
In the south-east of the Moscow region near the Kurovskaya station, from the beginning of spring, the protests of local residents continue due to the planned construction of the “waste processing complex”. The protesters are sure: the KPO will actually turn out to be a giant dump, for which 36.5 hectares of forest will be cut down. The authorities talk about the emergence of new jobs and promise that they will not allow the construction of the KPO until all the examinations are carried out.
Meanwhile, residents of almost 30 villages, located closest to the place of the alleged construction of the KPO, write appeals to the president, shoot a video about the unique nature of their native places and stand up to a live shield in front of a multi -ton technique, which began to carry out survey work in the forest.
The correspondent of Novaya met with the defenders of the forest and found out how the protest came out of the forest.

This winter, a huntsman from the village of Ilyinsky Pogost (with a population of a little more than one and a half thousand people) Alexei Fedorovich Marugin spent fifteen moose 2.5 tons of wheat, 600 kilograms of salt and 2 tons of apples for feeding. There are no more moose in the three nearest areas, so Alexei Fedorovich is very proud of her.
The huntsman fed the moose not one - he managed to interest this important matter of Ilyinsky schoolchildren. Children went to forest feeders with Marugin on his Buran. During each of these sorties, Alexei Fedorovich told schoolchildren about rivers, who take the origins in their native forest (there are four of them at once-the Nerskoye with the tributaries of the Guslits and the Suchesses and the Navigovka river, about animals and birds that live or stop on vacation (all cannot be counted-red-black owls, red-chipped black Woodpeckers, beavers, muskrats, grouse, gray cranes, storks, foxes, hares, roe deer), about mushrooms and berries, which in the summer in their native forest come to collect half-Moscow. And everyone is gaining full baskets!

Neither Alexei Fedorovich, nor his Youngs, nor at all any of the inhabitants of the Ilyinsky graveyard and neighboring villages then knew that the administration of the Liki-Dulevsky city district had already decided:
In the center of the almost centennial forest to build a huge complex for waste processing of 36.5 hectares and a garbage plant.
“I’m not sleeping all night, you won’t believe it: my head is already like that,” Alexei Fedorovich shakes his hands over his head with big crooked fingers. - My wife says to me: "Drink a little." I drank yesterday and hung until one in the morning - one trash in my head, one trash. Why did they do everything with quiet sapa? We live in Russia! He sincerely perplexed.

We are sitting with a huntsman in the courtyard of Olga Basatskaya and her husband Vladimir in Ilyinsky Pogost. Olga, Vladimir and Alexei Fedorovich are members of the initiative group in the fight, as they themselves say, "with the raider seizure of the forest." The struggle for its forest with its state rallied the inhabitants of almost three dozen villages, so such meetings with a discussion, as the village, “general trouble” say, is now not uncommon. Most of the newly -minted eco -activists have been living in these parts for decades. They work, grow children, break the gardens and take care of the gardens. So my interlocutors - they are now the three of them, opposite me on garden swings. Dressed in a simple way. On Olga - a short -haired woman middle -aged with a bright manicure and hut - dusty shoes, orange pants and a black jacket. On Vladimir - a man with a gold chain on a wide neck - a light shirt, shorts and sandals. Alexey Fedorovich looks like a real huntsman, you won’t confuse - a blue T -shirt tucked in camouflage pants, a cap, glasses.
Everyone smokes inexpensive cigarettes, hide behind their hands from the bright sun.
“General trouble” came to these lands in early March, when local residents learned about public hearings on the approval of the new general plan of the Liki-Dulevsky city district.
In fact, public hearings were on February 12 (I found the February resolution of the head of the district on the holding of a public hearings in 143 settlements on the website of the Liki-Dulevsky city district), but the people did not know about them, according to local residents.

“Nobody personally notified us, there were no ads,” Olga Basatskaya tells me, swaying on the swing. - We learned about them by accident: my neighbor, pensioner Volkova Galina Ivanovna, walked on March 4 in the village, saw a lot of cars near the recreation center and went. And she told us. We went to understand and saw that the general plan of the settlement is approved. On the plan in the center of the forest there is a burgundy spot and another square with pipes.
"What is it?" - We ask. They said: there will be Disneyland. So they said: Disneyland! They just considered that the village was an outliving story. That there is no one here. And there are people. A lot of people.
Alexey Fedorovich, like a neighbor Basatskaya, also got to those hearings - “I found out through the third hands and came”:
“The hearings were on the phone,” says the huntsman, cursing tightly. - They called only those who they needed. And they told me: "You will open your mouth - you will be left without work." Where can I work? And where to live? And I have grandchildren.
“They” are representatives of the local authorities. And first of all, Andrey Yuryevich Buyanov - acting Heads of the Likino-Dulevsky city district. “In the person of such Buyanovs, the whole vertical of power is discredited,” Olga tells me.

According to the conclusion based on the results of a public hearing published on the website of the Liki-Dulevsky city district, more than six thousand people visited these hearings. Of these, according to this document, 14 made the requirements for the administration on the ban on the construction of the KPO.
Near the texts of these requirements are cynical signatures: “take into account”.
Of course, they did not start to build Disneyland in the forest - a burgundy spot on the general plan turned out to be a CPO size of 52 football fields, and a square on this spot - a future garbage engineering plant. 36.5 hectares of forest, apparently, should just cut down. This is a large area - the locals are sure that the garbage will be carried from Moscow: "Let's clean Moscow, and let the suburbs suffocate?" - Olga asks me.
The general plan was refused to coordinate the officials of the Ministry of Natural Resources and Rosleskhoz-for example, they asked the Liki-Dulevsky authorities to submit documents that disputed lands are not related to the lands of the forest fund and that there are no protected areas on these lands. Also, the officials of the Rosleskhoz demanded that the authorities competent documents for this land. I managed to find out that the land allocated under the KPO in the forest does not belong to the state flesh - by papers this is a real island in almost 36.5 hectares in the middle of the Goslesontovsky land. It so happened due to the fact that in the 90s this land was divided into subsidiaries and distributed to members of the state farm-among the forest there are meadows that state farmers used in Soviet times for personal purposes. Over time, part of the state farmers sold their share for nothing, some abandoned them - in general, they did not need the earth in the forest. All this led to the fact that over time, this territory was determined in the category of lands of unlimited state property. These are territories that are not owned by citizens, legal entities or municipalities and, according to the Land Code, local authorities can dispose of such land without title documents. Although 36.5 hectares on the general plan in accordance with the territorial planning scheme of the Moscow region are called the “transit territory”. (These are such natural territories with a special nature management regime, according to which, for example, animals migrate to wintering and reproduction.)
In a word, despite the conclusions of the Ministry of Natural Resources and Roslekhoz on the general plan, at the end of March bulldozers came to the forest and began to clear the way to the future construction. And the ministries were powerless, and probably did not really want to interfere.

Meanwhile, on September 4, 2018 (that is, even before all public hearings and approvals), the administration of the Likino-Dulevsky city district issued permission to “conduct engineering surveys” and “implementation of geological study of the subsoil” LLC Khartia. This company, belonging to 60% of the son of the Prosecutor General of Russia Yuri Chaika, should engage in the construction of the KPO in the forest. In the meantime, the "Charter" conducts "geological surveys", which he herself orders.
By the time the bulldozers, the inhabitants of the villages closest to the planned CCP (the Fedorovka garden partnership, for example, would be from the KPO at only 700 meters, only on the General Plan of the Fedorovka) managed to be so united in the forest) so that they organized the security post in the forest. You can enter the forest only in one place, because the area is swampy there, so you can’t avoid protection. The residents also compiled a duty schedule and organized an eco -sales. Some of the activists come to be on duty after work, some even spend the night in the forest-several dozen people are guarding the forest in total. Previously, they managed to restrain the invaders: people lined up with a live shield shoulder to shoulder and did not let the equipment.
But at the end of April, "the worst thing began - the authorities began to talk with the people through the security forces."

- The 23rd with representatives of the "Charter" we phoned. They asked for a round table. They agreed to meet with us. Well, we asked the head of the administration of the Likino-Dulevsky district that let's meet-the initiative group, the “charter”, the administration, ”Olga Basatskaya says emotionally, lighting a cigarette. - And the next day, riot police arrived and began to press us. They pressed so that grandmothers walk around the village with fingers. People strangled. On the 26th, three buses with riot police also drove up. And the police from Dolgoprudny - such muzzles are two meters.

In the Russian Guard, they denied the participation of the riser in the described episodes. “Our divisions did not go to the Likino-Dulevsky district neither on April 24, nor 26,” the New ”told the“ new ”. The stripes on the shape of the security forces (both in caps, and those that are berets and those that helmets) unequivocally indicate their belonging to the Ministry of Internal Affairs, and not to the Russian Guard.
“We were taken into the ring and crushed us,” Alexey Fedorovich connects. - They grabbed people from the crowd. Like the SS men. Grandmothers cried! Children cried!
In the public, which activists lead in VKontakte, I found a video of those clashes. In the video, about 20 security officials crowd the forest defenders somewhere towards the roadway. A couple of times the security forces clearly overdo it and pushes people with their hands. A female cry is heard from all sides, one grandmother shouts: "Stop, I beg." One activist, holding a teenage girl by the shoulders, shouts that she has a “child in bruises” and shows the girl’s hands to the security forces.
“April 26th - they dragged the storm,” Olga continues. -At four in the morning, they quickly dragged-and two riot police were built at once. They took the ground for water. The water there is generally upstairs. That is, they made drills - they lowered it by six meters, and the water went straight. There is really a swamp! There is a whole system of rivers - and the water goes from there to our wells. And if they violate the system, then we will be left without water - it will simply be poisoned.
On the same day, Olga, according to her, had a conversation with the employees of the EC center, who came with other security forces and drillers. Olga talks about this conversation briefly:
“I said that the terrorists are not us. Terrorists are those who want to ruin us. Our water, our source is the only one, our nature. ”

Activists have struggled not only in the forest - from the beginning of March, they wrote several appeals (including the acting head of the district Buyanov, Governor Vorobyov, President Putin) and received either unsubscribing or nothing at all. Vorobyov was even tried to write on Instagram - they commented on photos, asked to come. Vorobyov did not come. And even the veteran of the Great Patriotic War, Romanov, Boris Rodionovich, recently recorded a video message to the president - asked not to build a KPO “in its region”. According to Olga, activists repeatedly offered the local authorities, firstly, “sit down at a round table and look for another place for a landfill-not in the swamps”, and secondly, to introduce separate collection of garbage. There was no result.
Due to the long weekend, I was not able to contact the representatives of the administration of the city district of Likino-Dulevo. However, earlier the head of the administration of the city district, Alexander Efremov, managed to give a small comment on the construction of the CPO to the journalist Znak.com. In particular, Efremov said that "to speak with complete confidence ... that the" Charter "will not build something." The permit for the construction of the “Charter” has not yet been issued, but in order for this, according to the official, “it is necessary to refer, including geological ones, in order to determine the purpose of the land”. Efremov admitted that the “charters” could be in hand if the results of the examination are in favor of the construction of the KPO, but said that “residents themselves can order an examination if they want it.” The official also expressed confidence that "if some fears of activists are justified, then the" charter "itself will not build anything."
