
High double and triple fences with barbed wire, a checkpoint with a mandatory inspection and video surveillance cameras - this was the “Universiade Heritage”, which was obtained by Krasnoyarsk.
World student games held in the city ended on March 12. And the “perimeters of safety” around sports facilities, several SFU buildings and a university campus, where there was a universiade village, remained. And they will not remove them.
"Are we in a concentration camp?"
On April 4, activist Daniil Markelov entered a single picket near the building of the Siberian Federal University. In his hands he had a poster "Staff Studies". According to Markelov, he protested against the "perimeter of security", built around the university territory.

High metal fences and checkpoints appeared next to the Krasnoyarsk sports complexes in front of the Universiade. The townspeople explained: the construction of such "periods of security" - the requirement of FISU, the International Student Federation.
But the games are over, and the fences remained. Now they are surrounding the fan park "Beaver Log", the Sports Palace named after Yarygin, the Central Stadium of Krasnoyarsk, the Biathlon Academy, Closure "Sopka" and "Rainbow". You can get not only into these sports complexes, but also on the territory next to them, only by passing an inspection on the checkpoint. But these territories are urban forests or public spaces where citizens like to walk.

The fact that these fences will remain in the city forever became known after a conflict at the Siberian Federal University. The university campus, where the universiade village was located, and the neighboring educational buildings also found themselves behind the fences. Students, in order to get to study or in the hostel, now need to take an inspection for the checkpoint.

A new hashtag appeared in the SFU publics - #Mamamia Awarm . Memes with the image of the "perimeter of safety" around the university diverge on the Internet.
Students and teachers of the SFU compare the university with the ghetto and concentration camp and collect signatures for the dismantling of fences and checkpoints.
"Passing through such a humiliating inspection at the checkpoint, you do not feel like a prestigious educational institution, but a cleaner at the non -ferrous metals factory. You would have been asked to open your mouth, if you had not carried anything there!" - writes in social networks Polina Zvonareva.

"Are we in a concentration camp? Now, in order to take a walk along the campus in the evening, you need to turn out your pockets and shake backpacks, and to get to study, take two examinations and defend 40 minutes in line. What safety and comfort are we talking about? What is this comfort?" - comments Natalya Emelianenko .

At a recent meeting of the Rector of the Siberian Federal District, the students were stated: the fences will not be dismantled, the university has no means or, most importantly, powers to demolish the fences. The checkpoint will also remain, but the inspection procedure on them will “simplify” a little.

"The perimeter of security around the territory of the former universiade village is the object of capital construction and property of the Russian Federation. In this regard, the university is not entitled to make independent decisions about its future fate. It is also necessary that the dismantling of the perimeter, taking into account the subsequent disposal and improvement of the territory, can cost the university budget of 50,000,000 rubles. Submus costs more than 300,000,000 owners funds, given that they are priority for social programs and obligations, there are no funds in the university’s budget that could be directed for dismantling, ”the university’s official commentary on the situation says.
- 50 million - does it sound a little fantastic? How much did these fences cost then? Even in the fall, I visited excursions on sports facilities of the Universiade along with the heads of FISU delegations. On one of the objects, foreigners asked the question: how much did this security system cost, which the guide so praised so much? This system cost about 200 million rubles, ” says Sergey Filin , a Krasnoyarsk photographer and blogger.
Ponte is more expensive than money
In total, there were 11 sports facilities plus the village of Universiade and the hostel complex "feathers" in the territory of the SFU, continues Filin.
- It turns out a completely indecent figure of 2–2.5 billion rubles. With this money, it was possible to build 10-12 kindergartens, completely update the bus park in the city, repair hundreds of kilometers of roads, land more than a dozen squares or build a pool in each microdistrict. But no, show -offs are more expensive than money.
Spaces fenced by capital fences will become another city problem, he says, because these territories now cannot be used at all. Not to mention the inconveniences for the townspeople created by these fences: they cannot be circumvented or go around.

“Sports facilities, together with the adjacent territory, are destined to become a zone of alienation, a scar on the city’s face,” said Filin. - Fences will stand and wait for theoretically possible competitions of international level, which will go there several times a year. The question arises here: do we need these competitions of an international level, if for their sake we have to enclose everything with fences?
"This is suffering, not a city"
If it were not for the resonant situation with the Siberian Federal District, the Krasnoyarsk residents, perhaps, would have learned very soon that the barriers would remain forever.

Regional Minister of Sports Sergey Alekseev , answering the question of whether the fences around the university will demolish that not only next to the SFU, but also around all the objects of the past universiade, there will be “security perimeters” and the checkpoint: gearbox:
- In the days of the competition, the checkpoint will be enhanced inspection, and on ordinary days they will work in a simplified mode. We will try to minimize all the inconvenience for the Krasnoyarsk residents. People will get used to it over time.

But the point is not only in the "prison aesthetics" and the inconvenience. The townspeople are now deprived of their favorite places of rest: you can not freely go to the square near the Yarygin Palace, or take a walk around the island of rest from the central stadium, or ski in the forest. What kind of skating is there if you rest on the fence. In addition, access to skiing tracks at the Biathlon Academy, where the whole city used to ride, now, after the Universiade and with the installation of the "perimeter of safety", has become paid. And you can get there strictly according to the schedule: three times a day for two hours. And, of course, through the checkpoint.

- I was born and raised in Krasnoyarsk, from the age of 13 I have been skiing. At one time, there were dozens of ski bases near the Nikolaev hills, the whole city rode here, ”says Elena Novoselova , a resident of the Krasnoyarsk Academgorodok. - And now there are all the trees there, and the ski bases destroyed. Personally, I am even afraid to go in that direction - I know that I will cry. I always drove my students there on campaigns, now they are calling me, and I say: "Where, children, go? We and you and the fence will rise." The only place of rest was selected from the millionth city.
Elena Veniaminovna says: the inhabitants of the Akademgorodok collected signatures against the construction of fences and for their demolition, went to the instances - everything is useless.
“Such pain, such despair inside: they did it - and people were not asked, they don’t give a damn about us,” she says. - I immediately said: I did not spend or spend on all these universiasis cases. I won’t buy this souvenir dog, nor tickets for competitions. My life was so worsened, one might say, trampled-and so that I go to watch how someone sets world records there?! Where do we go? But what about my health, children's health? Cuttled forests and destroyed routes - this is what we got. I always loved this city madly. And now I have the feeling that you have to run from here. This is suffering, not the city. He is not for life.

- Our power has long ceased to respect the opinion of people and do what the inhabitants of the city need. But we contain power, pay for their work. The authorities somehow forgot about improving our common life. But we just ask us to return to us our favorite place where we walked - on skiing, on foot. Return as before: without fences, obstacles, ugly buildings and wires.
"There is no paid amateur sports"
Another interlocutor of the publication "Siberia. Realities" is a coach working with amateur skiers and novice athletes. He asked not to mention the surname. According to him, a new order, when athletes can get on ski routes only a limited time, and even for money, is death for amateur sports. But so much it was said that the Universiade will become an incentive for its development. It turned out the other way around.
Cut down forests and destroyed tracks - this is what we got
- Now people are offered to pay 100 rubles for the entrance - to ride on the tracks of the Biathlon Academy for a couple of hours or just a walk there. Two workouts per day - 200 rubles. They say that it seems that the members of the national team of the Krasnoyarsk Territory will be exempted from the fee. But to get into the national team, how to train? For example, to students who are just starting to engage in skiing, give the whole scholarship for training? Or our sports veterans - did they really deserve to use these tracks for free? It turns out that the "Heritage of the Universiade" only worsened the situation compared to what was. Previously, at any time I came - and roll, increase your level or just relax - depending on the goals.

As for the "security", which is referred to by regional sports functionaries, there are no requirements for the construction of fences with cameras and checkpoints anywhere in the world, our interlocutor assures.
- I regularly go to international competitions, I also visited the world championships. There is not a single fence. To designate the track, so that the fans do not accidentally run out there, they put light portable structures. I was in universities there, including at sports institutions - go free, choose the route in terms of the level that suits you - professional, amateur, student - do it.
I'm afraid to go in that direction: I know that I will pay
In Krasnoyarsk now, he continues, there are practically no tracks left on which amateurs could fully train. Those that are at the Biathlon Academy, paid, are not always prepared normally. The same with the track laid to the Rainbow complex is another universiade object: “They made such a route to the games that professionals can barely resist, and then with its normal preparation. But the universiade is over-it will be prepared at best once a week. And it is simply impossible for fans, students, and we got two expensive professional objects, and for it for it, and for it, and for it for it. There are nothing left for amateurs.

Natalya Shchepina , a physical education teacher, is sure: the fences will not be demolished. The city authorities will not encroach on federal facilities. And the Universiade Directorate has already stopped work: the games are over, the employees quit. That is, now it is not even clear who to turn to the solution of this problem.
Built expensive objects, but there was nothing left for lovers
- Of course, all this is disgrace. The forest should be available to all people. Regardless of age, attitude to sports and how they move through the forest - on skiing, running, on foot, with sticks, with baby strollers, ”says Natalya Shchepina. - What happened is shame for our city. We, relatively speaking, made up the lips, knocked the maraths, but in the end we stayed with the fact that it was unsuitable for use. And taking into account how many trees were cut down in the same territories, all this simply cannot be explained. What did they think, what place, when they planned these objects, when they assumed that they would continue to be with them? All this once again proves that people are in last place. So, apparently, we only have to make all this and remember with an unkind word of those who have done all this.
Recall that 34 objects were built and reconstructed by the Universiade in Krasnoyarsk, including 12 sports. 80 billion rubles took to prepare for the games held in the city from March 2 to 12, 2019.
PS Today, the leadership of the Siberian Federal University said that they are still trying to find a solution to the problem, and most importantly, funds for this. One of the options - the security perimeter will not be completely dismantled, but moved: there will be no fences before the educational buildings, they will only remain around the hostels.
