Russian President Vladimir Putin signed a law on the isolation of the Russian segment of the Internet. The document is posted on the legal information portal.
The law will come into force on November 1, 2019. A number of its provisions, including those on the national domain name system, will come into effect in 2021.
The State Duma approved the law on April 16, the Federation Council on April 22.
- The second reading of the bill on isolating the RuNet in the State Duma was held in violation of procedure. The name of the speaker Vyacheslav Volodin was on the list of voters, although he was not in Moscow. Volodin's representative explained this as a mistake by the State Duma staff.
- Senator Lyudmila Narusova stated that a technical error occurred during the vote on the law on isolating the RuNet in the Federation Council, and her vote was counted as "For", although she voted against. Later, the Federation Council corrected the result of Narusova's vote.
