Baikal: Senator asks Medvedev to allow to build houses on the shore

The head of the Federation Council Committee, Andrei Kutepov, asked Prime Minister Dmitry Medvedev to allow the owners of land plots in the central ecological zone of the Baikal natural territory to build houses there. This was announced on April 18 by TASS, at the disposal of which there is a copy of the letter of the senator.

This territory includes Lake Baikal with islands, as well as the adherent water protection zone and specially protected natural territories.

“I ask you to instruct to consider the current situation, as well as the possibility of amendments to the Decree of the Government of the Russian Federation“ On approval of the List of Activities prohibited in the central environmental zone of the Baikal natural territory ”in order to ensure the improvement of the housing conditions of the preferential categories of citizens and the possibility of building residential buildings for the provided land plots,” Kutepov wrote.

According to him, the central ecological zone of the Baikal natural territory is not assigned to specially protected, but a special regime of economic activity is valid within its borders. The construction of individual residential buildings also interferes with the status of Lake Baikal as an object of the UNESCO World Heritage.

"All settlements within the boundaries of this territory, except for five (Baikalsk, Slyudyanka, Kultuk, Grandmother and Severobaikal), fell under the status of the UNESCO World Heritage Service, which the restrictions on the Land Code of the Russian Federation are extended. As a result, the inhabitants of the Olkhonsky, Slyudyansky, Irkutsk regions (Listiyanka, Big River) do not have the opportunity to build residential buildings on land areas owned by them on the right of ownership or on the right of lease and located within the settlement, ”Kutepov explained.

He added that the owners of the sites pay taxes or rent for them, but cannot use them. Large families in such a situation cannot get another site.
