The construction of the garbage training ground on the border of the Arkhangelsk region and the Komi Republic began at the end of July 2018. According to the presentation, which the representatives of the builder of the Technopark LLC showed residents of the Arkhangelsk region in October 2018, the training ground will take 300 hectares, to which 10.5 million tons of garbage will be brought for 20 years. Since August 2018, protest moods have been strengthened in the Arkhangelsk region and the Komi Republic. Numerous rallies and pickets are organized against the opening of a landfill in the north. It is also important to note that the garbage training ground in Shies is built without design documentation, state environmental examination and public hearings.
On the night of March 14-5, near the ShiES station of the Arkhangelsk region, a conflict occurred between workers and opponents of the landfill under construction for Moscow garbage. Two people were injured, who became the first victims in the confrontation, which has been going on for eight months. All this time, the situation around the construction site was heating up, and in the end exploded. One of the main reasons was financial losses of contractors due to downtime.
And yet, despite the resistance of the activists, the excavator Alexei Kozlov managed to demolish the carriage. The warnings that a person is inside, he either did not hear or ignore. So the first victim appeared - Vladimir Kogut, who was pressed by the bucket against the wall of the carriage
Since February 22, the village of Shies has been surrounded by four checkpoints, on which, replacing each other, activists are on duty around the clock. Two checkpoints are located directly near the landfill, two more - next to the village of Madmas, closest to the construction site. For duty, people drive from different settlements of the Arkhangelsk region and the neighboring Republic of Komi. The main task is to block the road with fuel trucks, taking fuel to a construction site. In addition to the railway, two half-abandoned primers lead to Shies, which you can’t call with roads. Enterprises that they used to have on the balance sheet no longer exist, now only hunters and mushroom pickers use them. It is difficult to ride these roads in the summer, and the GAZ-66 will pass in the Rasputitsa. The abandoned road sections are most suitable for driving in winter. The main thing here is not to forget to clean them.
Fuel, sand and gravel supplies are engaged in entrepreneurs Boris Sidorov and Sergey Baydin from Urdoma, as well as Artyom Vasiliev from the city of Mikun in Komi. In the result of the environmental blockade, the Vasiliev technique was locked, and every day of downtime brought him significant losses. Another problem is the fast arrival of spring. The risk on the border of the Komi and the Arkhangelsk region can begin in the next two weeks, and the roads leading to Shies will become unprofitable for driving. But even if it turns out to get to them to the normal route, then there may be problems with the ice crossing across the River Dischadda between the villages of Madmas and the crossing in Komi-it is about to close it for heavy trucks, and then you will have to wait for navigation. After that, it will be possible to transport one and a half dozen large trucks across the river only by ferry, but it is long and expensive.
A few days before the conflict, one of the landfill builders called the police, complaining that the activist trailer is burning out the roadway. The police arrived, but could not do anything - the trailer stood on a draw. Closer to mid -March, a cooling came, and Vasiliev had the last chance to take out his equipment from the landfill under construction.
The column appeared near the fire of activists carrying watch, March 14 at about 23 hours. An excavator moved in front of the truck string. Activists tried to block his way, but the excavator did not stop and continued to go directly to people. Anastasia Obodina from Arkhangelsk, who was on duty that day, tells that people had to dodge the bucket. According to activists, the drivers were drunk.

A local resident Natalya Chelpanova phoned the duty part of the police station in the village of Aikino in Komi at 23 hours 18 minutes. "The woman asked the police to come and also call an ambulance. Soon people from Madmas and the village of Urdom soon began to arrive in Shies, more than 70 people gathered. They were able to hold almost all of the equipment next to the landfill, only two heavy loads managed to break through. As a result, the excavator Kozlov had to stop making the road for trucks, then his excavator was completely absorbed. Kozlov became the second victim in this story.

Activists claim that Kozlov broke his face when he slipped and fell, crawling out of the excavator. The police arrived only at three in the morning. Later, one ambulance took him to the hospital of Urdoma, and the second - Vladimir Kogut to the hospital of the village of Zashart in Komi. The latter on the same day abandoned the hospitalization.
The next day, comments from different people with the same text that opponents of the construction of the training ground beat Alexei Kozlov and broke his spine began to appear under the messages in social networks. “Excavator in intensive care! Activists were drunk and rushed to the equipment, ”the text said. It is characteristic that most of the accounts whose owners left these comments turned out to be fake. On the website of the Echo of the North there was even a message that activists threw the excavator with Molotov cocktails.
Later, this resource was published by the statement of the general director of Technopark LLC, the host of Shiies, Evgeny Penyaev, who repeated the story about the atrocities of activists, allegedly broken by Kozlov’s spine and bottles with incendiary mixture. Penyaev said that the injured excavator will be transported by a helicopter to Arkhangelsk, and that the company's management submitted a statement to the Investigative Committee and the Prosecutor's Office demanding to understand the incident. It is worth adding that Yevgeny Penyaev took his post two weeks ago, becoming, according to the information database of Spark, already the fourth manager of Technopark, established in mid -2018.
In the publication of the Echo of the North about a clash next to Shiies there are a number of gross inconsistencies. The video published by activists clearly shows that the excavator breaks the trailer, and not carefully pushes him back, as stated in the article. In the Arkhangelsk Regional Clinical Hospital, where Alexei Kozlov was delivered by helicopter due to the supposedly broken spine, the victim independently got out of bed and left so as not to communicate with 29.ru correspondents. According to the medical institution, he was discharged on March 16. Either doctors miraculously could fix a broken spine in less than a day, or information about the fracture was greatly exaggerated. And, finally, the activists of the “Protection Committee of the Perechegda” on March 15 discovered the excavator of Kozlov when he drove everything with the same column of trucks past the village of Madmas. He did not look burnt.



The column of equipment belonging to Artyom Vasiliev still managed to leave Shies, accompanied by a large number of police vehicles. One of the attendants, Ivan, who had been with the other activists behind the column for some time, agreed to tell how the transport was released. The young man asked not to name his last name, fearing for the fate of loved ones. “The traffic police commanded the equipment departure, there were 13 trucks and an excavator. The excavator looked completely intact and unharmed, there were no traces of the fact that he was burning. The column was accompanied by three traffic police crews, although usually only one is on duty in our area. And the head of the police of the Arkhangelsk region, the police chief of the Lensky district and the deputy minister of the Ministry of Internal Affairs for Komi were also driving. Ordinary police officers went ahead from time to time - to check the road so that there were no artificial barriers on it, and the column stood and waited. ”
On March 17, everything was quiet at the site under construction in Shies. The workers cleaned the snow and rumbled ice from concrete plates, since construction work is still impossible due to lack of fuel. “There is a calm atmosphere only because the traces of Arkhangelsk are constantly working. In total, eight people are interviewed, ”said Anna Stepanova, activist from Plesetsk. According to her, representatives of the Investigative Committee say that they have already opened a criminal case. The girl suggested that this is a matter of activists, since after the incident none of the people who tried not to release equipment from the training ground, did not write statements to the Investigative Committee. So repressive actions on the part of the authorities, apparently, will not be able to avoid. Nevertheless, in the neutral zone near the construction, activists began to install a tent camp for protesters.
