Gazprom proposed to withdraw technological networks from the operating bill on the autonomous work of Runet

The requirements of the bill on the autonomous work of Runet are threatened with technological networks of enterprises and can lead to emergency situations at the facilities of the fuel and energy complex (fuel and energy complex). The document also states that such networks provide management of technological processes in production and cannot be used to skip Internet traffic or create a threat of Runet safety. At the same time, the connection to the technological network of third-party technical means of control, systems of operational-search measures (SORM) and centralized monitoring, as well as the endowment of Roskomnadzor, by the authority to determine routing in technological networks, will violate the principle of their isolation.

In this regard, the authors suggest "eliminate the distribution of the requirements of the bill for technological communication networks." According to the source of the publication in the telecommunications market, Russian Railways adheres to the same position.

According to the bill, which was the first reading in the State Duma in mid -February, in the event of threats, the owners or owners of technological communication networks will have to follow the instructions of Roskomnadzor as part of the centralized control network.

According to Dmitry Galushko, general director of the Order, so far technological communication networks have not fallen for regulation. For owners of such networks, new requirements may result in additional costs.

In turn, the head of Content Review, Sergei Polovnikov, noted that the companies of the transport sector or fuel and energy complex has a need to organize a communication network for managing and monitoring various devices (temperature sensors, navigation systems, etc.) from such devices “critical confidential information” about the company's production infrastructure, which is transmitted through closed communications systems. In technological networks, its own routing is also used - its violation may fail. In addition, the connection to such networks of additional equipment of Roskomnadzor also threatens a violation of their safety, the expert said.

Recall that in March the Association of participants in the Internet market (AIV; unites Rostelecom, MTS, Er-Telecom, MTT, etc.), Vice-Prime Minister Maxim Akimov and one of the authors of the bill on the sovereign RuNet Lyudmila Boer, which stated that the implementation of the bill of the bill threatens the development in Russia Internet of things. So, AIV believes that the adoption of the law threatens an increase in the delays of transmission of data packages for devices of the Internet of things on reference networks. We are talking about devices that are used in systems of "smart cities", transport infrastructure and industrial Internet.
