Governors will compete for 20 billion rubles

The assessment of the work of governors will influence the distribution of the annual 20 billion rubles to the regions, but they will not punish people for failing to meet new performance indicators, Economics Minister Maxim Oreshkin said.

“The system is designed to reward, not punish. Those who are at the top of the list will receive a large share of the 20 billion rubles. In the case of investments, for example, these are the amounts that are needed there and can change something. Half a billion for the region can be a good addition to the regional budget. We are counting on positive, not negative motivation, ”Oreshkin explained in an interview with Kommersant .

On April 26, President Vladimir Putin signed a decree "On assessing the effectiveness of the activities of top officials of the constituent entities of the Russian Federation." It contains 15 criteria by which the work of the heads of regions will be evaluated. The first on the list is the indicator of the level of trust in the authorities. According to Oreshkin, these indicators "are measurable, they are not artificial, they are obviously important to society, and not to any part of it, and are understandable to him."

“There is one “political” indicator on the list, and it verifies the other 14. If the quality of education, the environment, health care, the labor market improves, then this one should also improve, if their dynamics go against, it means that something is wrong, it is necessary understand why the perception of such a policy is such. Of course, there can be no 100% correlation,” the minister noted.
