Why are deputies and traffic police declare a new war to drivers

Over the past week, the traffic police offered several new measures to combat the violators of traffic rules: from increasing administrative fines - to an increase in criminal liability. The main news was the introduction of a bill on deprivation of liberty up to 15 years in the State Duma for “drunk” accidents with a fatal outcome. “New” talked with automobile experts, their conclusion is unequivocal: new measures are nothing more than another “twisting of nuts” that will not help in the fight against drunken drivers.

In 2018, as a result of traffic accidents, more than 18.2 thousand people died in the country (of which 4.6 thousand people died in the so-called “drunken” accidents when one of the participants was intoxicated). In 2019, only in the first quarter on the roads more than 3 thousand people died. The most vulnerable category still remains passengers: in the first three months the number of accidents with their participation increased by 6.4%.

The traffic inspectorate claims that the emergency increase was entailed by the beginning of spring (most of the accident was recorded in March), when motor vehicles and cyclists went on the roads, and children began to spend time on the street more often. To reduce the growth in the number of accidents (and in some regions there are more than half of them), the traffic police suggested introducing a number of initiatives to regulate the road.

So, the traffic police thought about the renewal of renewal drivers, who in the first two years of driving the car had an accident. Increase a fine for speeding by 20-40 km/h to 3 thousand rubles (now it is 500 rubles), as well as deprive drivers of 50% discount for payment of a fine if they violate traffic rules systematically.

The main news in the field of traffic regulation was the bill to tighten criminal liability for drunk driving, which was introduced on April 10 by the deputy head of the United Russia faction Andrei Isaev and the head of the Duma Committee on Security and Countering Corruption Vasily Piskarev.

The authors proposed to equate the responsibility for the "drunk" accident in which people died, with intentionally murder. In this case, drivers will be deprived of freedom for a period of five to 12 years (now from two to seven years), with the death of two or more persons - from eight to 15 years (now from four to nine years). For causing grievous bodily harm, punishment is proposed to be changed for imprisonment for a period of three to seven years (now up to four years).

“The initiative has received conceptual support for the Supreme Court and the Government of Russia. This is fair in relation to those who are in a state of intoxication cannot restrain themselves and still get behind the wheel. We are sure that the harsh measure of responsibility will reduce the number of accidents through the fault of drunken drivers, and most importantly, to reduce the number of victims, ”says Vasily Piskarev.

Over the past two years, according to the authors of the bill, mortality on the roads due to the fault of drunken drivers amounted to approximately 30% of all fatal accidents. Tighten criminal liability will not help in the fight against drunk drivers, since any system of intimidation of the population of a priori cannot be effective, said automobile expert Sergei Aslanyan.

“They say that in six months a person either dies with horror, or gets used to living in it. Each time we have an escalation of punishments on a “drunken article”. This is actually there is no struggle with drunk, ”says Aslannyan. “There is only a financial stream: the worse the punishment, the more you will give the policeman so that this no longer happens to you.”

The bill introduced, in the case of its adoption, will hit, first of all, by those drivers who were actually not drunk, but the alcohol tester showed the excess of the alcohol established in the law, says Peter Shkumatov, the Coordinator of the Society of Blue Vederers.

Fair? - the expert argues. “If our state made gradations: a slight degree of intoxication, medium and heavy, and, for example, tightened responsibility for the latter, probably I would even support such a bill.”

According to Aslannyan, the new initiative will not help to solve the problem with drunk drivers - it is necessary to raise the level of Russian well -being and try to make people not drink: “Let's start with Putin. We will change the government, the Duma, the laws ... We return the stolen money back to the country, prohibit the withdrawal of capital and offshore. After that, after five years we get the result: people live well and happily, drive on good roads on good cars and do not drink, because they are not in grief, but in joy.
