
A draft resolution appeared on the website of the Ministry of Internal Affairs of Russia, which may be supplemented by the “Law on Responsible Management of Animals” that entered into force in December 2018.
He prohibits:
arrange battles between animals,
keep wild animals at home,
walk dogs of dangerous breeds without a muzzle and leash,
walk dogs in places not intended for this,
feed predators with other animals in public space,
throw animals,
open contact zoos in shopping centers,
And also keep animals in bars, cafes and restaurants.
The law obliges animals as creatures experiencing emotions and physical suffering, to ensure proper care and veterinary control of animals, as well as prevent the appearance of undesirable offspring.
Thought behind the law is quite sound. But the list of those very “dangerous breeds for humans” caused a huge resonance among dog owners.

For several days now, the Kinological Community has been trying to determine the authors of the list and submit collective complaints to the State Duma, the reception of the president, the Ministry of Internal Affairs and the Russian government. Calls to the execution of complaints about the draft resolution on social networks are distributed by breeders and owners of purebred dogs, dog handlers.
The explanatory note to the list of hazardous rocks indicates that it is compiled on the basis of proposals of various authorities and the Russian Cinarological Federation. There were allegedly breeds with genetically determined “qualities of aggression and strength”, as well as breeds used for bullying, and native rocks, in which selection for loyalty to a person was not carried out, in connection with which the features of their behavior remain not fully studied from the cynological science, as well as hybrids and metizes of these dog breeds.
Only with a detailed examination of the list of these breeds, doubts crept in not only the genetic conditionality of aggression, but also in the adequacy of the compilers. Separate points, for example, are allocated by the Korel and Karelian bear of the dog. Which one is more dangerous, is not specified.
Near the list are Greek and Greetsk Shepherds. Probably the first eats people, and the second - nuts.
There are even more illiterate paradoxes. For example, Bandog and Kangaroo Dog, which are a generalized name for any mestizos intended in the first case for protective work, in the second - for hunting for a kangaroo. Accordingly, they cannot be varieties of purebred dogs.
For some reason, Volkosobs and Wolf-Sluttic hybrids are also allocated for some reason in two separate points in the list of aggressive dog breeds. Although they do not even relate to the biological species of dogs, since they are quite obviously a hybrid of two species of animals - a wolf and a dog.
Even in the list there are extinct, non -existent and extremely rare breeds, half of which are not in the Russian Federation, and some in Google.
The best example of "not fully studied from the dogological science" I propose to believe: "Superdoga and his mestizo with Micong." The editors made an illustration of this miracle at its own peril and risk.
The list remains the subject of ridicule and bewilderment of the cynological community. Discriminated breeds and ordinary owners are indignant in social networks. If it is adopted by the Government of the Russian Federation without improvements, then in the company to fictitious and extinct breeds that are unlikely to object to the muzzle, there will also be Sharpees, commanders and breeds of dog-companions. Genetically not located to "strength and aggression."

In a country with a completely absent infrastructure for comfortable dog ownership, an insufficient level of informing of the population, which has repeatedly led to tragic incidents of murder of dogs with aggressive inhabitants, an unresolved problem with dog-chanters that scatter poison in places of home dog walking and playgrounds,
This bill can become not just a mockery, but also a dangerous indulgence for the non-consumer dog.
The law of conscientious owners of dogs of the Ministry of Internal Affairs has not yet proposed the law of conscientious owners of them.
