Said Bittsoev: I think that the Kremlin, on the contrary, will say thank you for stripping such people if you are talking about corrupt officials or werewolves in uniforms that are delayed today.
In this regard, I had my own experience not very successful communication with security forces, I even went there with lawyer Musaev. We tried on the spot to save Adlan Bitzoev, who was detained in Moscow, abducted, taken to Karachay-Cherkesia, and charged a very difficult article. I tried to intervene in this process. Perhaps there were some reasons to detain, but we are talking about the fact that the investigation methods were just 1937. I repeatedly called the names of people who tortured Adlan Bitzoev. After my publications, they were even more hardened, because in Karachay-Cherkessia at that time there was no legal right, there was no objective investigation. During the interrogation, the investigator picked up the drill and tried to pierce his knee. This is the simplest thing they did. There were repeated beatings, four were tied to the chair, he was inclined to admit that he did not consider himself guilty of.
Mikhail Sokolov: Timur Betuganov just headed the Center “E” to combat extremism in Karachay-Cherkessia, so the tradition is difficult there.
Said Bittsoev: As for the latest detainees, this is just one of the episodes that have been in the last 5-10 years in Karachay-Cherkessia. The central press wrote a lot about them, but nothing changed. The new Minister of the Interior Casimir Batashev, a well -known military man, representative of Moscow, came there, but even he could not restore order. They all follow the principle adopted in our power structure: if someone is mistakenly detained by the police, then there is no return, they no longer let go. Perhaps a person has some reasons for detention, but after it is detected, a person must be released. No, if they let go, then they committed the detention illegally, therefore, this group of persons should be punished. Everyone is powerless before the system that has developed in Karachay-Cherkessia at that time.
Mikhail Sokolov: And on the other hand, it turns out that the same Arashukov and his friends covered senior officials, covered from accusations of organizing various murders. One torture, and other impunity.
Said Bittsoev: The problem is that people who have a lot of money can get away from any punishment for any crime. Unfortunately, in recent years, this practice has developed, including the KCR. I repeatedly met with the head of the republic Rashid Temrezov, he, to his honor, accepted me, listened to me, tried to help in this matter. But, apparently, his hands did not reach to intervene. Still, the power structures, in principle, are little obeyed by local chapters, they have with rare exceptions direct subordination in Moscow. They proceed from the principle that indicators are needed. An indicator means that the more planted people, the better for reporting.
Mikhail Sokolov: And so that there are no acquittals.
Said Bittsoev: An acquittal is nonsense, it is impossible in the modern system. Although as we have repeatedly mentioned, even during the time of Stalin, from 10 to 15% of criminal cases ended with justifying sentences.
Mikhail Sokolov: But not for political affairs, of course, according to the usual.
Said Bittsoev: Now this figure is 0%. Of course, we understand that any person is inclined to errors, let's go back and let go of a person if he is innocent. No, if you let him go, then the epaulettes of these officers will fly. These people are trying to bring the case to court, and the court always goes to the investigation.
Mikhail Sokolov: Valery, what, in your opinion, is happening in Karachay-Cherkessia now? Indeed, why did Arashukov, their clan, was not at some time and suddenly it turned out that the most large theft from the North Caucasus branch of Gazprom went on, charges of custom-made murders? How are such stories, in your opinion, come up and why now?
Valery Dzutsati: I will remind you that, firstly, the murders of which Arashukov accused occurred about 10 years ago. They were talked about quite a lot and persistently in Karachay-Cherkessia, things did not move. I agree that people in the North Caucasus would be happy if they saw the restoration of legality, establishing more fair rules of the game, planting corruption figures, and so on. The only problem is that it is not entirely clear that he will replace. It seems good that people who can be involved in some crimes are planted, all the more so serious.
It was weak that Gazprom did not know anything for 30 years what was happening in the North Caucasus, given that the Arashukov clan was known outside the region. Somehow it is not entirely clear why the cleaning has begun right now. I think this is part of a wider trend in the North Caucasus, in which Moscow more and more wants to participate in local affairs. If about 10 years ago, most regional leaders were more or less free in their local affairs, now there is no such freedom. This applies not only to bad deeds, but also good. This is a general trend in continuing centralization in the Russian Federation.
Mikhail Sokolov: There is another example - Dagestan, General Vasiliev as President Dagestan. There are really massive investigations of different actions, almost the entire elite changed, which was under the previous leaders of this republic. In your opinion, there are risks when the government sends such an governor and he changes a whole layer. There, the former chairman of the government of Dagestan Hamidov, his deputies, the former Minister of Health - this is all arrested. Convicted ex-mayor Makhachkala Musa Musaev. Arrested by Magomed Suleimanov, a former speaker of the People’s Assembly. The brother of Abdulatipov, the former head of Dagestan, is also under the investigation, there are fraud with fake certificates by which people received money from the state in disability. Does such a removal of the entire upper layer of the elite do not rock the situation?
Valery Dzutsati: It seems to me that you very correctly noticed that there is such a risk. On the one hand, the locals probably like it when they plant corrupt officials, put things in order. But the problem is that if high, honest people from Moscow came to the local villains to replace, from other regions and put things in order, it would be one. Moreover, if the standard of living of the local population rose, this would have caused positive emotions. But the problem is, okay, we removed a layer of bad people, and who is replacing them? There is no answer to this question at the moment. We do not see any technocrats, effective managers in nature, at least for now. People in the Caucasus see that their leaders, bad or good, are being removed, they are replaced by leaders from the outside or the same locals, as a result, their life does not change for the better. That is, not only that they lose representativeness, but at the same time their pocket does not become thicker from this. That is, in the end, they still lose, getting nothing in return. This, of course, is the risk of discontent, creeping, but quite serious.
Mikhail Sokolov: Sergey Aleksandrovich, in your opinion, have you been engaged in the North Caucasus and the Caucasus for many years, does the federal center have some kind of whole policy against this region? I remember that about 6 years ago the concept of development was accepted, beautiful words said - modernization, cluster. Any of this came out or it turned out, as often happens in Russia, zilch?
Sergey Harutyunov: That's exactly how it often happens in Russia, as a rule, as almost always in Russia, all this is really a zilch. A young beginner comes to business, he is honest, he is decent, he is trying to do business decently, he tries to be honest, sees that nothing comes of it. Gradually, he will first roll the willy-nilly on the methods of the gray economy, then to the methods of a dark gray economy, then to completely criminal methods.
The official or some silovik also comes to work, at first he is full of enthusiasm, honest, fundamental. It doesn’t work out a little more and more here, it doesn’t work out more there, he begins to use methods, in the end it becomes such an executioner, satrap, a man of arbitrariness, a frost, ultimately a werewolf in uniform.
This process is a universal, universal process. This is not only in the Caucasus, this is in all of Russia, and not only in Russia, in almost all other countries like this. But in other countries there are some mechanisms and some traditions of tracking this.
In medieval Japan, it consisted of more than 200 principalities, the princes had a rather great power in their principalities. But along with this, people were appointed from the central ruler, from the segun, the so -called "attached eyes", that is, residents who did not particularly intervene in the management affairs, but make sure that the prince did not bite the bit, would not exceed their powers. When such a threatening situation was created, they gave a signal, and the central government intervened and could intervene quite hard. Unfortunately, we do not have such an institution.
Mikhail Sokolov: There are inspectors, there is a federal district. In general, there is a feeling that some republics of the North Caucasus are not controlled by their presidents or leaders, but by these very inspectors or representatives of Moscow.
Sergey Harutyunov: The fact of the matter is that the inspector should not interfere in the little things. The inspector should not replace the local ruler of any level. But the inspector must ensure that this ruler, who may be mistaken in something, may have some small errors, but if these errors begin to go beyond a certain line, then he must intervene. There is such a system in well -controlled countries, but we do not have it. Our security forces should, or rather, our central government should first of all take care of that the security forces and all sorts of rulers endowed with special powers to learn how to reverse. Our all organs are categorically deprived of reverse in their gearbox. They can turn on the first speed, turn on the second, fifth speed, and they do not know how to turn on the reverse speed, they seem to do not have it. This is what is needed.
Mikhail Sokolov: There are, as it were, two extremes: on the one hand, the story with Dagestan, where General Vasiliev is appointed, a representative of Moscow, who never worked in Dagestan, he arranges a lot of cleaning there. And the other extreme is Chechnya, who lives absolutely his own life, where Ramzan Kadyrov does everything he wants, with rare exceptions, he is corrected a little, as in history now, for example, with gas, when they did not want to pay completely and set a bad example to other Russian regions, they once play this story. Can some kind of golden mean or Moscow be found between these two things, on the one hand, to put his governor directly in Dagestan, and on the other hand, to leave some territory in a position, I would have made a parallel with the Khiva or Bukhara Khanate in the Russian Empire of the late XIX-early XX century, when only some very obvious villains were suppressed?
Sergey Arutyunov: Different things. In the first case, when some is appointed, at one time, when there was not a tired position in Karabakh, as it is now, but now it cannot be called perfect, but it somehow accepted certain features, there was a moment when direct management from Moscow in Karabakh was assigned. As a matter of fact, I was among the people who proposed this measure, we offered it in May 1988, and it was realized only in early 1989, so it did not give special results. But in principle, such things are necessary. It is in certain cases that it is necessary to really appoint a person who is not connected by corruption or some other connections, not connected by circular guarantee and related relations with local businessmen, a person who could pursue an impartially fair and law-abiding policy who would not allow lawlessness, when local figures cannot be entrusted for some reason.
Another is the provision of complete autonomy, which is used, by general opinion, Ramzan Kadyrov, is worse, because there are no “attached eyes” there, but they should be. Every local ruler should have his own government, he must be corrected. And if he is defiled, then he must be shifted and replaced. Here is the answer to these questions.
Mikhail Sokolov: Said, which option is better, is there any kind of golden mean between Chechnya and the current Dagestan? In the same Karachay-Cherkessia, there may be the same Temrezov with whom you communicated, Moscow will have to change. By the way, such information is now popping up in all sorts of pro-Kremlin telegram channels that he will be resigned by the fall. What would you advise in such a situation?
Said Bittsoev: We started with the fact that the people living in the Caucasus would say thanks to the Kremlin and personally to President Putin, if there were more these landings if the corrupt officials were detained if the criminals were delayed, and they would not put them in high chairs. This has nothing to do with Karachay-Cherkessia, nor to Chechnya, nor to Dagestan. I generally and generally speak, because the people living in the Caucasus lives very poorly. There are no jobs in the Caucasus. Caucasians are not very different from another population of Russia, only some kind of character traits, perhaps the temper is excessive. The Caucasus is very much in demand today, including justice. If there is the right approach of the Kremlin in choosing applicants, then, of course, the population will say thanks.
As for Temrezov, I will be sorry if he is replaced. This is a rather open, rather democratic head of the republic. He repeatedly held meetings, conferences with the local press, does not press it, does not criticize it, including bloggers regularly collecting it, as if trying to find out the pulse of the thinking of this people, the pulse of the life of these people. A very good leader compared to other chapters we know. As for the elections, of course, the elections of heads of republics, regions, areas should be more open, more transparent, more democratic. But in this case, the people themselves would choose, then there would not be these questions that you are talking about.
Mikhail Sokolov: And then he would correct his mistakes in other elections.
Said Bittsoev: Sergey Alexandrovich told you that there should be mechanisms that control any chapter when some mistakes occur.
Mikhail Sokolov: Of course, the federation should be built in a more complex scheme. We mentioned the economy casually, but it seems to me that this is also a very important point. When this concept of the development of the North Caucasus was discussed 5-6 years ago, there were hopes for some investment, to improve the image, for everything else. Today I looked, suppose such a project was to build a Caspian sheet glass plant in Dagestan, the largest enterprise, and large investments. И знаете, что получилось, удивительная история: в 2013 году его запустили, команда Керимова, кредит Внешэкономбанка, крупный производитель, рабочие места. 2018 год, директор завода задержан по подозрению в мошенничестве, завод потерял 38 миллионов рублей. 2019 год, процедура банкротства против этого завода, работу потеряют около 500 человек. Началось красиво, а кончилось не очень хорошо. Во многих других проектах, которые так раздувались, что-то похожее. Почему ничего не получается в таком интересном регионе, на туризм рассчитывали, тоже, мягко говоря, не очень много успехов?
Валерий Дзуцати: Я напомню, в 2010 году Александр Хлопонин еще предложил развить туристический кластер. Уже прошло 9 лет, что-то было сделано, но некоторые эксперты говорят, что лучше этого не делали бы, лучше дали бы местному мелкому бизнесу развиваться. Если позволите, я хотел бы очень коротко ответить на предыдущий вопрос, вы говорили об этом балансе между полной автономией, как якобы в Чечне, и совершенно неавтономное существование остальных республик Северного Кавказа. Я бы сказал, не надо путать автономию персонально Рамзана Кадырова, назначенного фактически Москвой в Чечню, и автономию чеченского народа или автономию Чеченской республики. Рамзана Кадырова фактически назначила Москва и предоставила ему все полномочия. То есть он устраивает Москву, как в свое время, вы упомянули хивинского эмира, до поры до времени, когда он сыграет свою роль, я думаю, что ему придется уйти, если не уйдет, его очень сильно попросят, и он согласится. Так что, мне кажется, не стоит из этого раздувать, это искусственно раздутая ситуация, что якобы Кадыров имеет суперполномочия. Да, до какой-то степени, а именно до той степени, до которой ему позволяет Москва.
Михаил Соколов: Опять же интересно, я сегодня посмотрел новости оттуда, в Шали открыт новый ипподром, 23 гектара, в Грозном строится самый большой ипподром на Северном Кавказе, при этом 56% жителей республики находятся на пороге бедности, вплоть до того, что им не хватает денег на еду, а бюджетники переводят на благотворительность в обязательном порядке 10% своих доходов. Фактически это еще одна коррупционная система, до которой просто Москва не хочет дотягиваться. So is it or not?
Валерий Дзуцати: Да, конечно, это так. Надо учитывать, что Чечня – это особая республика послевоенная, до сих пор это сказывается на ситуации. Рамзану Кадырову прощается многое именно потому, что ему вменяется в заслугу то, что при нем ситуация стабилизировалась. Другими словами, она стала похожа на кладбище во многом. Если вы посмотрите на центральные улицы Грозного, они очень часто пустые, люди не ходят – это как Северная Корея в каком-то смысле, если вы видели картинки из Пхеньяна. Поэтому это особая ситуация. В других регионах Северного Кавказа выборов губернаторов или глав регионов нет фактически с 2004 года. Если вы помните, в 2004 году выборы были отменены. Затем в 2012 году выборы вернулись во все регионы Российской Федерации за исключением северокавказских республик. В Чечне они формально существуют, но там тоже практически нет выборов. Почему только на Северном Кавказе до сих пор нет прямых выборов глав регионов? Если вы вспомните о том, как "Единая Россия" и губернаторы, назначенные или поддерживаемые Кремлем, стали проваливаться в последнее время в России, то несложно догадаться, почему на Северном Кавказе нет до сих пор выборов. Дело в том, что манипулятивная техника, которая используется Кремлем, не работает на Кавказе так, как в других территориях Российской Федерации. Именно из-за этого до сих пор на Кавказе нет прямых выборов.
Михаил Соколов: Давайте дадим слово Григорию Шведову. Григорий, я хотел вас спросить, какая сейчас ситуация с соблюдением прав человека? Все-таки на многих территориях было бандподполье, была война в Чечне, много всего разного. Сейчас ситуация хотя бы несколько ухудшилась или то же дело Аюба Титиева, которое было в центре внимания длительное время, – это такой стандарт поведения, фабрикация дел с подбросом наркотиков и так далее?
Григорий Шведов: Ухудшилась ли ситуация либо дело Оюба Титиева? Конечно, вопрос не подразумевает никакого "или". В сфере борьбы с терроризмом ситуация значительно изменилась в лучшую сторону. Мы на "Кавказском узле" считаем еженедельно все потери всех сторон, мирных жителей, боевиков, всех, кого называют боевиками, сотрудников правоохранительных органов. Если смотреть в динамике последних пяти лет, а у нас данные за больший период, то мы видим значительное сокращение числа жертв по всем категориям, значительное сокращение числа самих инцидентов, самих атак боевиков. И даже с учетом всех сведений, которые у нас есть по сфабрикованным делам, когда в результате контртеррористической деятельности задерживают, убивают ни в чем неповинных людей, по всем сведениям, которые есть у нас, ситуация значительно улучшилась. В сфере борьбы с терроризмом Северный Кавказ представляет совершенно другие реалии, чем то, что мы видели во время подготовки к Олимпиаде, например. Но, к сожалению, проявления терроризма все равно есть, даже взрывы смертников в Чечне, например, атаки боевиков. Мы видим молодое подполье в Чечне, в частности и в первую очередь. Но это совершенно другие реалии.
Если говорить про тему нарушения политических и гражданских свобод, не про терроризм, то здесь, конечно, ситуация тоже изменилась. В первую очередь надо сказать, если говорить о динамике, многие активные организации просто перестали работать, созданы условия, при которых они работать не могут. Так произошло в большинстве регионов Северного Кавказа. Мы должны понимать, что это не только Чечня, где на фоне дела Оюба Титиева практически прекратил свою деятельность "Мемориал", Комитет против пыток давно уже до этого был выдавлен из республики. Мы видим, что и в Дагестане местные организации уже давно не работают. В Северной Осетии еще существуют организации, но они отнюдь не так заметны и не так публичны, как это было раньше. Так что ситуация, по крайней мере, не такая однозначно черно-белая. Мы видим, что преследуют журналистов, наш собственный журналист Жалауди Гериев получил срок по сфабрикованному делу о наркотиках и сейчас находится в Чернокозово. Тем не менее, есть и другие тенденции, другие процессы. Да, не расследуются дела по громким преступлениям, таким как уничтожение офиса Комитета против пыток в Чечне, сожжен был офис "Мемориала" в Ингушетии, нападение на руководителя "мемориальского" офиса в Дагестане, тоже несильно преуспели в расследовании таких дел.
Но, конечно, на этом фоне нельзя сказать, что все выглядит совсем мрачно, какие-то журналисты, блогеры, какие-то организации все же могут работать в регионе. Только не соглашусь с вашим спикером, который хвалил Темрезова и говорил, что он замечательно прислушивается к блогерам. Наверное, к кому-то прислушивается, есть и вскормленные блогеры, но, конечно, очень известен был и даже вышел за пределы региона скандал с блогером и депутатом Чикатуевой, публикации которой вызывали невероятный шквал критики самого Темрезова. Остается нам проследить, как закончится дело Чикатуевой в Карачаево-Черкесии.
Михаил Соколов: Григорий, есть исследователи, например Ирина Стародубровская, которые считают, что гражданское общество на Северном Кавказе более активно и зрело, даже чем во многих российских, центральных российских, скажем так, регионах. Как в свете этого заявления вы воспринимаете те протесты, которые были в Ингушетии, а сейчас там начались репрессии?
Григорий Шведов: Это вопрос о том, как трактовать понятие "гражданское общество". Потому что если мы, например, понимаем, что у нас за пределами Северного Кавказа гражданским обществом считают в первую очередь общественные организации, может быть иногда инициативные группы, не считают, например, какие-нибудь православные общины, которые как-то действуют коллективно, добровольно, могут благоустраивать жизнь вне храмов, то на Северном Кавказе наоборот традиционно разные уммы в регионах будут представляться как такой активно действующий элемент или актор гражданского общества. Когда мы видим, что в каких-то горных селах эти люди собираются не только в мечети, но и могут построить дорогу, в каких-то местах как-то иначе они действуют, за пределами своих религиозных убеждений проявляют ту или иную активную общественную позицию. То есть вопрос трактовки.
Действительно на Северном Кавказе самоорганизация бывает часто прекрасно представлена, но далеко не всегда она выходит дальше каких-то низовых инициатив, связанных с конкретными насущными вопросами.
Если говорить про активистов в Ингушетии, которые действительно сейчас подвергаются давлению, мы считали на "Кавказском узле" про несколько десятков задержаний за первые полторы недели, сейчас новые задержания пошли в Ингушетии. Мы увидели, что если осенью 2018 года Ингушетия продемонстрировала невероятный потенциал самоорганизации граждан, власть проявила себя очень умеренно и не жестко, то к весне 2019 года ситуация кардинально поменялась. В этом смысле остается открытым вопрос, проявит ли себя гражданское общество как-то в этой ситуации.
Я думаю, что в Ингушетии, как вообще в целом в России, нет никакого полноценного развитого гражданского общества, которое бы включало в себя разные институты, но есть какие-то элементы. И пока мы не видим достаточной солидарности, достаточной самоорганизации со стороны десятков тысяч простых ингушей, которые приходили на митинги и которые поддерживали своих спикеров, поддерживали своих организаторов, активистов. Сейчас, когда они подвергаются давлению, кстати, я не все это давление назвал бы репрессиями, есть действительно отдельные истории незаконных применений силы, но их не так много, в большинстве случаев, насколько я знаю, обыски и задержания проводились корректно, несравнимо с тем, что происходит, например, в Чечне.
То есть мы не видим достаточной самоорганизации на данный момент, когда десятки тысяч, а может быть мы говорим про 150 тысяч человек, которые в разное время появлялись на митингах, мы не видим, чтобы они как-то попытались помочь своим коллегам, с которыми они вместе стояли на площади, действия которых они разделяли, поддерживали, способствовали им.
Михаил Соколов: Я обращусь к Сергею Арутюнову: на ваш взгляд, гражданское общество, мне кажется, оно все-таки есть в регионах Северного Кавказа, способно ли оно выдвинуть какую-то новую элиту на смену той, которую сейчас как с супа снимает пену Кремль то в одном, то в другом регионе Северного Кавказа? Или придут все те же люди, наследники, скажем прямо, коррупционеров?
Сергей Арутюнов: Как раз показателен пример Ингушетии. Ведь в Ингушетии все эти акции протеста выполняла в основном не молодежь, люди среднего и старшего возраста перегораживали дороги, стояли в пикетах, выходили на улицы. Там был сдержанный протест, в рамках приличия, без буйства, свойственного молодежным протестам, как раз в рамках кавказских традиций такого достоинства и спокойствия. В отношении Ингушетии была проявлена несправедливость: урезали маленького, передали большому. Конечно, люди, которые неоднократно терпели унижение и ущерб со стороны власти, родовые, традиционные, священные земли которого все более и более отрезались, я имею в виду и Пригородный район, и многие другие кусочки по краям Ингушетии, они вызвали такой хорошо организованный протест. Но он хорошо организован был потому, что в основе этого движения стояли зрелые, умудренные, пользующиеся авторитетом люди. Я боюсь, что просто с ходом времени, когда эти люди будут уходить из жизни, а вступать в активную жизнь будет молодежь, это гражданское общество старого традиционного типа, базирующееся на авторитете старших, будет размываться, потеряет свои основные характеристики позитивные, в чем состоит его сила, и будет более хаотичным, более эмоциональным, более разнузданным и потеряет право называться гражданским обществом.
Михаил Соколов: Этак вас послушают в Кремле и скажут: ну точно там выборы не надо проводить, а то общество находится на Северном Кавказе в процессе трансформации, резкие сдвиги, депрессивная экономика, высокая безработица, они там такого понаделают, что ни в коем случае не надо им давать те права, которые есть у российских регионов. Хотя тоже, конечно, урезанные выборы губернаторов с фильтрами.
Сергей Арутюнов: Да, в значительной степени так оно и есть. Но есть методы, по которым можно канализировать это недовольство молодежи, молодежную активность. Северный Кавказ, во всяком случае некоторые его части, – это регион с молодым населением, там высокая рождаемость, там количественное преобладание молодежи больше, чем в других регионах Российской Федерации. Есть пути как-то занять эту молодежь, куда-то направить ее энергию, но этими путями не пользуются. Неконтролируемый выброс эмоциональный может приводить к таким нежелательным, во всяком случае для власти и силовиков, весьма нежелательным последствиям.
Михаил Соколов: Сергей Арутюнов такой пессимист, а вы видите появление какой-то новой элиты, необязательно совсем молодежной, но такого среднего слоя, который мог бы все-таки сменить традиционные элиты, на которые опиралась Москва десятилетиями, слипшиеся с каким-то серым бизнесом, коррумпированные, то, к чему мы все привыкли там?
Валерий Дзуцати: Я думаю, что да, безусловно. Кстати, напомню, что о выборах нужно думать как о своего рода механизме канализации недовольства и протеста. Напомню, что Евкуров в Ингушетии занимает третий срок на своем посту. В августе прошлого года в Ингушетии собирались протесты, они собирались сигнализировать в Москву, что пора Евкурову уходить, в Москве к ним не прислушались. Я думаю, что если бы сменили Евкурова, протестов можно было бы вообще избежать в Ингушетии. Я считаю, что элиты есть. Надо учитывать, что советского периода элиты уходят в прошлое постепенное, фактически они уже сейчас ушли, можно сказать, им на смену идут люди, следующее поколение, у которого сознание не так замутнено вот этими комсомольско-партийными идеологемами, которые ничего на сегодня не значат.
Михаил Соколов: Подошло время показать опрос. Мы его, конечно, делаем в Москве, не на Кавказе, но тема коррупции, похоже, волнует всех, в том числе и в столице.
Poll on the streets of MoscowМихаил Соколов: Саид, что вы скажете, ждете ли вы каких-то протестов на юге России в связи с коррупцией, в связи с экономическим положением сложным или все будет так, то в одном месте чуть-чуть, то в другом, как в Ингушетии сработало?
Саид Бицоев: Люди, которые выступали, в принципе они сказали все действительно так, та картина, которая сегодня есть в стране, есть она и на Кавказе. Поэтому я не вижу, что есть поводы для крупных волнений. Конечно, Кавказ был бы рад, если бы по справедливости вели борьбу с коррупцией, на места назначались бы люди, которые более профессионально подготовлены к своим постам, а такие люди есть из молодых. К сожалению, мы видим обратный результат, когда приходят одни и те же люди, по тому же кавказскому кластеру заметно. В стране в целом есть коррупция, это нам и космодром Восточный показал, это питерский стадион показал, Большой театр показал, очень много коррупции в стране, очень большие деньги. Недавно Татьяна Голикова сказала, что нецелевое расходование бюджетных средств составляет около 780 миллиардов рублей. Это колоссальная коррупция, с этой коррупцией надо с самого верха бороться, не ограничиваться наказанием стрелочников.
Михаил Соколов: Я бы еще заметил, что не хотелось бы, чтобы это было сведение счетов, когда те же силовики, а они это очень любят, нападают то на одного олигарха, то на другого, чтобы чуть-чуть уменьшить его состояние в свою пользу. Это мы тоже видим и на юге, про Гуцериева какие-то разговоры пошли, что его выдавливают из России. Будем следить за происходящим, много всего интересного.
