Militarization of Russian life on the march. Unarmia comes to the orphanage

Anna Kuznetsova, the Commissioner for the Rights of the Child, launched a vertical to all regional Ombudsmen to sign agreements with the headquarters of the Unarmia. In the children and youthful military-patriotic movement, according to his site, already 348,268 children. By May 9, they want to reach half a million, and a year later, to the 75th anniversary of Victory, one million. The detachments are not yet in all schools, and in all, I think, there will still be no (but there is, for example, in schools at embassies in Belarus and the USA), but the orphanage seems to be covered by everything. If schoolchildren have parents who may prevent the militarization of childhood (to join the Unarmia, they need their consent), then there is no one to intercede for the orphanages - they are inscribed in the state system by definition.

The Commissioner for the Rights of the Child in the regions is ordered to report on the relevant departments determined by the authorities of the constituent entities of the Russian Federation for the implementation of the project in the orphanages "Unarmia. Mentoring ”, and about interdepartmental working groups (created for the same). Family reporting on execution, the system of criteria is attached. With quantitative, it is clear - the number of events, the number of orarmias accepted into the "Unarmi" from 7 to 18 years old, but it is also recommended to "take into account the qualitative characteristics of efficiency." And here everything is blurred, the regional authorized person is ordered to determine how to take into account the “dynamics of the development of the personality of the project participants”, “Improving the level of social success”, etc.

The militarized reform of orphanages has two founders - the Yunarmia itself and the President of the President for the Rights of the Child. The target group is called orphanages 7-17 years old and adolescents with deviant behavior.

Kuznetsova tries: the charter of the Unarmia stipulates that its participants can become 8 years old. We are waiting for the Ombudsman to cover the attention of kindergartens.

The project pilot in 8 regions (30 orphanages) was completed last year, at the same time Kuznetsova notified the start of the main stage - everywhere.

Ombudsman and Unarmia argue: there are more than 1.6 thousand orphanages in the country, they have 50 thousand pupils and only 10 % more or less safely arrange life. In the rest, 90 % develops like this: 10 % end with suicide, 40 % are drawn into crime, 40 % become alcoholics and drug addicts. I don’t know how correct such a division (in which group should the Hero Criminals?), But “Unarmia” refers to the figures of the Prosecutor General’s Office, and in general they are similar to the truth: nine out of ten are rolled out in the near future.

But is the medicine chosen? Is it no worse than the disease? Why is the world experience in the struggle for the well -being of orphans again? Will the militarization correct the system of orphanages that reproduce this nightmare? Now there are many NPOs with her with mentoring programs, the effectiveness of which is confirmed by serious research - so why is world experience to contrast again domestic “development” with non -obvious exhaust in the results? Are we really talking about the interests of orphans?

We look at the documents. In the uniform agreement proposed for signature by regional Ombudsmans - exclusively general and purely correct words. All this state previously promised to do for the orphanages, and what has the "Unarmi"? Yeah, then patriotism went through a hyphen with a war, and this should somehow be educated, they have it called: "Military-patriotic education." It should help children "in the search for life guidelines." The parties undertake to "exchange the resources available at the disposal."

"Unarmia" will also attract "children with disabilities." Such children, as just children, are different, I do not presume to judge what they need-disassembling the assembly of AK or medicines, strollers, attention of doctors, but it would be better for the country to first provide the disabled people with their primary needs, and then try to use them. By the way, the very fact of the needs of the military in unhealthy children can surprise only someone who is not familiar with reality. These were called into the army both in the demographic hole of the 80s (“children of children of war”), and now. For example, now in the missile troops, a graduate of the Krasnoyarsk orphanage A.F. is served - he has a mild degree of UO (the diagnosis was made 6 years before the call), in elementary school he was heavily ill with meningitis (well, then in general the epidemic in Krasnoyarsk passed, what - not to call anyone?).

When I served (1985–1987), in my division there was a guy from Chelyabinsk with urinary incontinence. They called, like everyone, after the first course of the institute, spitting on the diagnosis (you can’t even imagine how he, the poor, had to). Ulcers. Schisophrenic service was served. How he did not shoot everyone around, I still do not understand. He was kind: he wrapped his arms around his head disproportionately, swayed from side to side and wailed that it was tormented by us, they were being built and forced to march. He was nevertheless commanded when he completely moved out.

But in that country, it was not customary to object to the theses of the unity of the people, the army, the army, and, in general, there really was a community called “Soviet people”, and all our troubles and hardships were explained if desired. Who is now interesting, and with the involvement of which techniques will explain to orphans with disabilities, how is it honorable - to die on the battlefield for coal Melnichenko, Nickel Potanin, Gas Timchenko and mineral fertilizers with other assets of the Rotenberg brothers? What is now to put words about the homeland and people, justice and brotherhood - on closed rural schools, cut down forests, departed pensions, on collapsed plaster and rotting walls of hospitals? In addition to the void in molds - what else is ours?

In January 2015, the SLI Valery Permyakov, called from Chita with a diagnosis of oligophrenia, deserted from the Russian 102nd military base to Gyumri and, asking local water, was frightened that he would be given out: he had shot six people and inflicted heavy wounds to the baby, he also died a few days later.

He pulled a soldier’s strap with a man who grew up without a mother, and therefore I personally have no doubt about the veracity of the bike, that the outcome of the battle is decided - and they did the whole war - two percent of the soldiers who are psychopaths.

Those who had mental problems before calling, those who sit in prisons in a civilian. So the interest of the Ministry of Defense in the orphanages is understandable. Only the wars of such battles are no longer expected. And in the hybrid wars, as well as in the non -incoming units, these soldiers are the same problem for everyone as in peaceful life. Based on the interests of the country (if, of course, she is not going to start the war for destruction), and they would not need the army at all.

Or are they mobilized for war within the country? Almost all the activity of the state, its struggle against rallies, the Internet, even hostels (in order to reduce the mobility of the young) are being closed under this.

... The project plan proposed to the orphanages is impressive. In my pioneering childhood there were buildings and songs (two or three times at school), the guard at the eternal fire, “Zarnitsa” (two times in pioneering)-and all this is in childhood and early adolescence, then in high school the non-serious lessons of the NVP. All this was remembered by sparkling fun and the absence of an anguish and pathos (and in the army itself, the political security was a formality, they didn’t particularly cord the brain). Games in the fresh air.

And here, besides Zarnitsa, also “Victory”, “Eaglet”, “Star”, “Unarmean”, “Sea Zarnitsa”, “Siberian Shield”. These are military sports games and competitions. And also "Field training military-tactical events (games)" Dawn "at the landfills of the Ministry of Defense. “Heroes Race” are also at the training grounds, but, apparently, others. Assembly-disassembly of weapons, martial arts, visit to/h. More military-field fees, expedition camps, unarmeal camp shifts with competitive selection at Artek, Orlenka, Ocean and Shift, basic stationary specialized Unarmean camps. Another festival of children's essays “Letter to the Soldier”, the competition of children's drawing “Unarmia” walks around the country ”, the TRP complex,“ Learn to Remember ”,“ The Road to the Obelisk ”,“ In the Homeland of the Hero ”,“ The Day of Memory ”,“ Watch of Memory ”,“ Georgievskaya Ribbon ”, Heroes of the Fatherland, Historical Quests from“ Volunteers of Victory ”, and also For some reason, the contest "Health of the planet in my hands." Probably, this is a healthy irony, here participation in KVN is also recorded.

Games and fun with the budget of the bureaucracy and the patriotic community close to it: “Good results are brought to participating in the project of regional centers of military-patriotic education, as well as military-patriotic NPOs, for example, ANO“ Vityaz ”, Russian officers, the Palatic Club, Combat Brotherhood, Cossack Unions, etc.”. It is clear that all these are financial flows: for events, apparatus, shape, berets, attributes, etc. But it is not interesting about the money, everything is clear here, now, probably, no less important - our children.

This is not a scrap and not embarrassing the system, but its consistent development. All these initiatives, projects coincide with the general speeches about "the need to accumulate a mobilization human resource." Moloch can not be without children. On March 2, the head of the General Staff Valery Gerasimov made a program report, indicating the change of accents from hybrid actions to the good old tank divisions: “We must all our might ensure technical, technological, organizational superiority over any potential enemy.” After 4 days, the head of the main organizational and mobilization department of the General Staff, Yevgeny Burdinsky, stated in the Red Star: “Given the need for the accumulation of military-study mobilization human resource, as well as based on the financial and economic capabilities of the state, neither in the nearest nor in the long term is inappropriate to call citizens for military service.”

In brackets, let me remind you: by 2010, Vladimir Putin promised a refusal to call for a professional army at the beginning of his first presidency. It did not come true.

Apparently, over time, the priorities have changed. We are in the ring of enemies. But on 10.24.2017 the president is again about the same: “We are gradually leaving the service at all. Unfortunately, we do this at a slower pace than planned, in connection with budget restrictions, but we still do and will continue to do further. ”

Meanwhile, as we see, the military has their own considerations in this regard.

Schools receive instructions on how to work in wartime. The President claims that all large enterprises, regardless of ownership forms, should be prepared for transferring to military rails. Before the chants in the Isaac's Cathedral, she also sang a shkolota on the Mamaev Kurgan: "... this world would be on this earth, but if the chief commander would call for the last battle, Uncle Vova, we are with you." The children promised to return Alaska, break samurai, etc.

Under Stalin, in a warring country, they were around the Suvorov schools. Now both of them and the cadet corps are not enough, it is necessary to cover all childhood and youth. It seems that the “Unarmia” made sense if the call was canceled, and under the threat of criminal prosecution, young people still do not go anywhere - but this inconsistency is imaginary. Firstly, the political officers need to do something. Secondly, the growing mobilization spirit is designed to obscure the real problems of the country. Thirdly, these are measures to total control of the young people.

Everything would be nothing, and “political pedophilia” is, as you know, purely to Navalny, but now the most unrequited and entirely dependent groups of the population are attracted to military actionism.

Are orphans, leaders of orphanages, experts working in this system, where everyone on the budget and iron discipline will be able to play?

However, not everyone is burning to broadcast in the regions the Supreme venture with the “accumulation of mobilization human resource”-as you know, I did not fly from the Kuznetsova table, someone provided them to me.

There are reviews of the guys themselves, the youth itself, including the orphanages, about their experience in the "Unarmium" - negative. But, of course, if you wish, you can gain enthusiastic ones. This is not the main thing.

The main thing is that children are freed from a painful search for themselves in life. Listen to what Viktor Astafyev told me, finishing the story “The Merry Soldier” (December 1997, Krasnoyarsk, Akademgorodok):

And at the front it already began: not only the pockets of the dead were seized, but also pulled their teeth, chopped off their fingers with shovels. The funeral teams were especially rampant. Often forced to take off corpses. And I turned the dead man once. Kirsov’s boots were small for me, my legs were frozen, and I pulled new shoes from the lieutenant ...

Will we want this for children - “Liberation from all care of ourselves and from thoughts of spiritual order”? It is clear that the state is purple. It is even better and easier for him when young people walk. But we? Those who, in fact, live here?

The mothers of the sons, who came to discuss Ladyzhenko’s delight, correctly guessed that neither he, nor as meaningful clerks, who supported him, naturally did not serve in the army. Yes, and their sons will not - how to drink. Sofa troops. And I was swayed - in a fascinated look at the pictures of the ADL500 camps filled with an official, according to which the camps near Krasnoyarsk were “designed”: on them - the same two -tier beds, seasoned with the same blue stripes of blankets.

These very blankets five minutes before the passage of the Beijing -Moscow train, we hung all the windows in the barracks (military unit 68991). The train took place before the end, in the winter at that time the light was burning in the barracks. The glasses were always fogged, puddles stood on narrow windowsills. We slept under the blankets already wet, heavy and smelly. And there was also a schedule, when American spiena satellites hung over us: then the equipment-the complexes “Cub” and “Buk”, which we rubbed with water mixed with diesel fuel-rolled into boxes.

Back in 1987, these schedules disappeared sharply, hiding from both Americans and the Chinese. In the 90s, they disbanded, all wooden buildings-a club, Chekok, toilets, pigsty-burned. The same spiena satellites record this with their excellent optics. The barracks built by the Japanese prisoners of war and concrete structures of the 70s-boxes, checkpoints, canteen, officer hostel, headquarters, infirmary-are still standing, but the forest is growing through them.

Now he will be cut down, probably. And everything is new. The blankets were already useful, it seems that I even saw those loops on them - under the nails in the window frames.

If you seriously perceive the speeches of the military threats of Russia, one cannot but notice that the world around us is betting not on tanks, but to the war by machine intelligence - drones, robots.

Judging by the statements from the General Staff, the tactics will be the same. Only corpses will now have to fill up the drones. Yes, it will not be quite clever. But where ours did not disappear.

По замыслу, движение призвано объединить свыше 5 тыс. организаций допризывной подготовки. Вступить в «Юнармию» может любой школьник, военно-патриотическая организация, клуб, поисковый отряд. Предлагается уставная форма, на сайте 56 наименований — от красных беретов и меховых ушанок до носков и берцев. Базируются юнармейцы на объектах ДОСААФ, ЦСКА, в парке «Патриот» в Кубинке реконструируют войны прошлого. But this is not enough. Если кому непонятно, какую власть заказчик ракет имеет над детьми тех, кто кует ракетный меч, то вот, например, как это происходит в Красноярске. Есть «Красмаш», где делают МБР для подлодок «Синева» и «Лайнер» и разворачивают производство МБР «Сармат».

Денис Побилат, начальник краевого штаба «Юнармии»: «На днях подписали соглашение с «Красмашем». Как оказалось, у заводчан очень много детей, которые хотят встать под знамена «Юнармии». Вот и будем договариваться, чтобы на базе предприятия открыли юнармейское представительство. Плюс руководство «Красмаша» берет на себя расходы по организации: пошив формы, атрибутика. Надеемся, что к такой инициативе подключатся и другие промышленные гиганты: «Норникель», «Русал», «Роснефть», «Газпром».

— Теперь уже и сирот защитить особо некому, раз их в отряды загоняют уполномоченные по правам ребенка, которые, вообще-то, должны заниматься другими вопросами. Поэтому не могу промолчать, как выпускник советского детдома и многодетный отец. «Юнармия» в детских домах — это явный перебор. Мы это проходили, когда в детские дома в СССР приезжали толпами комсомольцы и «бамовцы». Ничего толкового не вышло, ибо мы были не нужны им, а они нам. Однодневные люди, коих сейчас много, посещают детдома в виде добровольцев. Они не знают, что делать с травмированными детьми. А те, выходя, не знают, как жить.

Триста тысяч сирот не имеют собственного жилья, и об этом мало кто говорит, проще в форму их загнать.

Сироты — все понимающие, но только строем ходить и умеют, с ними проще, и вон их сколько — целые тыщи. И бесправные они, Конституция РФ и Конвенция о правах ребенка ООН не про них. Им что дадут, то они съедят и наденут, они же казенные. Странно: казалось бы, Кузнецова должна заниматься правами детей, а она, наоборот, их ущемляет, причем очень странным способом — через своих же подчиненных защитников детей в регионах. А многие из них не согласны с ней.

Я против такого навязывания сиротам людей в военной форме. Я служил на атомной подводной лодке и не очень понимаю, зачем это было надо мне. И зачем нынешним сиротам, мне тоже непонятно. Гнать их в ура-патриотизм с их травмами просто неэтично. С ними надо работать «армии» психологов и иных специалистов. Но раз они вне семьи, значит, с ними можно делать что угодно. Тем более директора детдомов отдадут под козырек, они же тоже в рамках соподчиненности. Весьма странная отчетность, как будто считают скот — прибыль и убыль. Но они же дети, раненые дети. Они же защищены вроде государством и законами, а вроде и нет… Значит, им нужно выдать военную форму, пусть себя сами защищают. Так проще всем.

— Затея непрофессиональная и аморальная. Наставничество — регулярный человеческий контакт, основанный на доверии конкретного ребенка конкретному взрослому. Именно этого не хватает детдомовцам для маломальской социализации, тогда как бессмысленными коллективными делами они более чем сыты. И, главное, чему их хотят наставлять? На миллионный Красноярск есть лишь одна бесплатная мастерская, где подростки со всего города осваивают столярные и слесарные навыки (спасибо НКО «Твори-гора»). Нет госбюджета на тьюторов для особых детей в школах и садиках. Закрыли вечерние школы, где выпускники детдомов могли закончить 9 классов после «коррекционки». Про жилье для сирот помолчу. Зато на разную военщину деньги у государства есть всегда.
