According to investigators, at the end of 2009, the accused joined a gang led by his brother Rafael Ismailov. Then, in August 2010, he and other gang members participated in the murder of a taxi driver and the theft of his car. Then the car was left near cafes and residential buildings in Pyatigorsk, with an improvised explosive device installed in it. On August 17, an explosion occurred, which injured 46 people.

In September, members of the same gang killed another taxi driver and stole his car. An explosive device was also installed in it, and the car was parked near a cafe in Stavropol. Then the gang members also planted an explosive device near the cafe. However, the devices were damaged during transportation and the terrorist attack was foiled.

In 2012 and 2013, four more gang members received sentences ranging from 16 to 24 years in prison. The criminal prosecution of two people, including Rafael Ismailov, was stopped due to their death. Two more are awaiting trial.
