The European Court of Human Rights found that Russia violated five articles of the Convention of Human Rights (ECHR) in relation to the coordinator of Alexei Navalny’s headquarters in Kazan, Elvira Dmitrieva, who was detained and fined because of the “He’s not Dimon for you” campaign. This is reported by “Apology of Protest”. The decision was published on the court's website.
The court ordered Russia to pay €15,300 for violating Articles 11 (freedom of assembly), 10 (freedom of expression), 5 (freedom of movement), 6 (fair trial) and 13 (lack of effective remedy) of the ECHR.
Dmitrieva was the organizer of the “He’s not Dimon for you” event, which took place on March 26, 2017 in Kazan. The day before the event, a protocol was drawn up against her regarding the organization of an action without filing a notification (Part 2 of Article 20.2 of the Code of Administrative Offenses) because of a post on social networks dedicated to the upcoming event.
After the action, Dmitrieva was detained and reports were drawn up against her regarding the organizer’s violation of the rules for holding a public event (Part 1 of Article 20.2 of the Administrative Code) and disobedience to the police (Article 19.3 of the Administrative Code). In total, the coordinator was fined 11 thousand rubles, and in addition, she was assigned 20 hours of compulsory work.
UPD On September 10, Russia appealed the ECHR decision to the Grand Chamber, but it considered Russia’s claims to be unfounded. The ECHR decision has entered into legal force, and now the Russian Federation is obliged to pay Dmitrieva 12,500 euros. According to the decision of the European Court, Russia will pay another 2,800 euros to the lawyers representing Dmitrieva at the ECHR. This was reported in the “Apologies of Protest” telegram channel .
- On September 9, protests against raising the retirement age were held in many cities across the country. In total, according to OVD-Info that day were detained , more than 1,200 people . In Kazan, 22 people were detained at the protest itself. Many coordinators and volunteers of Navalny’s headquarters, including Elvira Dmitrieva, were detained and arrested before the rallies.
