How independent deputies are persecuted in Moscow

Closed glasses of cars, acidified car seats, pork heads thrown under the door of the apartment with knives stuck inside - this is what the municipal deputies receive for their work. In September 2017, the team of Dmitry Gudkov held 267 independent deputies to the municipal meetings of Moscow. This campaign was recognized as one of the most successful for democratic forces in recent years. New deputies abandoned the role of statists in municipal meetings and set to solve the problems of residents. But it turned out that conscientious work in local governments is most often encouraged by beatings and criminal cases. According to the initiative group of deputies, which record the total number of threats and attacks, from the beginning of the work of the new convocation (that is, in two years) there were at least 15 cases of violence against deputies.

The surveyed “new” injured deputies reported that somewhere the investigation of the criminal case lasts a year, somewhere (and most often) they are not even going to open it.

“I came up in the morning to my car: it had windows knocked out, and the seats were wet from colorless liquid, inside there was still clothes, which was corroded with acid, the metal also burned,” the municipal deputy of Izmailova Nadezhda Zagordan recalls his last June 22 last year.

They refused to excite the case. For three months, Zagordan darted between the UK and the ATS: “The Cases of Deputies are generally engaged in the UK, because we have a special status. But the UK did not see the connection between my social activities and the damage to property.

Therefore, they opened me back to the police department, and they shook my hands in the police department - you are a deputy, you must engage in the UK. ”

At the same time, it was difficult not to catch the connection between the attack and deputy activity of Zagordan - the incident with the car occurred the day after, at a meeting with the head of the Izmailovo council, she voiced the results of her own investigation of the landscaping of Izmailovsky Prospekt, which cost 250 million rubles in total. Zagordan presented evidence of multiple overexposure of construction estimates.

The deputy was refused to initiate the case of damage to property until September - then she was thrown under the door of the apartment pork head in which knives were stuck, and on a piece of paper there was the number of her apartment.

The pigs left the same head at the apartment of the mother Zagordan. Here, the UK immediately started a criminal case, but the pigs had nothing to do with it, the case was opened about damage to property on an especially large scale (that is, on the occasion of the machine): “Acid is still not analyzed in composition. I still have no examination, SK says that all this is done for a long time, wait, but the case was opened in September. Soon all the deadlines will expire, ”says Zagordan.

In the same September, the windows of the car of the deputy of the printer Vitaly Threyukhin were defeated. Inside the car lay bricks and also the head of the pig. The third himself then suggested that the attack could have a “garbage track”:

All new illegal landfills regularly appear in the area, and the deputy actively fought against them and spoke about this at a meeting of the Council.

“Someone really does not want our landfills, garbage burial grounds, violations during the overhaul and improvement of the district,” wrote the deputy Sergei Vlasov on Facebook after the attack. The criminal case was not instituted due to the lack of corpus delicti.

Vlada Gorshkova, a municipal deputy of Krylatsky (a large mother, who alone raises three children), received dismissal from the children's city clinic for active deputy.

The woman worked as a paramedic, and, according to labor laws, she had no right to dismiss her at the initiative of the employer. But they fired.

Gorshkova, as a deputy, organized checks in his clinic, where, according to her, employees were forced to buy medical supplies and clothes. “One boss told me: you are a deputy, come on and study. There were numerous commissions that confirmed the shortcomings. We put a new head physician, who then announced that the work schedule was changing. Here was a schedule from eight in the morning, and now it will be from seven. But I have a kindergarten with seven, only I can drive children, there is no one else. In orally, I refused. Then they offered the work of the cleaning lady, I refused. And I was fired - for the refusal to work on new working conditions. ”

Gorshkova says that in the prosecutor’s office in a personal conversation she was confirmed that she was fired illegally, but in a court claim a woman was refused. Now she is without work, but is going to appeal.

“Former candidates for deputies attack our council of deputies right during the meetings,” says Alexander Pishchelnikov, municipal deputy of Yablonik from Troparevo-Nikulino. - They scream into a megaphone, throw coins, doused with water - this is already a familiar thing. But in October last year, at the entrance to the hall, one of the provocateurs, Roman Kulkov (went to the 2017 election polls) pushed me in the back, and then climbed into a fight, and I missed a blow to my head. I was brought to the hospital with a concussion, I was afraid of the retina of my eye - I have a strong myopia.

The ATS refused the initiation of the case "due to the lack of composition."

On February 26 last year, the head of the municipal district of Kurkino Ilya Svetikov was a completely attack on the territory of the underground parking of his house. When Svetikov got out of the car, three men in masks tumbled down a man to the ground and began to beat.

“To say that they“ tore my head ” - this will be an exaggeration, of course,” the deputy says. “But nevertheless, they inflicted very strong blows to the head.”

The hospital recorded a concussion. I was saved by the fact that I fell between the cars - there was no place for people who strike. One struck the head, the second - on the legs, and the third man was picking with the car. I think that I took off her bug. "

Svetikov has an assumption that the cause of a cruel attack was: the Council of Municipal Deputies Kurkin sent a request to the Department of Economic Policy and Development of Moscow, when he found evidence that the management company Estit Service significantly overestimates heating tariffs for most apartment buildings of Kurkin. In just a few years, the total amount of overpayments of residents amounted to more than 100 million rubles. “I can’t say whether the attackers are attacked with this company, I can only assume that, yes, threats associated with the names of people from this company sounded during the attack. Either the attack is connected with them, or someone wanted to substitute them. ” Svetikov recalls that

After what happened, people began to come to him who told how they also faced problems with the management company, someone received only verbal threats, they burned the car at night.

“According to my information, the District Investigation Department of the Ministry of Internal Affairs transferred all the materials in the UK back in the spring of 2018,” the deputy recalls. - But the first answer from the UK came only in December and only after the deputies wrote a request addressed to Bastrykin. The refusal to initiate the case was canceled, the materials were sent for additional verification. But today the criminal case is still not instituted.

Kirill Chirkin, a deputy from the Communist Party in the Lomonosovsky district, was attacked on the night of January 9 this year. They inflicted several blows on the head: in the back of the head with a blunt object. “I remember that when I collapsed in the snow, they told me something like:“ Put the momentum, deputy Chirkin. ” Ironically attacked precisely in the place where I sought to install additional lighting supports. The supports were installed, but the cable was not held. ”

Chirkin was engaged in investigations of the GBU "Housing" and overhaul issues.

The case on the fact of the attack and beating of the deputy was never instituted.

Relatively new tactics began to start criminal cases of municipal deputies. In relation to the head of Yakimanka Andrei Morev and a deputy of the municipal district, the Basmann Viktor Kotov undergoes a pre -investigation check under the article on the justification of terrorism. Kotov wrote an article, which was then published by the regional newspaper "Our Yakimanka" on July 30, 2018. In the article, Kotov talked about Sentsov’s case, about Moscow actions in support of the director and about pressure on the activists supporting him. Specifically, there is a complaint to Morev, as the chief editor of the newspaper, in the “abuse of powers” ​​- according to the position of the investigation, such topics in the district newspaper should not rise.

For a year, a criminal case has been drawn to the deputy from the Preobrazhensky district of Moscow Yuri Volnov. He is accused of slandering a deputy from United Russia Artem Kiselev. During a violent discussion, the waves called Kiselev a "criminal".

- A month later I was invited to a conversation with the investigator. There is a suspicion that this is his revenge for me that I did not vote for him as a chairman. It is unlikely that he was personally so touched by the volume of overhaul of a million rubles, the funds spent anywhere that I found recently.

The magistrate did not expect resonance too much from this case, but municipal deputies from a dozen districts of Moscow came to the court. The meeting was postponed, as soon as it managed to begin.

The Yabloko party issued a special statement in connection with the current situation of outright pressure against municipal deputies:

“There is no doubt that all these episodes are part of a single campaign in order to deprive the voice of the townspeople and force the deputies to vote on the direction from above. We believe that such actions not only discredit itself, but also demonstrates neglect of the opinion and interests of the townspeople, who in 2017 chose the deputies independent of the City Hall. ”
