However, they noted at the military registration and enlistment office, Konovalov again ignores the law. Earlier, the press service of the head of Khakassia called reports that Konovalov was evading a call "pre-planned action and unfounded charge." And Konovalov himself called them “complete nonsense”.

And as for evading the draft, then, according to the law, if a citizen has not completed military service, without legal grounds, he does not have the right to occupy civil servants for ten years. But the posts of civil service are different from state debts;

Konovalov is just a civil servant, not an official, he is a governor, he has a state debt.

He is a state official. The significance of persons replacing state debts is individualized. And his authority may terminate, for example, the president - due to the loss of trust.

Then, clumsy refutations followed and now the military registration and enlistment office confirmed: since January 2014, Konovalov “was considered evading the events related to the military service”, and on December 1, 2014, after reaching 27 years, he was enrolled in the reserve.

Was it really a problem to find him if someone was looking for or even wanted?

There are enough State children who are puffing with health, but for unknown/incomprehensible reasons that did not serve in the army. However, in Russia, there has not yet been a tradition of asking why the lives of our sons are disposed of those who did not sniff and saved their sons from this too.

In 2008, we had the president at all, to whom no one during the election campaign was asked the question: why did he not serve in the army? Already before his inauguration he asked in the “new”: Medvedev-from our generation born in the second half of the 60s, and we all served-“demographic pit”, regardless of the presence or absence of a military department at the university. For some reason he is not. And he never received an answer. However, even though Lyu was not part of the individual “unconnected” universities, did not serve, with rare exceptions, and Medvedev classmates. Either they were accepted by them, or their bright personal future was already sinking then, and no one wanted to threaten him. Deputy Prosecutor, Deputy Prosecutor Great, Prominent bankers and top managers of the largest companies, the former head of the Supreme Arbitration Court of the Russian Federation, etc. (by the way, there is another head of the region). And - no one served. (Their generation, who served in the 80s, they especially attached to the pension reform: those who escaped the army will be able to receive early retirement after the production of 42 years of experience, but we do not-the army is not counted).

Personally, I do not think the army experience useful / necessary / obligatory at least state defenses, at least someone else-an empty, lost time, but they do not ask any of us-the Motherland requires it, of course, it is better. And the laws, presumably, are written in order to look back at them. However, this is the thing:

According to one laws, Konovalov-although he was in sight-for some reason did not show anything for the time being. And according to other laws, he was elected the governor, and no one asked his military ID.
