How the Krasnoyarsk human rights activist managed to avoid detention "on KUP"

Since the fall of 2018, police officers in St. Petersburg began to apply a new way to disrupt protest promotions: participants are delayed “according to KUSP”, that is, on the basis of “complaints of citizens” from the book of accounting for reports of crimes. The experience of human rights activist Olga Suvorova shows that this method is now used in other regions.

Over the past 20 years, I have been protecting the rights of citizens. As the head of the human rights public organization "Dorms" (the organization protects the rights of living in dormitories- OTD-Info ), as well as the organizer of protest actions. One way or another, you have to deal with police officers.

Not so long ago, the leadership changed in the Ministry of Internal Affairs of the Krasnoyarsk Territory and began to manifest itself very actively. I believe that social activists should be prepared for all possible manifestations of aggression by police officers. The incident on March 26th is just one of the evidence that the police began to exchange interregional experience well and study with other people's examples.

On March 26, the administration of the Kirovsky district of Krasnoyarsk held a meeting with representatives of the re -operators on garbage reform and chairmen of the Council of apartment buildings. Since December 16 last year, we are trying to resolve the issues of legitimate implementation of garbage reform with protest actions, but this time they came simply as listeners. Despite this, they tried to get us out of the building, but we stayed and sat until the end.

When they left the premises, several people lingered at the porch of the administration - activists and one journalist who arrived in his own car. At this moment, police officers got out of the duty car: “We were told that there is Suvorov among you.” Neither the name nor the middle name is nothing more, that is, they did not even know the face. They just needed a certain Suvorov.

At that moment I was talking on the phone, they called me out, they said that they were asking-people are simple, law-abiding. I was not as naive as the rest, and asked to provide official certificates. They did it.

Police officers belonged to department No. 3, in the jurisdiction of which we were. But the policeman said this: “Suvorov citizen, I need to deliver you to the police department No. 2, where you have a KUSP.” And this is generally the opposite area of ​​the city.

We already came across this during the arrival of Putin in Krasnoyarsk.

A person was stopped in a personal car and said: “You know, there is a guidance on you that you, moving on this car, were knocked out yesterday.” It is easy to imagine the panic of a driver who did not even go anywhere yesterday, sat at home, drank, smoked, sick and so on. It is detained, delivered to the police department, diametrically opposite to the place where Putin was supposed to be, hold six hours under different pretexts and then release. The situation is clear: they delay so that there is no intention to come to a meeting with Putin.

This time the goal was to click on my nose. Because with the police we have conflicts regularly. There is another nuance: literally recently, the epic withNatalya Podolyak , who allegedly kicked a police officer at the rally, ended with Natalya Podolyak. She received article 318 of the Criminal Code (the application of violence to the representative of the authorities- OTD-info ) and as a teacher lost the opportunity to work in his field, because she has a criminal article related to violence. She was not sent to prison, but she received a huge fine.

Realizing that our Krasnoyarsk police are ready for any provocations, I understood that in no case should I be in the same car with an employee. Because any scratch, any small bruise that was received the day before could become the reason for exciting 318 Criminal Code. That is, they deliver me to the duty unit, and after an hour this employee treats the report that I resisted. And so I am convicted of the 318th. Therefore, my task was not to go anywhere with them.

All this lasted an hour and a half. My comrades put me in a journalist’s car so that I would not contact the employees, but they themselves stayed on the street. Everyone began to freeze. Then the journalist suggested, taking a video camera, to go to the duty unit with me, but the police were categorically against me. They insisted that "Olga Alexandrovna got into their car." Where did Olga Alexandrovna come from if before that they only knew my last name?

When we began to ask, they answered that they had a guidance, that I was served on the All -Russian wanted list, I have a kUSP. We demanded to provide data: Kusp number, registration dates. The employee did not say. Orientation if there is, then it should be in some form. In the printed, in electronic, where the physiognomy of a certain citizen of Suvorova, the date of her birth, is her name. But this was not provided to us either. Then we asked at least some confirmation that I am on the All-Russian wanted list. But it was only important for them that I got into their car and go to the department.

When I began to say that I did not understand whether I was Suvorov, who they needed, the employee began to call and eventually said: “Yes, Olga Aleksandrovna Suvorova, the date of birth is such and such.”

We had a very successful location where the car stood. The traffic was blocked on the one hand by a police officer, and on the other, a car of employees. It is clear that no one will crush anyone. But all this happened in the courtyard of a residential building standing with the letter G. at the moment when the police crew began to arrive, the crew of the Russian Guard, time was already in the evening, by 20 o’clock. A well-lit yard, people stuck out on all balconies, someone shot, someone just took pictures. I believe that this helped us a lot that police officers could not use force. Although they had such desires and motivation. We heard how they were told by the radio: “What are you standing there? Let's knit them, Suvorov in the car and come. ”

We began to call the duty units of the city, region, Russia to find out the details about my search. I had no doubt that there was a kUSP, I know that he was. It is clear that for a far -fetched occasion, but, nevertheless, they had reason to invite me to a conversation.

All this lasted about two and a half hours. Arriving crews of the police and the Russian Guard behaved completely in a prickly one. After our numerous calls to the duty units followed, they began to contact them not from the police department, but from the Main Directorate of the Ministry of Internal Affairs in the Krasnoyarsk Territory. There are already more thoughts, they have my surname by ear. They began to ask employees on the phone what was happening, why they act in such a rough form.

In general, I would recommend to all civil activists not to take with them the phone that is valuable to them. Not in terms of value, but due to the information contained on it, which can be used against the activist. The smartphone usually contains some photos, documents, correspondence. Therefore, when the requests began to give a phone number, I said that I have no phone, it was stolen. We have a conversation with an employee on the phone of one of the attendants.

The head of the service of the district police officers already arrived at the police department No. 3. He proposed this option: “If you do not agree to go anywhere with employees now, then you can sign the obligation to sign up about the turnout in such a place right here if it suits you.”

We were faced with the fact that in Krasnoyarsk in the police department they are still trying, this is directly the norm. They tie the hands, beat with a bottle of water. I clearly know that it is very unreasonable to arrive in the police department for some conversations. They will spread rot, threaten, provoke.

I agreed to meet, but provided that it will be in the city police department. Because there in every office and corridor there is wiretapping and cameras - they began to be afraid of themselves. This is after a big scandal: there are literally two months there for several months. I offered to meet there. Having signed the turnout, I went home.

As it turned out, this is a normal practice, when you sign the obligation about the turnout and after that you can get away from the place as you want and where you want, if there are comrades who do not allow you to put you in the duty car. The technology is popularized, kuspa will now be excited on us on any issue. Suppose that it can be theft, accident, drugs, in men - rape and pedophilia. And the way I used, it seems to me that it allows you to just win the time, collect the support team, calm down and prepare for further deliberate actions.
