At first, it was reported that they agreed to sign the “Khana Declaration”, but the White House, following the meeting, said that no agreements were reached.
The United States and the DPRK agreed on at least three points of the joint document, which Donald Trump and Kim Jong -un would sign in the Hanoi, TASS reports with reference to a source in local diplomatic circles. This document will receive the name "Hanoi declaration".
It will define the concept of "denuclearization", the further steps of both sides are indicated for its achievement, as well as the tasks and issues that will be discussed by the parties in the future.
At the same time, the White House said that Trump and the DPRK leader could not reach an agreement at the summit in Hanoi. “This time, no agreement was reached, but their [leaders of the countries] teams plan to continue meetings in the future,” the White House statement said. The leaders of both countries before the planned left the venue of the summit.
There are no reasons for the early reasons for the early departure of the leaders of the two states. According to the official schedule published earlier by the White House, Donald Trump and Kim Jong -un, after negotiations in the expanded composition, were to meet at a working dinner, and then take part in the joint signing of documents. After that, at 16:00 local time (12:00 in Moscow), Trump was supposed to give a press conference at his hotel. However, without explanation, the working lunch was canceled, and the press conference was postponed to 14:00 local time (10:00 Moscow time). Nothing is known about the fate of the joint signing of the documents at the moment - it is possible that it could also be canceled.
Donald Trump and Kim Jong-un met a tet-a-tet, which lasted more than half an hour, and then moved to negotiations in an expanded composition. Before their start, the leaders of the two countries said they were advocating the mutual discovery of representative offices of their states in the United States and the DPRK. “We would welcome such a step,” Kim Jong -un emphasized, answering the journalists' question about the readiness to resolve the opening of the US representative office in Pyongyang. “In both directions, this is a good idea,” Trump said.
The DPRK leader Kim Jong -un once again confirmed the readiness to conduct denuclearization. “If I did not have such a desire, I would not be here,” he emphasized. Trump, answering the question of whether according to the results of the summit, it will be officially announced the signing of a peace treaty, designed to formally put the end of the Korean war of 1950-1953, noted that "in just one or two days this one cannot do." A day earlier, he also evasively answered a similar question.
The main negotiation part of the summit lasted more than two hours, after it the participation of the leaders of the two states in a working dinner was planned. He was supposed to go in the restaurant hall Le Club Bar, made in the style of the cigar club of the 1920s. A long table with snow -white tablecloths is installed in the center of the room, on which there are small vases with fresh flowers. In addition to the leaders of the two countries, five more people from each of the parties were supposed to take part in a working dinner.
It was reported that four dishes would be presented for lunch. As a snack, the delegations of the two countries should have been proposed by Foie Gra with apple jelly, and the main dish was named snow fish under a special sauce. Only on February 28, more than five hours were allotted for negotiations. Before leaving Hanoi, Trump planned to give a press conference.
Trump: DPRK wanted too much
Washington at the US summit - the DPRK could not achieve from Pyongyang what he wanted, explained at a press conference following the US Secretary of State Michael Pompeo, TASS reports.
“We could not get what we wanted. Meanwhile, we took a big step to the implementation of the agreements previously reached in Singapore, and we will continue the negotiations on denuclearization,” he emphasized, expressing regrets that it was not possible to achieve more in Hanoi. US President Donald Trump, in turn, stated that the past summit was "very productive."
The American leader explained that the North Korean side wanted to adopt all sanctions in exchange for the elimination of a nuclear facility in Yonben, but the USA did not arrange this situation.
According to Trump, the decision not to conclude specific agreements with the DPRK according to the results of the summit was not his sole, but the summit ended on a friendly note, despite the disagreement.
“They wanted to remove all the sanctions, we refused. They wanted us to remove all the sanctions in replacing the facility in Yonben, this is not suitable for us,” Trump said, expressing at the same time the confidence that they and the DPRK leader Kim Jong -united remained good friends. The US President also said that "it takes time to overcome the abyss between the United States and North Korea," but emphasized that since the first summit in June 2018, their views "seriously close" with Kim Jong -un.
US Secretary of State Michael Pompeo, commenting on Pyongyang's requirements to cancel all sanctions in exchange for the elimination of a nuclear facility in Yonben, emphasized that "this would not be enough to eliminate the DPRK missile and nuclear program, so the American side did not go to this deal.
The US agreement and the DPRK was ready to sign, but the parties decided to abandon it, the American leader explained. He also stated that he considers it important to cooperate with Russia, China, South Korea and Japan on the problem of the DPRK.
In addition, the United States does not plan to tighten sanctions against the DPRK, as they consider them sufficient. At the same time, the United States and the DPRK did not agree to conduct the next summit, and the American side will soon hold the inspection of North Korea nuclear facilities.
On the eve of February 27, the second in the history of the American-Sever Korean summit began. The DPRK leader said that Pyongyang and Washington are overcoming distrust and problems together, and the US president promised to realize the endless economic potential of the DPRK.
Donald Trump and Kim Jong -un held negotiations, which in total lasted about 2.5 hours. “Great meetings and dinner in Vietnam with the leader of North Korea Kim Jong -un. A very good dialogue,” the American president wrote following the first day of the summit. “I look forward to continuing our discussions tomorrow.”
On Monday, February 25, at a meeting with the Governors of the States in the White House, Trump also stated that the upcoming meeting with the leader of the DPRK, in his opinion, would be amazing. He added that he was discussing with Kim Jong -un topics that no one had touched before. According to Trump, he and Kim Jong -un "understand each other well."
The first US summit in history - the DPRK was held on June 12, 2018 in Singapore . According to its results, Trump and Kim Jong -un signed a joint document in which Pyongyang assumed denuclearization obligations in exchange for security guarantees by Washington. From the second meeting of US leaders and the DPRK, they expect more specific agreements on the specific steps of the two countries to resolve the situation on the Korean peninsula.
The lack of a breakthrough in negotiations can lead to negative political consequences for Trump. He needs foreign policy successes, since soon it is planned to publish brief conclusions of the report of the special prosecutor Robert Muller based on the results of the investigation about possible connections between Trump’s election headquarters and Russia.
True, some analysts say that "enough for Kim Jong -un to pretend that he is disarmed, and Trump pretended to believe him."
On February 26, Reuters said that the Russian tanker Tantal violated the international trade sanctions imposed by the United States on the DPRK and transferred fuel to the North Korean ship at least four times from October 2017 to May 2018.
In June 2018, Trump signed a document for extending for another year of economic sanctions against Pyongyan, which were introduced by President George Bush Jr. and expanded by the Barack Obama administration in response to the Nuclear Weapons continuing in the DPRK.
On February 17, the UN Special Commission said that North Korea continues to secretly develop its missile and nuclear program. In particular, she continues to collect and test ballistic missiles, and also did not close the nuclear center in Yonben. The document emphasizes that the DPRK "uses civilian objects, in particular airports, to assemble and test ballistic missiles."
However, Donald Trump did not believe the reports of American intelligence on the presence of the DPRK missiles that are able to achieve the United States. He stated that he did not believe the DPRK's ability to strike in the United States with the help of ballistic missiles, as Russian President Vladimir Putin said that North Korea does not have them.
Employees of reconnaissance services at a briefing tried to prove the opposite to him, emphasizing that this did not correspond to the data of any of the exploration reports. However, the head of state replied: "I don't care, I believe Putin."
