
Patience is a village in the south of the Omsk region, in the Poltava district. Perhaps the most patient farmer of Siberia lives in it-72-year-old Petr Shumakov. He has been fighting for 20 years with the “bureaucratic octopus”, which almost destroyed his family, and believes that the best of his small homeland is ahead. But fellow villagers do not really agree with him. "Ambetz comes with our patience or kapets?" - they guess.

The most famous resident of Patience is 72-year-old farmer Petr Shumakov . 20 years ago, he was, according to him, he would be deceived by the state, and since then he has desperately fights with the "bureaucratic octopus." Schumakov sent more than 1700 appeals to deputies and officials. He wrote to Zyuganov, Zhirinovsky, Yarovo, Mizulina and Poklonskaya and many-many others, having received tens of kilograms of unsubscribes in response.
He sent the farmer the message to Putin himself. One of them is entitled as follows: "Power structures in the service of the criminal world." “My search for justice turned on to my persecution,” the letter says. “Instead of the search and punishment of criminals, power and bureaucratic structures declared war on me myself.”

It all started with the fact that in 1995, the scientist-agrona Schumakov founded the peasant farm in patience. Things quickly went uphill, and in 1997, officials from the regional Ministry of Agriculture proposed creating an insurance regional fund on the basis of the KX "Shumakov", which could further provide high -quality seeds of rural producers in the Irtysh.
“The idea was sensible,” the farmer recalls. - In the spring of 1998, we put the associations of peasant (farm) farms of 320 tons of elite seeds of wheat, which cost more than a million rubles at that time. In the fall of 1998, under the terms of the contract, I had to return 759 tons for further reproduction, but did not return. I did not receive the promised advance in the amount of 400 thousand rubles, although I have a letter from the regional financial department that it is due to me.
Complaints to law enforcement agencies and the prosecutor’s office did not give the result, and Schumakov went to the courts. In December 2004, the Arbitration Court of the Omsk Region decided to recover from the Association of Peasant (Farm) Farms of the Omsk Region (Acco) in favor of the plaintiff 324 thousand rubles of the main debt and 162.5 thousand in the form of percent, but this decision has not yet been fulfilled. Moreover, representatives of the account began to throw farmer oncoming lawsuits.
- The accusations were absurd! They pulled time in the hope that I could not stand it, I would get into a psychiatric hospital, and I would retreat. The system is designed for this. But they didn’t attack! - exclaims Shumakov. - I managed to recapture all their claims. Since 2010, the Association has been constantly making attempts to self -destruct. But every time I can prove through the court to prove that its liquidation is illegal, since the calculation with me has not been made. And every time I increase the amount of the claim for using cash.
Shumakov calculated that he visited more than 3.5 thousand court hearings (as a plaintiff and as a defendant). Today, taking into account interest, he should pay 950 thousand rubles. The farmer also insists on the return of 320 tons of elite seeds.
In the account account, according to Peter Shumakov, there is no funds.

- But the association is only a screen. Those who stood behind her should answer-ex-governor Leonid Polezhaev, by order of which the regional insurance fund of the Schumakova KX, and the former head of the Main Directorate of Agriculture and Food of the Omsk Region Administration, Viktor Belevkin, personally signed one of the agreements with me, ”explains Peter Shumakov. - I conducted my own investigation and found that large funds were allocated under the state program - millions of rubles. They never reached us. I bought the "elite" with my money. Question: Where did the budget funds go?
However, the prosecutor’s office, according to the farmer, although it recognizes the facts of theft of budget funds and elite seeds, the corpus delicti, however, does not find and does not initiate criminal cases. The bailiffs are also inactive.
- The courts, the bodies of the Ministry of Internal Affairs of the region recognized that my elite seeds were stolen by the leaders of the association, but the bailiff service does not comply with the decision of the courts under ridiculous prepositions. Then the bailiffs cannot find an association, although it is legally registered in the same building where the Ministry of Agriculture is located, they shrug: it, they say, do not have property, the farmer describes the situation. - My victories in the information and legal field did not pass without a trace for our family. They struck a response blow and lightning speed. Today I am winning the court - and tomorrow we are set fire to the field from four sides. And in the midst of winter, in December, we are sitting with young children for a week without warmth. What was not: the equipment was stolen, arrested property, poisoned livestock, attacked his son, pierced their heads, invented their debts and arrested accounts so that I could not take my grandson-a wheelchair user-for treatment, ”Schumakov recalls.

39 times, the farmer sent petitions for the personal reception of the now former governor of the Omsk region Leonid Polezhaev, but he did not accept him. With the new head of the region, Alexander Burkov, it was possible to meet during the visiting trip of that in Maryanovka in the summer of 2018.
- He made a very kind impression on me. But two days after that, pension money was withdrawn from my card - 12 thousand. They said that I owed the tax service, ”says Pyotr Shumakov. He is sure that his story clearly demonstrates how in reality the Russian government refers to the villagers:
- For a long time it was possible to settle everything. But in Russia, such a policy is to destroy the peasantry. They shout: we need to allocate more money to state assistance to farmers. Why? The bureaucratic octopus will not let them reach the addressees, find fraudulent schemes and steal everything along the road. Do not increase funding! Give the peasants the opportunity to sell their products, provide them with fuel at a preferential value. But the official is much more interesting to be friends with one large agricultural producer, even if he suffers losses than with dozens of small ones. And all because the "small" earn with their own hands and do not want to sponsor the power.
Pyotr Fedorovich calls himself a patriot of the hinterland, and patience to the village - his "place of power". They tried to take away the land from Shumakov, but they could not. This year, he wants to finally start sowing and reap not in the judicial field, but on the peasant.

“My son and I are going to sow all our 127 hectares,” the disgraced farmer shares plans. He has no doubt that the best times - both him and his small homeland - ahead: "Patience will still spread the wings, and we are with him!"
Ahead is a demographic catastrophe?
Those Patenevites, with whom they managed to communicate, do not follow the confrontation between Shumakov and the "octopus". They admit: they heard something out of the ear, but the fellow countryman did not delve into the essence of the problems. They also do not share the optimism of Peter Fedorovich about the prospects of his village, despite the fact that in patience there is the main thing - the road that connects it directly with Omsk. Twice a day, a bus walks along it: four hours of terrible shaking - and you are in the city. And here is a good FAP and water pipelines in houses that, by Russian standards, you can consider luxury. Especially for the village of seventy yards.

But now and then there are harvesters of fading: abandoned houses that are empty after the recent closing of the farm cowsheds, locked on the castle store. It’s good that the grocery stall remained. The school has long been from the "eight -year -old" turned into an initial one. About ten guys are studying in it today. The rest of the students are taken for ten kilometers to Novoilinovka.

Why their village was called patience, the locals can only guess
“Probably because we are patient,” the local resident Yuri Milher puts forward. “But our patience is running out.” Now everything begins to fall apart, and you don’t know what to do with the house, either to repair it, or to leave and leave. Little depends on us, more and more on the authorities. They know about all our problems, but for some reason they are inactive.

- How do they not understand: if the Russian village perishes, then the city will not survive? - his neighbor Nadezhda Taran is perplexed.
Elena Sharovarina , who settled in patience after marriage, counted 27 empty houses in the village. This year, she is sure, there will be a new wave of immigrants.
- I work as an inseminator. After the farm closed, we were employed in Novoilinovka. Now we are leaving in five to six in the morning, returning at nine in the evening. My husband and I have dinner, my children, we have two of them, and go to bed, ”says Elena. -Neither time nor strength for something else remains. And in the summer, garden and economy will be added. I don't know how we can handle it.

Elena’s salary, according to her, is worthy - 11 thousand a month. But not so worthy that she could think, for example, about the vacation with her family at sea.
“I don’t even dream about that.” It is unrealistic, ”she admits. - They say that some live in Russia, others suffer. And we are all together: we live here and tolerate, ”Elena smiles sadly.

Anatoly Gusak , despite the 15-degree frost, moves around the village by bicycle. This is his only vehicle:
“So faster,” he laughs. For many years, Anatoly Skotnik has been working, now - for 9-10 thousand rubles a month. His greatest desire is to reach retirement. - In April, I was sixty, I had to go out, but hit. They added two years, ”says Gusak. - Give my thanks to Putin and Medvedev there. They made it very smartly: when the World Cup began, they lowered the reform on a quiet. The mind cannot understand Russia, that's for sure. Although Putin says that life expectancy has increased, and people both Merli and Drash. Let the president pass along the outback, see how we survive. Nobody needs agriculture, and not only in the Omsk region. What is the prospect of the village? The cemetery is our prospect.

The couple Antonin and Anatoly Makht live in a beautifully finished house.
- I would know that everything would begin to crumble so quickly here, would not invest in repairs. It would be better to bought an apartment in the district center, ”complains Antonina, who works as a technician at school. According to her, with the closure of the farm, the mood of the village was completely deteriorated.

The village say that only this year up to ten families can leave patience, throwing everything that they made. For a village of this size, this is almost a disaster.
"For starters, at least more often to change the government and the president"
But the peasant Nikolai Petikov does not intend to give up yet. Fifteen years ago, he worked at the state farm and earned 28 thousand a month. Now, he says, the work of the villagers is not an example cheaper:
- In suffering, men receive 12-15 thousand from strength. They leave with dawn and for up to 10-12 hours of the night plow like hard labor. I did not want and quit. I work for myself. I do not want to leave - here both grandfathers and my great -grandfathers lived. I don’t want to wander around the shifts either.

Nikolai Petikov describes the simple arithmetic of peasant survival:
- You give milk to private traders 12-13 rubles per liter, and if you need to buy, then you are already paying 50 rubles. The difference settles in the pockets of the resellers. With meat - the same thing. To feed the pig, you need to buy a ton of grain. This is about seven thousand. Then you take care of her for eight to nine months. And you sell for ten thousand rubles. Your income is three thousand rubles. No benefit, only nerves. For 200 kilometers to the city, it is unprofitable for me to carry products. Only for gasoline about one and a half thousand should be paid, and also for renting a place ... They tried to cooperate with other residents - and it still turns out that the sheepskin is not worth the dressing, ”says Petikov. - But we do not complain much. I'm not a parasite. I keep my family - and my wife and I have three children. And where to go? Everywhere is good where we are not.
Petikov mentions Olgino, another village of Poltava district, in which businessmen from Omsk invested, opening nearby the production of solid varieties of cheeses.
- We specifically compared the salary of scotniks with them and in patience. Our works for a month and receives 12-16 thousand rubles, and sometimes less. Their cattle comes out in shifts. For 15 working days a month, its salary is 28–33 thousand. The village is forty kilometers from us. The work is the same, the salaries are different. I don't understand why so.

A resident of patience Viktor Kamenetsky works as a worker at the school, his wife is an employee of the kindergarten. If the Kamenetsky would not hold cows and pigs, they, according to them, would not have enough money even for clothes, not to mention household appliances or repair. But Viktor Kamenetsky is not ready to plunge into farm work with his head:
- Do you know such a joke? "If you have money and you want to go broke, put it in leaps. If you want to go bankrupt even more, get out your mistress. And if you want to go apart, go about agriculture."

Victor admits that he would love to move not only from patience, but also from the country:
- People here are needed only so that the oligarchs can be enriched. I stopped watching the Internet: I can’t, I am upset. We help Syria at the state level, and for the treatment of children we have to collect with the world along the thread. The Chinese populate everything, openly saying: "Siberia is ours." No patience is enough for all this.
- And what to do?
- The fish rots from the head, so all questions need to be addressed to the top. It was they who created a system in which you can steal in the field with impunity. And if you want to reform it, you must first at least more often change the government and the president.
