In the upcoming spring, several new legislative norms come into force at once. Russian summer residents will be limited in construction in the areas, and farmers will be protected from harvesting, bus transportation will introduce a license, and mandatory labeling will be introduced for tobacco products, perfumes and cameras. In addition, new work standards will appear for housing and communal services, for real estate - new evaluation parameters. Moscow drivers will begin to be fined for a stop at waffle marking, and from March, the “Far Eastern Hecter” will be able to receive from abroad from March, while it will become easier to get citizenship.

From March 1, it will be easier to get through to emergency dispatch services. At least, new rules are aimed at this, obliging the dispatcher to answer the phone call within five minutes or call back for ten minutes. We should also respond to applications faster: all accidents related to heating, water and power supply should be localized within half an hour, and their consequences are eliminated within three days. For the elimination of blockages in pipes and garbage pipelines, public utilities are now withdrawn for two hours if the application is received during the day. In addition, at the entrance to the apartment, employees were obliged to wear shoe covers, are provided for by new standards and badges or stripes with the name of the employee and the name of the managing organization.

In addition, with the onset of spring, all tobacco products are subject to mandatory marking, this is done to combat fakes and increase market transparency. The rise in the price of cigarettes is not planned, because the excise tax was raised by 10% back in January. It got not only cigarettes, as an experiment, the Ministry of Industry and Trade begins to mark cameras, perfumes, some clothes, as well as tires and tires. The buyer will be able to check the data using a smartphone and a special application, later these goods will be assigned an individual code without fail.

Several changes will appear at once in the spring on Russian roads. The flagship in the struggle for the quality of movement will again be Moscow , where they will be fined drivers for violating waffle marking. Video recording will only take place if the car interferes with another transport for more than 5 seconds. In addition, the owners of the railway tracks will become easier, the cameras for fixing the violations will only be left at the crossings where the railway intersects from public road. But the bus carriers from March will have to receive a license, without which only buses of government agencies or not traveling to public roads will not be fined. For the rest, primary fines are provided, and the confiscation of buses with a second violation.

The “country amnesty”, operating in Russia since 2006, will cease to make life easier for the owners of suburban sites, despite the extension until 2020. From now on, in relation to residential premises that are only planned to be built, a simplified scheme will not work. Summer residents will have to submit a notification of the start of work to the local administration, and at the end of the construction, send a notice of completion of work and enter information about the house to the Unified State Register of Real Estate (USRN). For sites, the new norm left only two categories: garden and garden, the concept of "cottage" from the law disappeared. The cadastral value of real estate will now be calculated by multiplying the area of ​​the object by the specific indicator of the cadastral value.

But farmers and owners of peasant farms will have more tools to protect themselves in case of harvest or death of livestock. The list of dangerous phenomena for obtaining insurance will include heavy rain, the early appearance of snow cover, floods, the occurrence of an infectious disease of animals on the territory of insurance, for the elimination of which their slaughter is made.

Among other spring changes, the obligation of employers to transfer information about the experience of employees to the FIU, improving the minimum conditions in student dormitories, tightening the public procurement procedure, as well as the right for museums-residents to independently limit access to water bodies.

From the end of March, immigrants from abroad will be able to receive the Far Eastern Hecter. They will have to issue Russian citizenship and become participants in the state program for the voluntary resettlement of compatriots for permanent residence in Russia. At the same time, participants who have received a temporary residence or residence permit will be able to apply for citizenship in a simplified manner for migration accounting.
