The Memorial human rights center recognized Pavel Zlomnov, who was accused of justifying terrorism in pre -trial detention centers (part 1 of Article 205.2 of the Criminal Code) and illegal storage of weapons (part 2 of article 222 of the Criminal Code), according to the organization’s website.

Pavel Zlomnov was arrested in January 2018 in the case of illegal turnover of weapons. Zlomnov and his accomplice Roman Grozdov told the PMC members that the FSB operatives tortured them.

Zlomnov was supposed to withdraw from the pre-trial detention center on January 30, 2019 in connection with the expiration of the deadline for detention (Article 162 of the Code of Criminal Procedure), but he was detained and again arrested in the case of justification of terrorism in SIZO-6 Gorelovo.

According to the FSB, he called a teenager who arranged an explosion in the FSB Office building in Arkhangelsk, “a real hero of the people”, and also “publicly proclaimed the appeals <...> on the recognition of the ideology of violence.”

“There is every reason to believe that the only reason for the initiation of a criminal case against Pavel Zlomnov is that he told human rights activists about the facts of torture against him and other defendants in the case under Article 222 of the Criminal Code. At the same time, the motive for the persecution by the FSB was probably the desire to prevent the liberation of Pavel Zlomnov to freedom, thereby intimidating other victims of torture, and avenging him for their exposure, ”the human rights activists believe.
