Activists detained before the start of the action against the isolation of the Internet were issued protocols under the article on violation of the rules for holding public events.

One of the leaders of the Libertarian Party, Mikhail Svetov, posted on his Twitter a copy of the protocol drawn up for one of the detainees. It follows from the text that the police considered the movement of a group of people with balloons from the metro to the venue of the rally to be a separate - inconsistent - demonstration, and the balloons were considered means of visual agitation.
