Pavel Chikov: respite from “E” centers

Centers "E" have stopped initiating criminal cases on extremism, while administrative ones have not yet begun

In January-March 2019, the number of cases under the article of the Criminal Code of the Russian Federation on incitement of hatred or enmity and humiliation of human dignity after its partial decriminalization decreased from 223 in 2018 to nine, said Interior Minister Vladimir Kolokoltsev.

Speaking about statistics on administrative offenses, the minister noted that a little time had passed since the law came into force, and "law enforcement practice under Article 20.3.1 of the Code of Administrative Offenses of the Russian Federation is only being developed."

How long this situation will last is unknown. Most likely, this is a temporary respite before the active growth of administrative offices.
