The dissertation council at the St. Petersburg Electrotechnical University decided to deprive the degree of candidate of sciences Yu. A. Demina, its scientific director was the rector of OSU O.V. Pilipenko. Dissernet found multiple incorrect borrowings in the doctoral dissertation of O. V. Pilipenko himself and in her scientific articles; It is also known that she was an opponent of two dissertations with eumatic authorship. The “disserter” promoted data on the high level of plagiarism in the dissertations protected in the OSU.

O. V. Pilipenko rejects everything: ““ Dissernet ”someone pays. For a lot of money, everyone can say something. My work should be evaluated by specialists from the dissertation council . ” I catch a word. I am a specialist, for fifteen years I have been a member of the dissertation council to award the degree of Doctor of Physical and Mathematical Sciences at the Southwestern State University (Kursk). Next, I give my brief conclusion on the dissertation of O. V. Looking ahead, I’ll say that, of course, O. V. Pilipenko is striking the imitation nature of the dissertation. But not so much this is amazing as the long -term financing of “research” O. V. Pilipenko with various scientific funds, despite the lack of results recognized by the scientific community.

The dissertation by O. V. Pilipenko is devoted mainly to the development of the theory of deformation of pipe blanks and the technology of their receipt. If the theory has taken place, it should be published in specialized scientific journals, these articles should have links in the scientific literature. O.V. Pilipenko does not have such publications. The experimental part of her work is a black hole from which an unfounded statement appears about the author’s development of several new technologies.

In the dissertation, O. V. Pilipenko shows a list of articles published by her: 65 items, 31 co -author. That is, so many people are engaged in the same topic of research and uses the same experimental equipment. It is impossible to believe in it. Most likely, for the most part these are random people used to simulate work. The articles on the list are located as follows. At first there are 4-6 articles with approximately the same name, but by different co -authors. Then the article by O.V. Pilipenko is shown without co -authors, but with a similar name. According to Dissernet, the author cloth articles: the same text is published many times, but with different co -authors and different names. Among other things, this indicates that the articles of O. V. Pilipenko did not have a review in the magazines in which they are published.

As the new scientific results obtained by her, O. V. Pilipenko’s dissertation, the same type of statements are given: “Theory developed”, “Developed conditions”, “Mathematical models have been created”, “Patterns are identified” ... They have not a single figure, not a single parameter, not a single formulated pattern. It is impossible to check these statements or compare them with the results previously obtained by other authors. They have no scientific content. The absence of real results is hidden behind the bureaucratic unsubscribing. So you can protect a dozen different dissertations, unless you forget to change their names and authors. New results are not formulated, they are not, they are not reliable. The dissertation O. V. Pilipenko does not meet the requirements of the Higher Attestation Commission of the Russian Federation.

Any Scientific Fund admits not everyone to participate in the competition for financing research, but only those who have published at least eight articles in international magazines in the previous five years. But O.V. Pilipenko does not have publications of this level at all. The question arises: how was it not just admitted to numerous competitions, but was able to win thousands of researchers? I will list the funds that financed the activities of O. V. Pilipenko and listed in her dissertations: grants of the President of the Russian Federation of 2003 and 2006 to support leading scientific schools (?!); state contract; GRANTS OF THE RFFFICES of 2005 and 2007; Grant of the Ministry of Education and Science.

O. V. Pilipenko had already shared her rich scientific experience with several young colleagues, including the already mentioned by Yu. A. Demin. Given the moral and ethical qualities of O. V. Pilipenko, I believe that it is necessary to protect young people from its influence. Therefore, it is necessary to free O.V. Pilipenko from an undeserved degree of Doctor of Sciences. I am convinced that O.V. Pilipenko must be deprived of the rector’s position in order to prevent the destruction of OSU.
