubles.
The largest apartment in transactions that passed through a Petersburger , during this period was an apartment of 285 square meters. m in the house on the embankment of the Griboedov channel with a cadastral value of 28.4 million rubles (according to Rosreestr). The market value should be several times higher: housing of a similar meter in this area is sold at a price of up to 290 million rubles.
In total, until 2017, he concluded 80 transactions, in some cases under an exchange agreement or gift. Through it, real estate passed with a total area of 3.5 thousand square meters. m and the total cadastral value of about 500 million rubles. How many real estate objects are registered for it now is unknown.
The Bell found no other business or sources of income with this person . It was not possible to contact him himself.
“ Where did the FSB and Valentina Matvienko look with his committees when the declarations of a member of the Federation Council were investigated? Nobody drew attention to the ratio of official income and expenses? ”, The adviser to Norton Rose Fulbright surprised lawyer Alexei Borodak (annual revenues did not exceed 4.9 million rubles in Arashukov declarations). In his opinion, the owner of St. Petersburg real estate could be a holder of assets for the Arashukovs or simply engaged in a business of creating chains of sale, which allow you to protect the real owner of assets when contesting transactions.
Arashukov’s large business did not lead, but money was invested from gas fraud in real estate and gold, writes with reference to their sources of RBC.
Where does the money come from? Raul Arashukova SK is suspected of organizing gas steal schemes in the amount of more than 30 billion rubles in the North Caucasus, where Arashukov Sr. since the beginning of the 2000s headed various structures of Gazprom Interregiongaz.

The Bell found judicial materials at least one episode of gas embezzlement through Gazprom Mezhregiongaz Pyatigorsk, which Arashukov headed in 2010-2011.
In 2015, the Federal Tax Service charged her with taxes in the amount of 3.5 billion rubles on the basis that the company overgrown with 7.4 billion for two years. In court, the tax authorities indicated that the company did not provide any documents on the “circumstances and reasons for the gaze”, due to which losses were supposedly formed. The company insisted that there would be no gas taxes, "for various reasons, lost during transportation to the population and legal entities." The trials lasted several years, the court sided with the tax authorities two days before the arrest of the Arashukovs. Read more about how this scheme could work was written by the Business St. Petersburg edition of New Avenue.
In 2017, Gazprom Interregiongaz Pyatigorsk replaced the legal address from Pyatigorsky to St. Petersburg, having previously transferred almost 14 billion rubles to the branches in Nalchik and Makhachkala. The Press Service of Mezhregiongaz informed The Bell that the debts of Gazprom Mezhregiongaz Pyatigorsk are recovered by new regional companies in Dagestan, Kabardino-Balkarian Republic, the Karachay-Cherkess Republic, North Ossetia and others, and “The recovery is carried out in a planned manner”.
Arashukov-Sr. lawyers did not respond to The Bell's request about the apartment on the sandstone, its owner and whether the Arashukovs have the attitude to his real estate activity. The lawyer of the former Senator Rauf Arashukova Anna Stavitskaya said that her client was not accused of economic crimes (he is suspected of involvement in two murders), so the issue of property does not apply to the case. In the UK they did not comment on the circumstances of the criminal case.
