"The most interesting will begin after the Universiade"

On March 2, the Universiade took place in Krasnoyarsk on March 2. These are the first winter universal student games that Russia accepts. More than three thousand young athletes from 59 countries, their coaches and fans will come to them. 250 thousand tickets have already been sold for the competition. 76 sets of medals in 11 sports will be played.

Preparations for the Universiade 2019 went on more than five years: Krasnoyarsk was declared the capital of games at the end of 2013. Then their budget was estimated at 40 billion rubles. But in the end, it took twice as much as 80 billion to prepare for the Universiade.

In the city to the games, 34 objects were built and reconstructed - sports, medical, infrastructure. All of them will become the so -called heritage of the Universiade, that is, they will remain the city and “fit” into its ordinary life.

But the Krasnoyarsk Universiade has another "heritage": tens of thousands of cut down trees, stupid, or even illegally demolished houses, "Potemkin villages" built in Krasnoyarsk on the eve of the games. And this legacy of the Universiade will also remain the city.

"This happens once in a life"

The 29th World Winter Universiade will open twice. The first time on March 2, it was opened for VIPs (including President Vladimir Putin), athletes and members of official delegations. The second discovery of the Universiade, March 3, is for everyone else.

- I recall my student years, participation in the Universiade - it seems that it was so recently. I remember how worried then, ”the president of the International Olympic Committee Thomas Bach said during the opening of the games in the video message to young participants in the Universiade. - For many of you, participation in games will be the first important step in a sports career. But it is even more important that the Universiade created a special atmosphere of openness, friendship and that its participants will take new impressions with them, and, most importantly, new acquaintances. Enjoy the Universiade!

But Krasnoyarsk began to celebrate the Universiade a few days before the official ceremony. On February 28, the Universiade Park was opened-with a business center, ethnic chamber, rink, fair, exhibition of snow and ice figures.

And on March 1, the city of the Universiade, which was carried through Krasnoyarsk, was held in the city on March 1.

“I submitted documents-and passed the selection to the torch bosses,” says Nadezhda Bolsunovskaya , head of the Public Movement “Right to Happiness” (it supports disabled children and works for the development of the inclusive environment). -For me, participation in the flight relay was another reason to remind me of the problems of people with disabilities, the need to support them, that the city creates an environment in which such people will feel free.

“I personally have only all the most positive with the Universiade,” says Krasnoyarka, Galina Muravyova, who came to look at the baton of fire. - I do not understand those who are always dissatisfied. In our city, a lot of things were built for the Universiade, what a beautiful illumination there, new squares appeared, more or less dealt with the roads. In general, Krasnoyarsk was transformed. And after all, this will all remain for us. Children and youth are interested in sports, students are interested in working as volunteers at the Universiade. Yes, even just two weeks of the holiday for the city - what could be bad here? Some continuous advantages.

Unparent games

But "continuous advantages" did not work. Two days before the opening of the Krasnoyarsk Universiade, the head of the Ministry of Internal Affairs of Russia , Vladimir Kolokoltsev, announced the initiation of criminal cases regarding the preparation for the games. According to him, we are talking about the theft of budget funds allocated "for the most important infrastructure projects and federal targeted programs." Crimes were identified after analyzing the work of auction commissions.

By what kind of episodes are affairs and whether they have specific defendants are still unknown. But even before the initiation of affairs, it was clear that something was going wrong.

For example, gross errors in the design documentation were found: so, in the section on the impact of the construction of the Universiade facilities on the environment, a passage appeared about the consequences of construction for noble deer, jackals and wild boars, which are supposedly found in the middle of Siberia, and for beech forests covering the Nikolaev hill. This "Lyap" remained unnoticed for more than two years, while members of the Public Council at the regional Ministry of Ecology did not finally achieve the documents to be shown. Later it turned out that this section was simply copied from the documentation of the Sochi Olympiad. Those who prepared this section received penalties in the service, reduced documents. True, with a delay for 2-3 years, when the work was already in full swing.

- That is, the documents are prepared "for deduction." We saw the second version of this section, already without noble deer, but there were a lot of distorted facts, errors, inconsistencies taken from the ceiling. This level of preparation of documents also indicates the quality of work as a whole. Obviously, a competent assessment of the impact of construction on the environment was not carried out at all. I hope that when the Universiade passes, the perpetrators will be punished, ” Natalia Podolyak, a member of the Public Council under the Ministry of Ecology, told the Siberia. Realii.

According to scientists and social activists, at least 116 thousand trees were demolished during the construction of the Universiade facilities. And although the townspeople promised to carry out the so -called compensation plantings, it is clear that in such volumes, trees cannot be restored in the foreseeable future.

But you can do easier. For example, insert felled Christmas trees into metal pipes, and get them into snowdrifts - here you have landscaping, landscaping, and compensation plantings. In mid -February, this is how “decorated” Krasnoyarsk - and this case made fun of and outraged the townspeople.

- We wrote a statement to the environmental prosecutor's office that felled Christmas trees are garbage, production waste, which is disposed of with such violations. And metal pipes stuck in the ground do not add cleanliness to the city. I don’t know whether they heard us or not, but, apparently, due to the fact that the situation received great publicity, the "landscapers" stopped. Now it is known that a certain philanthropist gave the city of 200 fir trees - they will be planted in the place of those dead Christmas trees, ”says Natalia Podolyak.

Against this background, no one was surprised by the story with geotextiles designed to imitate snow. White covering material was laid out on the territory of the Universiade village. The press service of the Siberian Federal District then said that, of course, they took into account the "aesthetic component", but the main thing was still concern for the trees planted in the fall: the snow, they say, this year came quickly, and if the frosts suddenly hit, the roots of young trees will freeze.

But after, of course, no one believed this statement that was massively built in the city of "Potemkin villages". Photo banners and overhead facades , which hastily closed the dilapidated houses (in some cases, the "decor" is more radical - continuous gray fences); Drowned to the city of the city of white snow - it is scattered on top of the Black Krasnoyarsk; Blessed fuel , which was distributed free of charge to the inhabitants of the private sector with the condition that they should be drowned strictly during the Universiade ... In such a context, even the most likely reasonable explanations cannot appear in such context.

- Dead Christmas trees in pipes and banners on the rolleries clearly demonstrated the entire depth of training of the city for the Universiade. But, most importantly, thanks to the Universiade, Krasnoyarsk received money, and many people earned well on the preparation and conduct of games, this is fine in their own way. What is in the future? Don't know. For me personally, the Universiade did not change anything. From my point of view, this is a one -time event, ”says artist Vladislav Gultyev . He has work related to the Universiade. The Sports Zone was created after the artist discovered high fences with barbed wire right in the middle of the forest. Another work of his work is paper round dance , which Gultyev noted the trees that go under the cutting before the games.

-I am striking that now, when information about criminal cases has appeared, local authorities assure me that there is some kind of petty fraud. They do not remember either the Nikolaev hill with thousands of demolished trees, or documents with wild boars and marals, or distortions with the demolition of houses in the zone of construction of a denouement in Volochaevskaya ... and there were many violations in other areas. But I still think that the most interesting is waiting for us after the Universiade, ”says Natalia Podolyak. - Honestly, it’s unpleasant for me to participate in all this. I am a physical education teacher and had to be on the flying relay yesterday. But she asked the leadership to free me from this. I personally are not happy with this event. But this is only an opinion - I am ready to understand those people for whom the Universiade is a holiday.

"Life is not divided into black and white"

Sports events of the Universiade began a little earlier than its official discovery - now there are the first results, the first winners. Thousands of spectators come to the competition, volunteers work at the facilities.

- My son is studying at the SFU, and, you know, we are both happy that the Universiade came to his student. He is also a volunteer and even participates in the opening ceremony of games - in the extras, of course. For him, this is a cool event. This happens once in a life. Ilya Averbukh puts the show for them, yesterday he and Alexei Yagudin communicated. And the performance of the guys will see the whole world, ”says a resident of Krasnoyarsk Irina Ivanova . - The son is already an adult - he perfectly sees all this hypocrisy, a show with smokeless fuel, imported snow, embellished with sheds. We are discussing it with him, laughing. But he sees the good that brought the Universiade to the city. And there are a lot of good things: starting with the fact that it was built and, so to speak, "adjusted" in the city, and ending that in Krasnoyarsk, as the youth speaks, the movement began due to the Universiade. Life is not divided into black and white. Probably, each phenomenon has two sides, and it is more important, which outweighs in the end - pros or cons.

And Nadezhda Bolsunovskaya believes that for Krasnoyarsk the main result of the Universiade will be that people thought about the future of the city.

- Thanks to the Universiade, for the first time we began to seriously think about how our city should be so that it was good for people to live in it. From different points of view: construction, improvement, environmental situation, an affordable environment for the disabled. Of course, to the "capital" level - and our mayor says that Krasnoyarsk should rise to him - we are still very far away. But we, it seems to me, learned to at least think about the future, and not live one day, as it was still.
