Pork heads, acid, beating: municipal deputies talked about persecution

Unknown deputies attack independent deputies in masks, pour acids into their cars, throw pork heads under the door and fine for meetings with voters. All this is due to defending the rights of the inhabitants, they believe. During the round table on April 4, municipal deputies talked about persecution over the past two years and developed a plan how to confront this. OVD-Info publishes their stories.

What he did: he participated in the fight against a landfill, which functioned for three years in printers. He repeatedly turned to the prosecutor’s office, Rosprirodnadzor, published materials about the training ground. He believes that people involved in the organization of a landfill, "are tired of such attention to this problem."

What happened: in September 2018, the windows were smashed in the car of the third andthrew a pork head there . There was no criminal case, the UK did not respond to two requests about what stage the investigation of the incident is at.

Nadezhda Zagordan, deputy of the municipal district of Izmailovo

What she did: in June 2018, at a meeting with the head of the Izmailovo district council, she raised the question of overstated estimates at the improvement of the district.

What happened: at night of the same day, unknown people broke the glass of the car Zagordan and filled the salon with acid , which corroded the clothes. The deputy revealed symptoms of burns. In September 2018, pork headswere thrown under the door of the apartments and her mother, in one of which knives were stuck.

Within three months, the Investigative Committee refused to initiate an acid in the deputy’s car, believing that the incident is not related to the public activity of Zagordan. After the story with pork heads, a criminal case was opened , but only about damage to property on an especially large scale. Zagordan believes that the Investigative Committee does not conduct the case properly.

Ilya Svetikov, Chairman of the Council of Deputies of the Municipal District Kurkino

What I did: I dealt with high tariffs for heating in most of the apartment buildings in Kurkino. The Council of Municipal Deputies of the district suspected violation of the management company Estit Service.

What happened: in February 2018, three peoplebeat Svetikov in masks, while saying that he was “not going into affairs” of the Estrit Service management company.

The materials were transferred to the Investigative Committee, but during the year the case was not initiated. After numerous complaints in March 2019, he was called to the investigator who promised to initiate the case.

Levon Smirnov, deputy of the municipal district of academic

What he did: the struggle against dens in the academic district, about which he repeatedly wrote statements to the police, but the employees did not take the necessary measures. During this time, the deputy has repeatedly received indirect threats from strangers.

What happened: in June 2018, he saw a poster with Sergey Sobyanin in the MFC building, who at that time was a candidate for mayor of Moscow. Smirnov drew attention to the fact that this is a violation of the Moscow electoral code, and demanded that the employees of the Center take off this poster. They refused to do this, then the deputy tore off the poster himself.

After that, the security guard, who worked at the MFC under the contract, prevented Smirnov’s exit from the building. Later it turned out that the video recording at this moment did not work. After the incident, the guard accused the deputy that he was wringing her hand and caused bodily harm. However, in the emergency room on Fedonnikova’s hand, bruises, bruises, or abrasions were not found.

Based on the testimony of the guard and her colleagues, Smirnov was accused of beatings (6.1.1 of the Code of Administrative Offenses), and after fined 20 thousand rubles. The deputy believes that this is an administrative case is an attempt to revenge for active counteraction to the brothels.

After that, the MFC filed a lawsuit against Smirnov about the protection of business reputation because of his post on Facebook, where the deputy drew attention to the campaign in the center of the center. At one of the court sessions, the defender of the deputy Olga Vlasova turned to the representative of the MFC. Vlasova said that this was a hopeless case, and suggested that the leadership of the center recall the lawsuit. Representatives of the MFC replied that they had already warned the leadership about this, but it was ready to "go to the victorious."

Alexey Alekseev, deputy of the municipal district Kuntsevo

What is doing: supports the protests of local residents against the development of the square, on the site of which the peak company plans to build a 26-storey building. Alekseev says that the prefecture did not like this - officials asked that the deputies reassure the inhabitants.

What happened: Alekseeva, another municipal deputy Kuntsevo Evgeny Barkov, as well as a member of the WIC with the right of a decisive voice of Savely Rozhkov, was fined 150 thousand rubles because of the meeting of voters in the courtyard of a residential building (part 6 of article 20.2 of the Code of Administrative Offenses). According to the case file, they allegedly damaged the fence film, which the construction company has installed a peak around the construction site. The amount of damage amounted to more than six thousand rubles.

Later, the prosecution of Alekseev and Barkov was retrained to part 5 of Article 20.2 of the Code of Administrative Offenses (violation of the Rules of the Promotion), the Moscow City Court reduced fines to 20 thousand rubles. The amount of the fine for Rozhkov was not changed.

Ilya Sviridov, deputy of the municipal district of Tagansky

What he did: February 3 - on the day of general protest against the “garbage reform” - organized a meeting with voters with the prefecture of the Central Administrative District: as the head of the district, he can arrange meetings without coordination with the authorities. During the meeting, they raised the issues of ecology, as well as the construction of a passage for the removal of garbage, which are on the border with the Tagansky district.

What happened: Sviridov was fined 20 thousand rubles, accusing the organization of an inconsistent rally.

Yuri Volnov, deputy of the municipal district Preobrazhensky

What happened: a criminal case was opened against Volnov because of a verbal skirmish with a member of United Russia, during which Volnov called him a “criminal”. First, he was charged with insulting a representative of the authorities (Article 319 of the Criminal Code), but later it was retrained to part 3 of Article 128.1 of the Criminal Code (slander committed using his official position).

At the last meeting, the judge decided that the indictment was made with errors. The case was returned to the prosecutor's office, the prosecutor's office is trying to appeal this decision.

With which he connects: he believes that in this case "some kind of administrative resource was connected." “My opponent was offended that independent deputies did not vote for him in the elections of the Chairman of the Council of Deputies. I decided to recoup and take revenge, ”says Volnov.

Vladislav Gorshkova, deputy of the municipal district Krylatskoye

What she did: she wrote statements that in the children's city clinic, where she worked, it was necessary to conduct checks. Gorshkova revealed schemes for the transfer of money to employees who did not conclude preliminary contracts on work in the clinic. According to Gorshkova, part of the checks confirmed the indicated violations. “Most likely, it hit the pockets of my leadership,” the deputy suggests.

What happened: the employer orally changed the working conditions, namely, a schedule. Due to the delay for 15 minutes, according to the new schedule for Gorshkov, they drew up an act of violation of labor discipline and after a couple of hours they offered a vacancy of the cleaning lady. After the refusal, the deputy was fired. Later, the court refused Gorshkova to restore at work, the Moscow City Court left this decision in force.

During the press conference, the deputy of the Krasnoselsky district, lawyer Mikhail Biryukov, who often represents the interests of independent deputies in court. “Those decisions and those protocols that draw up in relation to deputies on administrative detentions, go beyond the usual absurdity of protocols, which are constituted at rallies,” he said.

Biryukov believes that, by initiating administrative cases and fines of deputies, they are trying to deprive the right to hold meetings with voters: “If the deputies prohibit dating voters of houses, then our connection with voters will simply be broken. We will accept residents only in our offices. ”

Nadezhda Zagordan and Levon Smirnov drew attention to the fact that law enforcement agencies often refuse to investigate attacks on independent deputies. Zagordan called this situation regular and gave an example with the beating of the municipal deputies of Alexandra Parushina and Andrei Voronkov, who opposed the development of the village of Pogodinskaya with elite housing. The police did not find a crime and refused to institute criminal proceedings.

Smirnov emphasized that law enforcement agencies react differently to cases when municipal deputies are accused of violations: “They immediately find opportunities and resources to initiate cases.”

The waves, against whom they opened a matter because of a verbal skirmish with a united Russia, added that the situation mirroring what happened to him would not have reached the trial. The materials would not have accepted the police or in the prosecutor’s office, the deputy suggested.

All participants in the meeting agreed that the persecution needed to be publicized. “If there is no public attention to history, then the authorities can do what they want. When public attention goes to any specific level, then the authorities will not push out illegal decisions against deputies-this is a great reputation damage to them, ”Volnov said.

“We need to talk about pressure and need to counteract”: the meeting participants plan to create an organization to help the mundips that fell under the pressure of the authorities and law enforcement agencies. The deputies are also going to make an initiative to change the law on local self -government: to article 40, add a clause that administrative proceedings for mundibors can only begin with the sanction of the prosecutor.
