
In the second round of the elections of the President of Ukraine, Petro Poroshenko scored less than a quarter of the vote, and Vladimir Zelensky - more than 73%. The largest rating in Zelensky in the Luhansk region, and most of all the votes brought him the Dnipropetrovsk region (although Kyiv and Kharkov regions are slightly behind).
Petro Poroshenko admitted his defeat immediately after the publication of the Eccitpol - a survey of voters at the exit from the polling stations. It is believed that this is a very reliable method of sociological research: and however, the two surveys have practically coincided with the results published by the CEC.
Now it remains to wait for the official publication of voting results - this will happen after the vote counts in all polling stations, including foreign ones. No later than 30 days after that, the inauguration of the new head of state will take place.
At the same time, it is worth considering that, in accordance with the Constitution of Ukraine, the president does not have so many powers. The head of state does not form the Government of Ukraine, and the government, accordingly, does not resign after the beginning of the powers of the new president.
The candidacy of the Prime Minister is proposed by the President of the Coalition in the Verkhovna Rada, it is the deputies who are deciding on the appointment and resignation of the prime minister. The composition of the government is formed by the Prime Minister, with the exception of several figures: the President of Ukraine can also offer the Rada his candidates for posts of foreign ministers and defense, as well as candidates for posts of the head of the Security Service of Ukraine and the Prosecutor General.
The Constitution states that the president appoints half the composition of the members of the Council of the National Bank of Ukraine and the National Council of Ukraine on Television and Radio Broadcasting; as well as a third of the judges of the Constitutional Court.
The president is also the supreme commander in chief of the armed forces, appoints the highest command of the Armed Forces and assigns the highest military ranks.
According to the Constitution, the president has the right to dissolve the Verkhovna Rada, but only if she did not form a coalition in a month, did not form a new government in 60 days after the resignation of the old or if no meeting could hold a single meeting within 30 days. In other words, here the powers of the president are more formal.
But, as in Russia, the president can impose a veto on the law adopted by Rada, but the president can only suspend the order of the government order if it does not comply with the Constitution of Ukraine.
Another rather formal role of the president is the appointment of ambassadors and heads of diplomatic missions of Ukraine in other states and organizations.
It turns out that without at least any tangible support in the Verkhovna Rada the president is not capable of. The bloc of Petro Poroshenko, who certainly supported the current president, had about a third of the places in the Rada. The parliamentary elections in Ukraine are still scheduled for October 27 - the political alignment will be fully understood only after their implementation.
