In Ingushetia, the Magassky District Court fined the complainant of the April 26 rally, Khasan Katsiev, 20 thousand rubles. The chairman of the Ingush regional branch of the Yabloko party, Ruslan Mutsolgov, told Mediazona about this.
Earlier it became known that in Nazran, people in civilian clothes put Katsiev in a car and took him away in an unknown direction. According to Mutsolgov, one of these people introduced himself as an employee of Center “E” and said that Katsiev should be given a warning as the applicant of the rally.
Mutsolgov said that Katsiev was taken to the city police department in Magas. There, a protocol was drawn up against him under Article 20.2 of the Administrative Code (violation of the established procedure for organizing or holding a meeting, rally, demonstration, procession or picketing).
The head of the local Yabloko was unable to clarify for which part of the article a report was drawn up against Katsiev. Mutsolgov also suggested that the reason for initiating an administrative case was the events of March 27 in Magas, when security forces tried to disperse participants in an open-ended protest against the agreement on defining borders with Chechnya. Then clashes broke out between demonstrators and security forces .
The day before, Katsiev, together with the head of the human rights organization “Mashr” Magomed Mutsolgov and activist Ismail Nalgiev, submitted an application to hold a rally dedicated to the anniversary of the adoption of the law on the rehabilitation of repressed peoples. The rally is scheduled to take place on April 26.
