A special squad came to a pensioner in Chelyabinsk. Reason: a pension allowance - 1,500 rubles per month

On March 21, a special operation unfolded in the center of Chelyabinsk. The seven fighters of the Russian Guard with machine guards and in helmets, accompanied by three police officers, ran, bending, to the second entrance of a six-story brick house of the 90s of the construction. Without resistance, they went into the porch, ran to the fifth floor and found themselves near the brown metal door with the apartment number - “36”.

In the apartment lives the family of military pensioner Sergei Zaruba: he, his wife Tatyana and their son Fedor, student.

It was about 11 in the morning. Fedor has already gone to the university. And pensioners only woke up.

- My wife and I go to bed late, about 2-3 hours in the morning. And we get up late, ”says Sergey Zaruba. With Sergey and Tatyana, we meet near their house three days after the special operation. - I just got out of the bathroom when there was a knock on the door. And what a knock! The doors shuddered!

Tatyana approached the door of the first, looked into the peephole and, in her own words, decided that she had gone crazy: "What can be the machine gunners?"

But the knock was repeated. Behind the door they began to shout: "Open or break out!"

“And I'm in swimming trunks,” Sergey recalls. - I say to them: "Now I’ll dress, we will open." They pressed there: “We will saw! They must open in a minute! " As a result, I quickly pull on a T -shirt, trousers, open the door, and then people in masks burst into the apartment. Two put me to the wall, arms up, legs shoulder -width apart, assigned the machine to the back. The rest run into the rooms, to the kitchen, two flee to the second floor - we have a two -level apartment.

“One enters the toilet and begins to shine in the toilet with a flashlight,” adds Tatyana. - I ask: "What are you doing?" He says: "I see if you destroyed the documents."

What documents were discussed, Sergei and Tatyana were not explained immediately. But when they explained, the questions only increased.

- One of the police officers who conducted a search of the police called Artem. He himself did not seem to us, ”says Sergey Zaruba. - Artem demanded that we provide documents for the saw two birches that grew up in our yard. I am the chairman of the partnership of real estate owners (TSN) in our house. And near our entrance two birches grew. They grew at an angle of 30 degrees, could collapse. And we sawed them. Moreover, they did it officially: with the permission of the environmental management. I said: “Of course. If you need birch documents, I will provide now. ”

In addition to the birches of the police, Zaruba’s appeal to the Governor of the Chelyabinsk Region Boris Dubrovsky (now dismissed) about the psychological and pedagogical center, which is located in the house on the basement, the pensioner believes that the basement is the collective property of the residents of the house, and they did not give their approval to the placement of the center.

In addition, the police seized the partnership agreement with the management company.

The real reason for the search by Sergei and Tatyana was said only before its end.

It turned out that Sergey was suspected of illegally receiving a pension allowance - 1,500 rubles per month.

"By silence about the fact of employment"

After the search, Sergei was taken to the Soviet police department. There he was told about the criminal case in detail.

It turned out that the case under Art. 159.2 of the Criminal Code of the Russian Federation (“Fraud upon receipt of payments”) against Zaruba was excited in September 2018. However, the pensioner himself was not said about this. In the decision on the initiation of the case, the senior interrogator of the police department "Soviet" A.G. Sorokina indicated: “The person’s criminal case has been instituted on the decision made, - Antonov K.G.”. Probably a certain Antonov received a notification of initiating a criminal case against Zaruba.

The essence of the accusations is as follows:

“In the period from 04/01/2017 to 03/31/2018, Zaruba Sergey Ivanovich, by silence about the fact of his employment, entailing the cessation of payments to the seniority pension for an incapacitated dependent ( in this case, for a son-studio. - I. Zh .), Stole funds in the amount of 2,231.20 rubles belonging to the Russian Ministry of Defense, which were transferred to the Ministry of Defense of Russia, which were transferred To him in the current account, opened in the additional office of Sberbank PJSC.

- This allowance is relied by non -working pensioners. And in April 2017 I was elected chairman of the partnership of real estate owners, ”Sergey explains. - I asked the employees of the pension department of the military registration and enlistment office to remove this allowance. But for some reason they did not do this immediately, but only a year after my employment.

During the interrogation of Zaruba, he said that he had audio recording of a conversation with the military enlistment office regarding the termination of the payment of the allowance. At the disposal of Novaya Gazeta, he provided a letter from the military registration and enlistment office, according to which he should have stopped paying the allowance automatically from October 2017.

In the military commissariat of the Central and Soviet districts of Chelyabinsk, to which Zaruba was attached, they refused to comment on the situation with the pensioner.

Sergei Zaruba himself notes that when the military registration and enlistment office discovered that he was mistakenly paying him a premium, some funds began to retain from his pension. And today they kept even more than overpay - 28,000 rubles.

"Can appeal"

The day after the conversation with the foreign, I go to the Chelyabinsk security forces. The main question that interests me:

"Why conduct a search with machine gunners at all due to 22 thousand rubles?"

In the Main Directorate of the Ministry of Internal Affairs in the Chelyabinsk region, they immediately tell me that only the head of the press service Olga Sterk will be able to comment, but she is away. And they ask to put a request in the mailbox. Even the press service employee refuses to pick him up: he says he is not authorized.

In the department of the Ministry of Internal Affairs in the city of Chelyabinsk, spokesman Svetlana Kalmykova takes a request, but immediately explains: “We cannot comment on the federal media without coordination with the regional Ministry of Internal Affairs.” The press service of the Russian Guard also refers to the internal hierarchy, noting only that indeed, the department employees took part in the search.

To the head of the Sovetsky police department, Andrei Podrezov, whose subordinates were initiated and searched by Zaruba - I was first invited to a personal reception. But when I arrive, they say that there is no boss, and the reception is transferred.

One of the interlocutors of Novaya Gazeta in the police noted that Zaruba has the right to appeal the actions of the security forces "to the prosecutor's office and the president."

The editorial office of Novaya Setai sent official requests to all law enforcement agencies related to the case of Sergei Zaruba. Their position will be published by receipt.

Sergey Zaruba under Part 1 of Art. 159.2 of the Criminal Code threatens a fine of up to 120,000 rubles.
