54-year-old Sergei Vlasenko was serving most of the term in the Omsk Isilkul colony IK-4. In the fall, he was released and recently filed a lawsuit against the Soviet District Court of Omsk. Among the defendants is the chief of IK-4 Sergey Spirko. Vlasenko demands to reimburse him as compensation for beating and bullying 850 thousand rubles.

You will complain, you will not stay alive ...
According to Sergey, he was so beaten in the colony that he got out of the "umbilical hernia". Due to threats from the colony officers, Vlasenko tried to commit suicide.
- The convict must either work for free, or be an activist (that is, cooperate with the colony administration. - Approx. S.R.) and grief to other prisoners, or pay. If you do nothing, but only live according to the PVR (internal regulations.-approx. S.R.), then do not count on encouragement or on parole. They ask you all the time: "What did you do good for the colony?" My relationship with the administration did not work out. I was recorded in the complainants, ”says Sergey Vlasenko .
- What did you complain about?
- On the fact that I was not provided with proper medical care. I have a sore throat. The lack of adequate treatment gave complications to the kidneys, heart, legs. Half of the teeth fell. I was taken to the 11th hospital, but I was not treated there. And after returning from the hospital, my problems began every time.
Alekseev ran up, tore off my trousers with my underwear, said that they would lead the cleaner now and he would rape me
- What are the problems?
- I was humiliated and beaten. We, those who were discharged, were put in quarantine upon arrival in the colony along with the newly arrived convicts, although in other colonies after the inspection are released into the detachment. Then they built in the corridor, put a bucket with a rag, and we had to run to the bucket on command, holding the “case 90” (bent at 90 degrees), then take a dirty rag and wash the floor. For the first time, I refused to wash the floor and spent three days together with another convicted person, Petrenko, in a "glass", which is about a meter in width and two meters in length, after which I got 15 days in a schizo. I thought that everything was on this, but was mistaken. Somehow they brought me to the headquarters from the schizo. The whole security department gathered there, led by his head Alekseev. Alekseev set a bucket and ordered to wash the floors. I said: "No." Then they grabbed me, laid on the table, stretched out. Three employees recorded me, Alekseev ran up, tore off my trousers with my underwear, said that they will lead the cleaner now and he would rape me. Hearing that I refused again, he was furious, grabbed a fairy (a carpentry hammer made of wood or rubber. - approx. S.R.) and began to beat me. I moaned, and he laughed loudly. Once he hit me on the spine. Then everything in my eyes finally darkened. When he stopped hitting me, they called the day. I saw how he went and seemed to start taking off his pants. I was scared, agreed to wash the floor. I know that after me and Petrenko was subjected to the same execution. And he has a sick heart.
- After that, they stopped pursuing you?
- The weeks did not have passed, as Alekseev came to me and said: “You will be the older day or leave for the offended. Get ready, tomorrow we’ll do you.” Here my nerves could not stand it. I realized that they would not get off, and opened his veins. In those minutes you do not think about whether they will save or will not save, you just don’t want to live on. I saved me another convict who was sitting with me in the cell. He noticed in time that I was bleeding, called the colony officers. After my hand was bandaged, Alekseev came, said: "I don't need you anymore." But a few days later, the head of the operational department, Major Zakharov, brought me from the insulator, where I was sitting at that time, into the PKT camera (chamber -type premises), where convicted people were beaten with strict conditions - for not fulfilling the administration’s instructions. In the end, they warned: you will complain, you will not stay alive.
One prisoner IK-4 after liberation complained to the prosecutor’s office, wanted to meet with human rights activists. And he, I heard him, was hit hard in the colony, drowned in a barrel, in the shower to the bench, they hung with tape. Recently he was found dead between garages: supposedly froze
"Pierced the press from the foot to the dispute"
“In 2016, I again got into quarantine after returning from the hospital,” continues Sergey Vlasenko. - There were two captains, Nikolai Samai and Denis River. Both are inspectors of the security department. And again a rag and a bucket were waiting for me. But with one washing of the floor, things were not limited. Samai and Rerkovsky brought me to the office. In their hands they had shingarts (training gloves with "trimmed fingers" to work out blows to sports shells. - approx. SD). I hear, argue among themselves: "Come on, who will break the first press to the first Vlas." And I used to play sports before. Bili-bili, cannot break through. Then Samai tries from his feet. I withstood the first blow. The second time he fell into my sun, I suffocated, sat down with a kalachik. Then they stopped. And I started pain in the abdomen. A few days later he went to the medical unit, they said that in the area of the navel the muscles parted and the bump formed four centimeters. Now I’m tormented by an umbilical hernia, my back hurts. After that case, I rushed: I will die, and I will not go to the hospital. And until the release of October 31, 2018 did not go. Not because nothing was sick, but because they hit hard after returning. Many do not talk about what they survived, because of fear. One prisoner IK-4 after liberation complained to the prosecutor’s office, wanted to meet with human rights activists. And he, I heard him, was hit hard in the colony, drowned in a barrel, in the shower to the bench, they hung with tape. Recently he was found dead between garages: supposedly froze. It is too early to talk about the causes of death, there are no results of the examination.
- Are you not afraid?
- Afraid. Therefore, I want to say that I don’t take drugs, I don’t smoke, I’m not going to take my accounts with my life, and if something happens to me, it means that the Federal Penitentiary Service helped. But I know what to talk about it. This is the only way something can change.
"You are being taken here to break"
53-year-old Stanislav Khrulev from April 2014 to December 2018 was serving a sentence in another Omsk colony-in the Eight. Judging by his stories, the orders in it reign about the same as in IK-4.
I had all the limbs blue because of the gusted veins. Four times I lost consciousness during marching. I was carried away on a stretcher on a stretcher, they brought me to life, knocked down the pressure and sent back to the parade ground
-On the first day in IK-8, during the so-called "acceptance", we were forced to kneel, undress to his underpants and "sit down a half"-sit as low as possible with outstretched hands. In this position, we probably spent three hours. Also, the prisoners had to wash the floors, since in the "Red Camp", if you agree to this, you become "broken." The employees told us so - and I got along with stages from Moscow and Peter: "You are being taken here to break." Then all this continued. The prisoners were constantly kept in fear. Any "offense" ended in beatings. Suppose if you have a dirty or a mug - and the mugs were forced to clean to a mirror shine, - the kiyanka was immediately used. My neighbor in the chamber began to tremble at every rustle - this was a nervous tension. In June, for two weeks, due to the complaint of activists, I got into quarantine, and then for nine months in adaptation.
- Why have you been kept in adaptation for so long?
- Because he did not want to cooperate with activists, argued with employees, asked why they violate the rules of the internal routine. In adaptation, you most often or read the rules of the internal routine aloud, as loudly as you can (in fact you don’t read them, but you yell), or marching the parade ground from morning to night, with small breaks for lunch, dinner and marks. It doesn't matter if the heat is on the street or the cold. They did not let us out only when the frost is more than 25 degrees. When we marched, we were forced to sing patriotic songs: “Victory Day” “Katyusha”, “Our Tenth Airborne Battalion”. The convicts of the convicts swell. I had all the limbs blue because of the gusted veins. Four times I lost consciousness during marching. I was carried away on a stretcher on a stretcher, they brought me to life, knocked down the pressure and sent back to the parade ground. We were allowed to move on adaptation only by running. From the stairs, along which we ran to the dining room, the convicts fell, injured. They were taken to the hospital.

"Each opera in the office has a beat for beating"
- After returning to the detachment from adaptation, did you face bullying?
- They did not touch me. They were afraid that after the release I could publish information about what is happening on the Internet. They knew that my term was connected using information technology, that I would advance in this whole topic and it would not be difficult for me to reach human rights activists after liberation, on the media. But this did not apply to others. Activists humiliate prisoners, as they only like. Once before May 9, wooden machines were brought to the colony. They should have been used in the production of Victory Day. I saw how activists put the convicts against the wall, took these machines and pretended to be shot by prisoners. And the prisoners had to fall and writhe in cramps. If the activists did not like how someone fell, they approached and beat him. Among the colony officers were those who especially liked to humiliate the convicts. Very fond of mocking the convicts on duty assistant to the head of the colony Ruslan Borisovich. Do not say hello to him, put in a "glass". He could make him push -up and squat at one and a half thousand times or more.
They also tortured the current using a rheostat. With one convict, the wire was attached directly to the ears. Then he walked for three weeks with dark purple ears
-Have you passed through push-ups-extinguishing too?
- No, but I saw in what condition the convicts returned after this punishment to our detachment. After the three or four days were sick. In the evenings, Ruslan Borisovich checked whether anyone had bristles. If I found it, sent the whole detachment to march. For each "unshaven" convict - a circle on the parade ground. In general, each detachment had its own “curator” from the operable. For an unbuttoned button, for not saying hello, they could call you. Each opera had a stick in the office of 50–70 centimeters long, 10-15 centimeters wide. And this stick was beaten: someone-standing, others laid on the floor. They also tortured the current using a rheostat. With one convict, the wire was attached directly to the ears. Then he walked for three weeks with dark purple ears. They were swollen and began to resemble two huge dumplings. In the medical unit, the prisoners could rest only two hours after lunch, the rest of the time they sat on a stool. No one was worried in what condition they could sit or not.
- You say that you were left alone, because they were afraid of publicity ....
- Yes. They are also sometimes afraid, especially when a commission from Moscow arrives. They intimidate the convicts so that nothing does not surrender anywhere. But the same Ruslan Borisovich has said more than once that he was not afraid of the Omsk prosecutor’s office, because he has “half of the friends” there. And when the information goes above, to the federal center, then yes, they are nervous.

According to the lawyer of Vera Goncharova , who represents the interests of several prisoners serving a sentence in the colonies of the Omsk region, torture and bullying in the correctional institutions of the region - an ordinary phenomenon.
“As for the 4th and 8th colonies, I do not remember that convicts serving sentences in these correctional institutions, or their relatives,” says Vera Goncharova. - But this is not surprising if you have to experience pain and humiliation for complaints, and in the local prosecutor’s office, as one of the authors of the story says, the employees have many friends. In IK-6 (in October 2018, the prisoners riot occurred in this Omsk colony. -Note. But about the OK-11 (hospital) now there are many stories. The same methods are practiced there as in correctional institutions. They can beat, and humiliate, and fasten to the bed.
More than once I heard about the ritual with a rag upon arrival in the colony. In other Omsk institutions, exactly the same rite was practiced. And the “Corps 90”, and the drill step with songs, and shouting the PVR to exhaustion, and standing on the parade ground - all these “educational” methods are worked out in other Omsk correctional institutions. By the way, I first heard about the ritual with a rag for the first time from the Omsk prisoners. It is in this form: run with a rag along the corridor. Sometimes a demand to shout something is added to this action. Nowhere else was I told about such a ritual. They also march in some other regions, although the drill step should not be applied. But standing on a parade ground in Omsk is also aggravated by climatic conditions. In the cold, standing all day on the street is a real torture. One convicted person told me that he was poured into his boots. Can you imagine what horror it is?
