TRANSPARENSY claim that "more than 11 thousand non -competitive public procurement were processed from 2014 to 2017 and analyzed 499 public procurement with a contract price of more than 30 million rubles, the contractor was appointed president or government.
Only according to the results of 2017, Vladimir Putin and the Russian government signed at least 93 regulatory acts on procurement from a single supplier. Based on these acts, almost 4 thousand contracts were concluded totaling 418 billion rubles. "
At the same time, as noted in the organization, in most cases, companies that produce nothing act as the only supplier, but only act as intermediaries.
Transparency emphasized that according to the results of the investigation, they prepared a report on favoritism and kumovism in Russia. The document will be sent to the State Duma, the Department of Budget Policy of the Ministry of Finance, the Accounts Chamber of Russia, as well as "other structures that carry out control and supervisory functions in the field of public procurement."
