The head of the municipal district of Konkovo ​​in the south-west of Moscow, Sergei Sokolov, was in the situation: since November last year, 10 deputies of the Council decided that he was no longer a head. Of these, six - United Russia and four are former oppositionists.

Only three independent deputies come to the meeting to Sokolov, everyone else gathers in the “secret premises” - they also make decisions on his resignation, the manufacture of a new press and other things. Then they open the cabinet to take the place of the “retired” chapter, try to capture the building of the apparatus and even sue, claiming that they now have a new chapter - only the court refuses them.

Sokolov says that all this, due to his categorical refusal to coordinate the budget of almost 300 million rubles, allocated for the improvement of the district, which, in his opinion, the administration will “saw” for its needs. Only now, the official refusal of the head did not arrange the boss: the budget was agreed by the rest of the deputies at a “secret” meeting, and their decision is already hanging on the website of the council.

“Imagine that the majority will be against Sobyanin in the Moscow City Duma, they will gather in a square and say: but Sobyanin is no longer the mayor, ” Sokolov suggests. - This is the same, only at a small level. If they officially manage to remove me-this is a dangerous precedent: in any district of Moscow, deputies will sit in some cafe, write a decision on a piece of paper with a fake seal-and remove the objectionable chapter.

Sergei Sokolov was elected head of the municipal assembly after the 2017 elections. Then many of those who are now boycotting the meeting voted for him. And the four deputies, who previously called themselves “opposition”, generally crossed into “United Russia”. “What they promised them - I don’t know, but from that moment it all began,” Sokolov recalls. The deputy of the apple tree Dmitry Boldyrev, who supports Sokolov’s dualism in this dual power, says that the strongest pressure immediately went to independent deputies: “Naturally, the money was offered for the review. Well, many people are weak, it was expected. "

Boldyrev says that a very paradoxical situation has developed: “Residents need to install a barrier, and now they contact the apparatus with this request, and the device cannot do anything. And all because of the quorum ( a quorum is needed in 8 deputies to make a decision. - Ed. ). ”

Why did the deputies of the uniforms want to remove from the post of head of Sokolov? It all started in October, when a budget for the improvement of the district for next year fell into his hands - almost 300 million rubles. “I was not interested in coordinating the relay of good tiles and asphalt, but they did not provide an explanation of the council on the council of what exactly this money would be spent on,” says Sokolov. - What do you think, what did this group do at the “alternative” meeting of the Council? I illegally accepted the budget. "

On the website of the council, an order was published on the adopted budget, only by the signature of the acting chapter - Sergey Malakhov (who heads the "alternative" council of Konkovo ​​deputies). It turned out that even in the Unified State Register of legal entities, information was entered that Sokolov is not a person acting on behalf of the apparatus of the Council of Deputies, now this person is Malakhov. Sokolov says that it was possible to make changes only through a certificate of signature by a notary, but the originals of the authorized documents are with himself. According to Sokolov, this is already a crime.

Malakhov does not see anything illegal in this situation. Even about the hacking of the office in a conversation with a new correspondent says this: “Hack? Oh, no. We just tried to open the office of the head of the district so that Sergeyov Sergey Viktorovich could go there. ”

“And since we didn’t have a key, we just opened it.”

The guard called the police, who, according to Sokolov, only spread their hands. As he himself says, all employees of the apparatus, including an accountant, are on his side: “They warn me when Malakhov plans to storm the building and the office. They all wrote a letter of resignation (in case they are shifted), because they will not work with him - they just know that he is wrong. Or they will arrange an Italian strike. ”

- Sergey Sokolov says that you made a decision without him to resign. According to the law, it is impossible.

- Sergey Yuryevich had time to go to court if he believes that his rights were violated. This is a legal procedure for resolving problems in a legal state. But he followed the path of gang concepts, - Malakhov replies to the correspondent of "New".

According to the 131 federal law on local self -government, a group of deputies cannot remove the “unwanted” chapter - in particular, at least he should be granted the right to explain and appeal this decision.

“Malakhov was refused by the court, the Investigative Committee, it is already unknown who else should refuse,” says Sokolov. His colleague Boldyrev sees the only way out - to appoint re -election on a single voting day in September: “This group of United Russia and those who joined them lobbying the interests of the council, not residents. And we can’t do anything, this is a new form of pressure from the district administration, where the opposition won in 2017. ”

“I already told them all: do not recognize me as a chapter, do not, but do it officially.” Drive the procedure for sending me to resign normally - you will have a quorum. The advice will at least work normally, and residents will be able to contact you - now it is impossible to work at all. But they no longer need a legal version, ”Sokolov states.
