The Investigative Committee opened a case regarding the public disclosure of the diagnosis of an orphan with HIV in Iskitim

The Investigative Committee opened a criminal case on violation of the privacy of a seven-year-old HIV-positive orphan. He was adopted by a family from Iskitim in the Novosibirsk region.

“According to the investigation, at the end of July 2018, an unidentified person, while in Iskitim, Novosibirsk Region, illegally disseminated information about the private life of a 7-year-old boy about the presence of HIV infection, which constitute his personal secret, among his acquaintances parents,” the Investigative Committee for the Novosibirsk Region reported on April 18, refraining from specifying the possible circle of suspects.

The case was opened under Part 1 of Art. 137 of the Criminal Code of the Russian Federation (violation of privacy).

In Iskitim, a family adopted a boy from an orphanage who began to get seriously ill. It turned out that the child had an HIV infection, for which he had never been examined and for which he had not been treated. The foster family, according to the mother, faced facts of discrimination - the child was denied schooling, and parents were urged to refuse it.

Children's Ombudsman of the Novosibirsk Region Nadezhda Boltenko demanded to check the validity of the refusals to accept an HIV-positive orphan from Iskitim to school. She contacted the prosecutor.
