
The All -Russian Popular Front prepared a report in which he described the difficulties of reform on the treatment of solid municipal waste. The document was sent to Russian President Vladimir Putin, the press service of the ONF reports.
“We were convinced that in many regions really new modern chains of waste management are launched,” said the head of the ONF Executive Committee Mikhail Razvozhaev.
Nevertheless, experts indicated the shortcomings of informing the population, the lack of opportunities for separate garbage collection, sorting complexity, as well as the overflow of existing landfills for MSW.
“In units of the regions, containers for separate gathering appeared, but this does not mean that garbage is not sorted. Because it is sorted at waste recycling plants. We see that people did not explain this, ”he said, noting that people cannot sort garbage due to the lack of infrastructure and“ experience a feeling of disappointment in declared reform ”.
According to the ONF, in some regions, a double fee for handling MSW was levied from citizens, in a number of constituent entities of the Russian Federation, regional operators did not have a single employee in the state, in terms of regions, competitions in the choice of re -operators were “insufficiently competitive”. At the same time, representatives of the ONF itself have not yet published a report. He is promised to submit him at a press conference on March 4.
In the regions, inspections related to the new handling of solid municipal waste are also carried out. In particular, earlier in the Ural Federal District, it was announced that the prosecutor's office and the antimonopoly service would establish the validity of “garbage tariffs”.
“Our ultimate task is to make people getting the service to check the validity of the tariff and get a quality service. Of course, she is needed, she should have been yesterday. This is a matter of environmental recovery - not only the region, but of each specific person. Almost all reservoirs in the district are packed, emissions go to the atmosphere, garbage dumps ... We are engaged, I asked the prosecutors in December last year to check the validity of tariffs, the work is carried out with the central apparatus of the FAS, they, unfortunately, dragged out this story. But the work is painstaking, not easy. Meanwhile, the Government of the Russian Federation, the regional authorities and political forces offer different options to reduce the fees for handling MSW for the population and legal entities. At the end of February, the Russian Cabinet approved and submitted to the State Duma of the Russian Federation a bill on the abolition of VAT for regional operators for solid municipal waste management.
“Today we will consider changes to the Tax Code that will support operators engaged in these utilities. The regions will receive the right to introduce a benefit for them ... The document proposes to exempt such companies from paying VAT for the services that they provide. I hope this will help reduce the load, ” the press service of the Government of the Russian Federation quoted the head of the Cabinet of Ministers of the Russian Federation Dmitry Medvedev.
But experts are sure that this will not entail a significant decrease in tariffs, since the abolition of VAT is assumed only to the services that the re -operator provides independently, without attracting contractors. Therefore, the regions are looking for additional opportunities. In the Sverdlovsk region, local authorities consider the possibility of riding regional operators also from taxes that go to the budget of a constituent entity of the Russian Federation - to property and income.
“We support this initiative and work together with the regional authorities on this issue. Now the Ministry of Economics and Finance of the Sverdlovsk Region will have to study the documentation, work out options and provide calculations to the head of the region. It is too early to call some specific figures, ”said Grigory Vikharev, director of one of the three Sverdlovsk re-operators, an explorer specialobase.

Recall that from January 1 of this year, a reform on waste management has started in Russia. Now for the entire cycle - from the export to sorting, storing and disposal of garbage, the company specially selected on the competitive basis, regional operators are responsible. They work according to the same tariffs for their territories, established, in turn, by the regulatory structures of the subject. Earlier, the Ministry of Natural Resources stated that only 70 out of 85 constituent entities of the Russian Federation have joined the reform. The official delay was given to Moscow, St. Petersburg and Sevastopol.
