HRC members were not allowed into Irkutsk colonies

Members of the Council for Human Rights under the President of Russia were not allowed into several correctional institutions in the Irkutsk region. They wanted to check the torture complaints.

Members of the HRC were not allowed into a number of institutions of the Federal Penitentiary Service, said council member Igor Kalyapin. He did not specify the colony numbers.

“Most of the institutions that we planned to visit, we did not manage to visit. We will deal with this when we return to Moscow, because, I believe, the visit was not approved by the Federal Penitentiary Service of Russia, and not by the Main Penitentiary Service for the Irkutsk Region. For some reason, we couldn’t get to the places where we had complaints from, ” quoted Kalyapin as saying. TASS

According to Kalyapin, the complaints are related to the use of torture against prisoners.

Pavel Glushchenko, a member of the Irkutsk Public Monitoring Commission , told Mediazona that they are talking about colonies No. 3 and No. 6.

“Yesterday, by midnight, we already talked with Igor Kalyapin about participating in a meeting with the Human Rights Council on issues of the penitentiary system,” human rights activist Svyatoslav Khromenkov wrote on Facebook on February 28. - According to the plan, the meeting was supposed to be at 10:00, and at the governor's at 14:00. Someone evil outplayed the plans on the contrary. Pavel Glushchenko and I arrived at the library, but it was empty in the morning. We think that, in addition to the fact that HROs were not allowed into many places of deprivation of liberty, where people were waiting for them with collective appeals, the authorities do not want a scandal and that we would report torture in the region.”

According to Khromenkov, members of the HRC were waiting for prisoners from various correctional institutions with complaints, but they never came to them.
