
On January 30, 2019, the work of Soviet authorities was restored in our country. And the governing bodies in the former Soviet republics are dissolved "in connection with illegality." Such a decision was made by the President of the Soviet Union.
This is not a joke and not the nonsense of a sick person. This is a statement of one of the many movements requiring the restoration of the USSR. There are more and more in Russia. In their Internet communities-tens of thousands of participants. There are units in all regions of the country, including in the Siberian and Far Eastern cities.
My address is the Soviet Union
- I do not know which of these organizations is better, which is worse. For me, the concept of “return to the USSR” is primarily a fair society in which everyone has everything and the problems are ridiculous, ”says Irina Zimina, a resident of Krasnoyarsk. - And if it comes to the restoration of the Union in practice, of course, I will support this. In the referendum of the 91st year, I supported the preservation of the USSR. But when documents were signed about his decay, no one asked us.
So not only Irina argues. The number of communities and movements in the name of which is the abbreviation "USSR" is growing recently. So, the organization "Union of the SSR" union of 99 branches throughout the country, including in the cities of Siberia and the Far East. The number of their subscribers in VKontakte communities ranges from 27 people in Baikalsk to almost 17 thousand in St. Petersburg.
In groups in the FB "Reception of the President of the USSR" and "Reception of the USSR" - a total of about 13 thousand followers.
The All -Union Association of Voters (Military Council of the USSR) also offers return to the USSR. There, among other things, they collect signatures under the "claim of citizens of the USSR to persons who illegally seized public property." The claim is addressed to the former Union republics and their governments.
Their organizers formulate their goals differently, and act separately from each other, even offend when they are confused. But the essence of the same is the "restoration of the great country." More precisely, they say that the Soviet Union never ceased its existence, and we are all Soviet citizens. After all, officially no one came out of the citizenship of the USSR. And the citizenship of the Russian Federation is allegedly not confirmed by any documents.
You did not officially come out of Soviet citizenship, and double citizenship in the USSR is prohibited
Moreover, from January 30, 2019, in our country, as it turns out, the work of the authorities of the USSR is restored. This is prescribed by the Resolution of the "Cabinet of Ministers of the Soviet Union." In the same document, the former Soviet republics are called "false guides", and residents of Russia, refusing to fulfill the "laws of the Soviet Union" - by criminals and enemies of the USSR. They are waiting for the "military tribunal" with "bringing to personal responsibility under the laws of war and wartime."
By the way, the president of the USSR exists. This is Sergey Taraskin , a former dentist. He became the president in 2010, and also “according to the laws of war”: “If the head of the country, he is the commander in chief, left his post and the whole army, then, according to the laws of war, the soldier can become president and commander in chief. It lasts until resting in the country. Now the USSR is reviving and more and more people are being returned to him,” the President of the USSR says. But the name of the organization, uniting Taraskin's associates, does not. They say that they simply continue to live in the Soviet Union.

- We are not an organization. We are the state of the Soviet Union, whose citizen you are. The Russian passport is invalid, this is just a meaningless identity card, ” Vladimir Komornikov , head of the Main Directorate of the USSR Personnel, told the Siberia. Reali correspondent. - You did not officially come out of Soviet citizenship, your birth certificate was issued in the USSR. And dual citizenship under Soviet legislation is prohibited. That is, you cannot be a citizen of the Russian Federation. Here we will restore all Soviet structures, go through all the procedure laid down when leaving citizenship, pay with the state for free education, free medicine - then please: you can formalize citizenship in another place. Everyone who left the USSR until 1991 passed through this.
- And the young people born after 1991 - they are citizens of which country?
- If the parents of the young man are citizens of the USSR, then he is a citizen of the USSR.
- You say that you live in the Soviet Union and according to its laws. But there are problems that cannot be solved with the Soviet passport today. Do you use in these cases "invalid" Russian?
- During the war, a quarter of the territory of the USSR was occupied by fascist Germany. In the occupied territories there were some temporary certificates, auswees, without which little could be done. But people somehow lived, adapted. In the same way, you won’t go anywhere without a Russian passport and buy nothing. So what? And in the USSR, without a passport, one could drive from Vladivostok to Kaliningrad. Yes, in general, life was different. There were free apartments for people. We are now restoring governing bodies. Their own, Soviet. When we restore, we will be able to fully exist as a Soviet Union. Without this it is impossible: there is a topic, but there are no organs. It’s like without arms and without legs to do a person.
- And at what stage is the restoration now?
- At the stage of the transition. The transition to the jurisdiction of the USSR began at 12 hours Moscow time on January 30. The final should be the revival of the Soviet Union. In the form that the state was in early 1991. We actually follow the decision of the referendum of March 17, 1991. Then most people voted to preserve the Soviet Union, and the referendum - the highest expression of the will of the people. And if you disagree with this, then you are a criminal, you go against a decision of society, violate all the norms. So the choice is for everyone.

- Law enforcement agencies are interested in your activities?
- We do not violate the laws, we build our own. And normally cooperate with everyone who behaves adequately.
- According to your estimates, how many people support you?
- There are polls of public opinion, about 70% are expressed for the restoration of the USSR - this percentage supports.
- If the "person from the street" wants to join you, what should he do?
- He must admit that he is a citizen of the USSR. Then he must register as a Soviet citizen, providing the documents confirming this. In general, we invite everyone to our work. And the media too: let them undergo licensing in the Ministry of Information and Press of the USSR and also get into operation. And do not violate Soviet laws. It depends on us whether we will restore the country or die. You see for yourself: the plants are closed, people are poor, cities die. What next? Riots? Nobody needs it. We are in order to gently, gradually and non -violently return to the USSR.
Unfortunately or fortunately, but “return to the USSR” is impossible, notes lawyer Evgeny Nesterov.
“This state was originally proclaimed as a union, and when all the republics entered it came out of the union, its essence was reduced to zero,” says Nesterov. -And the cessation of the existence of the USSR, and the status of the Russian Federation as its successor in international relations are enshrined in both de facto and de jure. To invent the reasons why Russian passports or Russian legislation are allegedly invalid is just as pointless as from the same point of view to consider, for example, the reunification of Eastern and West Germany or the collapse of Czechoslovakia. True, it doesn’t occur to anyone to do it.
Any state can be proclaimed. The question is whether it is recognized at the world level
The fact that someone proclaimed himself the president of the USSR and created his "government", there is no violations of the law, in general, Nesterov believes:
-Until representatives of the invented "ministries" begin to use actually invalid documents in order to solve some problems and mislead people. Or use the USSR state awards, which is prohibited by law. In general, any state can be proclaimed. But it will exist only if it is recognized at the global level.
"People just want to solve their problems"
In order to join another “Soviet” organization, the “SSR union”, created by Petersburg Sergey Demkin , you need to make an initial introduction of 1000 rubles, and then pay 200 each month. In return, you can get “help and advice” in the areas of housing and communal services, bank lending and others. The emphasis is on the fact that some Russian laws are not very competently modified Soviet. Or not at all changed - just people do not know that they can demand the same as in Soviet times.
“Our main goal is the legal literacy of people and protecting their interests and rights,” says Nina Cherepanova , head of the Union of the SSR Union Union in Petropavlovsk-Kamchatsky. - Why is the USSR mentioned in our name? You know, now people “wake up”, a lot of information in the public domain, and they understand how it was and how it was now. Even for me, some documents became a discovery. If we summarize everything that I found out, we can say that we lived in the legal field of the USSR, and we live. This applies to pensions, housing and communal services, bank loans. But people do not suspect this. And they do not know what they can demand by law.
Nina adds: she also considers herself a citizen of the USSR, not the Russian Federation. And Russian passports are "fake".

“But I personally decided not to climb into these wilds, but to work with problems in the housing and communal services, in particular, with payment for utilities,” says Cherepanova. - Here is an example: those receipts that are thrown into the mailboxes are an offer, that is, a proposal to conclude a contract unilaterally. And the real contract must be signed on paper by both parties, and all its conditions can be discussed. Now people pay incomprehensible to someone, for what and why exactly such amounts. The same with loans. Here comes to me a person with a loan agreement. We analyze it and find out that this is just an agreement on banking services. The person believes that he took a loan, but in fact it is not so. Yes, any receipt that is exposed to you is suitable for this rule. And all this follows from still Soviet legislation, which no one canceled.
- That is, thanks to your help, people, for example, can take a loan, and then not give it away, referring to Soviet laws?
“We are by no means urge not to pay for something.” But when people are driven into Babal and cannot get out of it, such a situation usually has many reasons, ”says Cherepanova. - It can be pensioners, low -income people, large children. And we teach these people legal literacy.
Nina Cherepanova says that the "Union of the SSR Union" in Kamchatka already has the results of the work: "We won the court about the illegal disconnection of one resident from the electric networks. We achieved the bailiff’s dismissal for the illegal write -off of money by a canceled court. Now there are five more of our claims in the courts."

The fact that people first turn to the "trade union" for solving problems, and not for "return to the USSR", says Vadim Lishin, chairman of the Irkutsk branch.
- We are mainly addressed by people aged 50 to 60 years, sometimes older. Most often these are women, and, as a rule, lonely. They have a sea of problems, but they do not know how to solve them. So they are united to solve them, ”says Vadim Lishin. -We do not have any specific specialization-with what people come, and we try to help with what. Overpayment for housing and communal services, requisitions in schools, poor -quality medical care and a requirement of fees from patients of patients, labor disputes.
Lishin already explains the presence in the name of the organization of the abbreviation of the USSR: he did not refuse Soviet citizenship.
Why, in such cases, people respond to the word "USSR", explains Sergey Komaritsyn , political scientist, director of the Krasnoyarsk Center for Humanitarian Research "Current moment".
- For the transformation of the country, I had to pay a very large price. Including a sense of social security, which was in the late Soviet era. The prospect is very foggy, propaganda statements of the type "Russia rising from the knees" gradually stop working. Because it is enough to compare any 20 years of Soviet history and the last 20 years - and the comparison will not be in favor of modern authorities, ”says Sergey Komaritsyn.

According to him, the “stagnant” Brezhnev period of 1965-1985 is perceived by many people as an era of prosperity: hundreds of cities were built, tens of millions of people moved into separate apartments, plants were built, theaters and universities were opened, etc.
“And now the problem of social justice has sharply aggravated,” says Komaritsyn. - The rich continue to get rich, and the poor are poor. All social conquests of past years are gradually eliminated: there is no longer free housing, higher education is essentially paid, and healthcare is increasingly moving on a paid basis, tariffs for housing and communal services are growing (and in the USSR they have not changed for 60 years), and increased the retirement age. It is from here that the idealized Soviet past arises as a model of social justice, stability and development.
The USSR is different for everyone
Despite the abbreviation of the USSR in the names and seemingly similar goals, representatives of movements and organizations not only do not cooperate, but also reject from each other.
- We do not pursue any political goals, we do not join martial arts with the current government. We want people to receive what they are supposed to be by law and what they do not receive now, ”says Vadim Lishin , a participant in the" Union of the SSR Union ". - As for Sergei Taraskin and his associates ... Now freedom - people are expressed as they want. To health: there is potential - express.
People have lost a sense of social security, which was in the late Soviet era
The main thing is that no one suffers from you. And Taraskin had two or three already planted. We do not go to any conflicts: we analyze the laws, draw up the requirements on their basis.
Vladimir Komornikov , in turn, also not in all "fellow citizens in the USSR" sees like -minded people:
- We are to this “provisions” and to the fact that they are creating, not involved and do not support it. They are not trying to restore the USSR - this is a parody of activities. And we are confused all the time! The same is the "military of the USSR"-there is generally some kind of incomprehensible secret organization, about which nothing is known.
On the site "Warrior of the USSR", the contacts of the organizers are really impossible to find. But it is obvious that they are involved in the creation of groups in social networks that accuse Sergei Taraskin, the President of the USSR of fraud.
But, despite such confusion, the contradictions and even the confrontation of supporters of the “return to the USSR”, the return itself supports more and more residents of Russia. This is evidenced by public opinion polls, this is confirmed by political analyst Sergei Komaritsyn.
- All sociological studies show that two -thirds (68%) of the population are nostalgic for the USSR, despite the fact that 40% of the adult population did not live in that era. But the political process in Russia cannot be considered at all as someone’s attempts to return “back to the USSR”, the political scientist adds.
- This is impossible. In fact, both in social moods and in the political sphere are about something else - about the attitude to current reality.
