Anyone who believes that the words “Russia” and “change of power” are incompatible can easily be argued, pointing to the already familiar “governor -Paid”. The old guard, living according to its concepts, is actively replaced by new "technocrats". And stopping the process of updating management personnel has not yet been expected. Everything goes to the fact that soon the next pack of governors will go through the door. In the Siberian Federal District, the head of the Altai Republic, Alexander Berdnikov, was the first to enter the exit, who in 2014 went for a third term. However, this is not surprising.

It is amazing how he was able to stay in his chair during the previous waves of the Governor -Paid in 2017 and 2018. There were many prerequisites for the fact that Berdnikov would be replaced with the head of the Altai Territory. But, apparently, there were simply not enough places in the buses taking out the old governors. Moreover, 2018 was marked by a series of elections, sometimes with an unpredictable result. It was just not up to him.

Otherwise, there is no way to explain such luck. Because the merits are neither in the economy, nor in social policy, even with a stretch, to find. The problems were risen for a long time and were obvious: I talked about the imminent resignation of Berdnikov back in October, when I came to Altai for dialogue with deputies and experts about the prospects of the political system. And now he flew to Moscow, and he has a little chance of returning home in the status of the governor.

Altai is an openly poor republic that cannot boast of any indicators. The average per capita income in the republic is one of the lowest in the Siberian Federal District. Last year, an average of 19 thousand rubles came out. And this still needs to say “thank you” December with its New Year's prizes. And in the rest of the months it came out less. It is logical, because the share of profitable companies in the republic for 2018 decreased from 80.4% to 76.4%. For the sake of survival, Altai enterprises are forced to live in debt: if in December 2017, accounts payable amounted to 7.76 billion rubles, then in December 2018 - already 12.13 billion rubles. Growth of 56% in one year! It is not easy to do business there and make money to pay salaries to people.

It is not easier for state employees: according to the RIA rating study, in Altai, 34.7% of teachers receive less than 15 thousand rubles per month and only 2.8% receive more than 50 thousand rubles. Despite all the May decrees, the share of teachers with a salary above the average in the region there is only 28.4%. And in terms of quality of life, the republic is in 80 out of 85 possible. Worse, only in Kalmykia, Ingushetia, the Trans-Baikal Territory, the Karachay-Cherkess Republic and Tuva. There is clearly nothing to make excuses.

And, if the same Tuva has a chance at least somehow, if you do not rise, then get up a little with the knees due to lobbying for the interests of the republic Sergey Shoigu, then Berdnikov is deprived of such support, and there are no ideas for systemic development. After his recent public gap with United Russia (during the regional State Assembly, he noted a very low level of confidence in EP and said that many candidates are trying to distance themselves from the party) and there is nothing to count on some support “from above”. In the ossified political system that experiences the deepest crisis, in the absence of real competition, a lot depends on personal relations with the party. The situation is aggravated by the fact that the region has practically no money. Republican budget revenues for 2019 amount to 20 billion rubles, of which the region itself earns only 4.33 billion rubles. The rest is gratuitous receipts, for the most part from the federal budget. Observation of oxygen to the lost trust to the governor is easier.

A business that is ready to invest in the development of the tourism industry of the region (Sberbank, which invested 780 million rubles in the Savorok ski resort and ready to invest another 1.2 billion rubles), complains that local authorities are imposing “their” contractors. The development of tourism, the development of the economy, the increase in the well -being of the population is not about Altai.

Last summer, during my automobile tour from Moscow to Sakhalin, I drove through Altai, and he himself was convinced that an active vacation with the involvement of tourists, full -fledged ecotourism ... All this is for the Terra Incognita region. Now people remain to rest in the republic in order to, roughly speaking, drink vodka. And the best that regional authorities with the current vector of development can come to is to make local “Turkey” for tourists with felting in one place and abundant alcohol libations.

But the region is worthy of much more! Healing, thematic, sightseeing, agrotourism - all these types of tourism can harmoniously develop, create jobs and bring income. To begin with, they would just not interfere.

In the region, agriculture can also develop, which in the second quarter was sagged by 0.2%, and in the third - by 2.8% compared with the same periods of 2017. Industry may develop (the manufacturing index of industry sank by 4% last year), tourism may successfully develop (it is not for nothing that the region is called “Russian Switzerland”). Only with the governor was not lucky. He took and mothballed the region in 2006 - on the date of coming to power. So he lives in his world, and, it seems, even his own resignation of that and will sleep. If only not to get involved in what is happening around.
