
On February 14, a gas cylinder exploded in a residential building in Krasnoyarsk and part of the building collapsed. Two people were killed, another 24 - they were left without housing. A week later, it turned out that the three -story building on Kandagarskaya 3 was built illegally. The court decided to demolish it back in 2016. But neither the city authorities nor the bailiffs fulfilled the court decision. Moreover, officials did not warn people that they buy apartments in a house, which in fact does not exist (the announcement of the sale hangs on the Internet so far).
How a ghost house arose
According to the preliminary version of the investigation, the house on Kandagarskaya appeared as a result of a fraudulent scheme. In July 2013, the developer Vladimir Tarasov, on the basis of a contract of sale, acquired 1/3 of the share in the ownership of the land, as well as the object of work in progress at the address: Krasnoyarsk, ul. Kandagarskaya, 3. The site was intended for the construction of a two -story single -apartment five -room brick of a residential building with a garage, a workshop and a basement. However, Tarasov erected at this place a three -story apartment building.

In February 2016, the Central District Court of Krasnoyarsk ordered Tarasov to demolish the unauthorized building. But the unauthorized developer did not fulfill the court decision. And in June 2017 he sold one of the rooms in the house, concluding a contract of sale with the buyer on the purchase of 1/30 of the share in the right of common shared ownership. In order not to certify the deal with the notary, Tarasov changed the date in the contract on December 28, 2015 (until 2016, such transactions could not be notarized). Then, according to a similar scheme, I sold the rest of the rooms, the area of which is from 16 to 20 square meters. meters. In parallel, he sued the mayor, who forced him to demolish the illegal house.
People live in a shelter and Rodney
Olga Burachek bought an apartment in this house for 890 thousand rubles a year and a half ago. She had no idea that the house was problematic.

“To buy this apartment, I sold my housing in Bratsk and moved to Krasnoyarsk,” says Olga . - I wanted to be closer to my daughter and grandson. There was only enough money for one. The announcement was found on the Internet, bought through realtors, who assured us that everything was in order with the house, no problems. The realtor was also engaged in all documents. We did not even have thoughts that something needs to be double-checked, that a catch is possible. When we stopped, there was only a contract of sale in his hands, the owner promised that he would make a residence permit in three months. But he put off everything and put it off, asked to wait. And I needed to transfer a pension from Bratsk to Krasnoyarsk, to receive veteransky and donor. I am an honorary donor. Without registration in no way. I had to register with my daughter, as Tarasov only fed us with promises. The last time he said that everything would be ready in February this year. And so.
Until the last, we did not even know that the house was demolished. My neighbor, who died under the rubble, lived in it for five years. We talked with her once after the New Year, and she admitted that she had long demanded that the owner return her money for the apartment, she knew that the house would be demolished. "And why did you come here only?" She told me then. The man, the culprit of the explosion, also died, did not pay for electricity for a long time. He was turned off the light. And he, to be safe, bought this cylinder with gas. Why the balloon pulled, I won’t know. On the evening of February 14, I just washed and was about to sleep. Suddenly the light was cut down. The neighbor went to the shield to turn it on, then I heard a cotton, and everything collapsed. We barely managed to jump out into the street.
Olga admits that she still has not received any help from the authorities. Although it remained in essence with nothing.
“They promised that they would give out some money, but they didn’t call the amount,” Olga says. - When - it is also incomprehensible. It’s good that I have a daughter, I left for her the same night. In the morning she returned to see what survived. I have preserved part of household appliances, furniture according to trifles. My neighbors and I threw ourselves and hired a car crane to pull it all out. How to live further, I don’t know, my daughter has a small apartment, I am 53 years old, I can’t accumulate another housing.

For rescuers who came to the scene of the explosion, it was the most difficult to determine how many people are in the house. Since its residents did not have any official documents. As a result, 18 people were saved from the rubble, one woman was found dead, a little the body of a man was found later. Another 6 residents were not at home that night.
Now, according to the information of the social protection department of Krasnoyarsk, 26 people are considered to be injured from the explosion, 2 of them were killed, 3 are not registered in the Krasnoyarsk Territory and cannot count on the aid of the authorities.
“21 people will receive up to 20,000 rubles in compensation,” Anastasia Volkova , spokeswoman for the Main Directorate of Social Protection of the Population of Krasnoyarsk. - Those who are registered in the region are 10,000 rubles, in Krasnoyarsk - 20,000 rubles. So far, only six families have passed the documents for material assistance. The rest still need to be restored.
Immediately after the explosion, most of the people were sheltered by relatives, there were nowhere to go to three residents, now they are in a social shelter. Krasnoyarsk residents collect help for fireplace, they need everything: from toothpaste to food.
The residents of the neighboring twin house at number 5, who was also built illegally, remained at the “broken trough”. The house has 26 rooms, some of which were sold, some are rented out. Literally immediately after the explosion, the light and all communications were turned off here.

Gas in the cylinders do not check
Why the gas cylinder exploded, the investigation has to be found out. Experts believe that in the Russian market of individual gas cylinders, problems that no one paid attention to.
“With the exception of the Magnitogorsk tragedy, the explosions of gas cylinders, as a rule, have no broad resonance,” says Roman Kazakov, chairman of the Coordinating Council of the People's Control in the Housing and Public Utilities. - Although about 300 such cylinders explode annually in Russia. In 2017, 130 people died from domestic gas explosions in our country. Due to its "insignificant" scale, this problem rarely reaches the federal level. Meanwhile, there is something to talk about. We often use obsolete cylinders, in which also pumps gas more than necessary - for consideration of savings. Nobody checks this. In the USA, for example, there is a technical solution to this problem. There they install special valves that protect the pressure when the critical level is reached. We do not have such a solution, officially everything is fine. The situation with pricing is also incomprehensible. In Russia, four large manufacturers of liquefied hydrocarbon fuel work. The cost of production does not exceed six thousand rubles per ton. The vacation price to the consumer is incomparably higher. The FAS does not respond to the situation of abuse of monopolists with a dominant position in the market. Problems in the industry only accumulate.
Who is to blame?
But the question remains why the illegal house has not been demolished for so long?
“This facility was never commissioned and did not receive any permits for operation,” explained the first deputy head of Krasnoyarsk Vladislav Loginov . - The court decision on his demolition really entered into force in 2016. But then the owner filed an appeal several times. The city administration filed oncoming claims. And only at the end of last year did the regional court put an end to this case: the decision to demolish is left unchanged.
The bailiffs had to demolish the building within a month. The bailiff service in the Krasnoyarsk Territory explained that during this time they only managed to send the necessary documents to the owner.
“The demolition order came to us on December 24, 2018,” says Andrei Kabirov , head of the press service of the UFSSP in the Krasnoyarsk Territory. - We sent the necessary documents to the owner, and also notified the administration of Krasnoyarsk, which, according to the new legislation, it can be demolished on its own. In practice, this is much faster - the city hall has all the necessary equipment for this. We need to first announce a tender. As a rule, the demolition procedure can take up to two years.
It is known that heating and sewage at the house were autonomous, but how it was connected to electric networks and water supply - it is not clear. According to the power engineers, it is quite possible that the owner connected illegally, that is, theft of electricity occurred, for which criminal liability is provided.
“These people also did not enter into a water supply agreement with us,” says Tatyana Lukina, head of the press service of Kraskoma. - Most likely, these were illegal inserts. This can be identified only with random checks.
Now the prosecutor of the Central District of the city sent a request to the Investigative Committee of the Territory to initiate a criminal case against the city authorities under Part 3 of Art. 293 of the Criminal Code of the Russian Federation ("negligence, which entailed by negligence of the death of two or more persons"). The owner of the house Vladimir Tarasov was arrested for two months. He is charged with a fraud committed on a large scale. On the fact of the gas explosion, as a result of which two people died, a criminal case has been instituted.
In addition, at least five more houses were found in Krasnoyarsk, which are listed as individual according to the documents, and in fact they are multi -apartment. The legality of their construction is checked.
And the ill -fated house on Kandarskaya, 3, 26 on February, the bulldozers were equalized with the ground. Former residents were never allowed to pick up personal belongings. EMERCOM employees carried out themselves what they considered necessary, and sent to the warehouse. They promised that people would be distributed later.
