The list of regions is voiced, in principle we expect and understandable. In this case, we can talk about the totality of reasons. Most have problems with ratings. Almost everyone who is now fired, these are people with certain big difficulties. For example, if we talk about Mr. Berdnikov in the Republic of Altai, a former local Minister of Internal Affairs, it is generally a miracle that he spent so many years in his post. Since he never enjoyed popularity, he was a rather awkward head with large conflicts with the local public, loud scandals are associated with him. Previous elections went on the verge of a foul, many were convinced that there should be a second round, he barely overcame the bar of fifty percent. And many believed that in the second round his competitor, Mr. Petrov, would defeat. Therefore, Berdnikov is such a governor who had to be changed a long time ago.

Mr. Dubrovsky was originally, in my opinion, was not a politician. And he did not become a politician. He was transplanted from the chair of the general director to the governor’s chair. At the same time, a person has never been engaged in public policy in his life. He never had a political team. It turned out such a kind of hybrid that did not pursue any of his own policy, tried to realize all the teams from Moscow, critically not comprehending them. Which, in general, did not work out very well, any vagaries of the center were immediately implemented in the region without any discount on the features of the terrain and understanding whether they are needed or not. Chelyabinsk, for example, was the first to cancel the elections to the City Duma, replaced them with elections to the district council. The city was actually beheaded, the mayor was put from Magnitogorsk, that no one could like it. Now there is no normal city Duma in the city. There are district councils that do not understand what they are doing. They delegate representatives to the city level. An extremely complex, extremely confusing system, which was originally such an adventurous spotlight. And all the normal regions refused her as they could, and Chelyabinsk agreed to everything and introduced it first. In general, not understanding the consequences, the main thing was to report that we are doing everything that they ask us from Moscow.

Many governors have problems with the security forces from this wave of dismissal. Not with them personally, but the members of their teams. Such a situation in the Murmansk region, and in the Republic of Altai, and in Orenburg, where not so long ago the former head of the city was arrested in the case of corruption. These reasons complement each other, but in any case, all these governors are weak. With current protest moods, these regions become problematic, and the center seems to be better to release new candidates. Without anti -rating, as it seems to them. About whom they will tell you that, a young progressive candidate, new changes, a new life.

So, for example, in connection with Murmansk, Mr. Albin is mentioned, who previously bore the surname Slyunyaev. But Mr. Albin is a man, to put it mildly, scandalous. When a governor appears from nowhere, who has no political story, you can come up with some fairy tales about him. What fairy tales can you come up with Mr. Albin? He flew out of Kostroma with a bang, whose population came out with joy to let fireworks when he was fired. Then he led the ministry for some time, which was eliminated after him. And then he worked in St. Petersburg, and also did not remember anything good, except for stories about the fact that the roof of the stadium ruined the cormorants. Such an official who failed everything that can be overwhelmed, and with whose name numerous scandals are connected, does not look like the best option for the appointment for Murmansk - a region with a very difficult social situation. I don’t know how to think, to believe that people will swallow all this and will vote for this. It seems to me that this is a disrespect for the Murom residents.

In general, the trend is clear. But within this trend, the interests of the regions are again ignored. With rare exceptions, new appointments are Varangians. That is, people who have nothing to do with these regions. We need people who blindly perform teams from Moscow. Over the past two and a half years, the governors from public politicians have turned into "business managers." The management of governors continues.

The effect of such actions is very short -term. We see this according to the appointments of October. A person begins to lead, and people are waiting for positive changes for a month or two, suddenly it will be better. Then they look at specific actions, and this, to put it mildly, is not everyone likes. In some regions that fell into a wave of personnel permutations in the fall, a negative has already gone. People look for several months and understand that no changes for the better are happening.

Therefore, in the current conditions, these new expectations are very perishable goods. What to do next, change governors every year? Well, this is already a mess. In my opinion, this technology is too short and strategically dangerous. Since the effect is obtained for a fairly short period, and the risks are quite high. Governors change throughout the country, and in the end it turns out that the administrative resource and vertical interconnectedness are destroyed. A new official comes while he is building a new system, while he agrees with all the key figures. It is clear that the system in such conditions begins to spit out in the field. Therefore, the idea and purpose of this technology is understandable, but side effects, in my opinion, will be high. And they are already being implemented, we have already seen this in the 2018 election.
