In addition to higher education in VGIK or SPbgukit, future directors, producers, actors, scriptwriters can study specialized programs in private educational institutions, many of which have already proven themselves perfectly. Their graduates became part of the professional environment. Only in the capital are the Moscow Cinema School of Documentary Films Marina Razbuzhkina, the Moscow School of New Cinema, the film school Alexander Mitta, the industry school, headed by Fedor Bondarchuk, the Academy of N. S. Mikhalkov and a dozen other schools. And if a list of privileged educational institutions is created

then dozens of beginner directors will not even be able to take part in the competition.
It is known how risky it is for any producer to launch the debutant's film. This is by definition, swimming with an unpredictable result. The state, in theory, should encourage talent and fresh ideas. Not age. Not a specialized education. Not broken institutions. Cinematographers suggest that innovations are primarily associated with the redistribution of funds. And he will benefit from these changes, first of all, the VGIK-Debut production center.
At the same time, for the seven years of the existence of this producer center, perhaps, only the film by Alexander Hunt was remembered "How Vitka Garlic drove a leha of a pin to the house of the disabled." However, in the end, VGIK will lose. Indeed, among the proposed innovations there is such a condition: the debutant must finish the budget department of the institute. Thus, graduates who themselves paid for their training will remain behind the line.
Support for debuts is one of the main tasks of the Ministry of Culture. This is the forecasting of the future Russian cinema.

Since 2019, the Ministry of Culture of Russia, in the framework of the competitive selection of applications from cinematography organizations for subsidies for the production of national films, will be announced about the conduct of two competitions for state support for the production of films of the director directors.
The first competition will be carried out in accordance with subparagraph “c” of paragraph 1 of the list of instructions of the President of the Russian Federation dated December 25, 2017 No. Pr-2692. Currently, in the Ministry of Justice of the Russian Federation, the order of the Ministry of Culture of Russia dated 02.18.2019 No. 165 “On Amending the Selection of Cinematography of Subsidies for the Production of National Films, approved by Order of the Ministry of Culture of Russia dated 03.03.2016 No. 522” is under registration.
The provision has been added to the selection order, according to which the age of the director of the Department should not exceed 30 years (for the films-debts of young Russian directors who have received the appropriate specialized higher education (director) at the expense of budgetary appropriations of the federal budget), as well as the need to supplement the applications with copies of the following documents certified in the manner established by the legislation of the Russian Federation:
1) a document on education and qualifications ( diploma ) confirming the receipt of the appropriate specialized higher education ( director );
2) certificates from an organization engaged in educational activities confirming that the corresponding relevant higher education (director) was received at the expense of budget allocations of the federal budget .
The second competition will be carried out on the previous basis in accordance with the order of the Ministry of Culture of Russia dated 10.03.2016 No. 522 “On approval of the procedure for selecting cinematography organizations - recipients of subsidies for the production of national films”.

- For me, this news is absolute surprise. The main problem of today is to find ten interesting plans, ten talented debutants. And in this situation to introduce age -related restrictions? This is just stupidity. And harmful and dangerous. It's about tomorrow's cinema. All the best debuts in domestic cinema were created by people over thirty.
Why additionally encourage infantilism in the profession, which requires not only knowledge, but life and human experience. We are already recruiting at the director's faculty of seventeen and eighteen-year-olds. Now, and will be exclusively young to debut in the cinema?
The second restriction. As I understand it, the director who received an extra -budgetary education cannot apply for budget money. That is, if I studied at my own funds, I am deleted from the list claiming to the state financing of my first film.
Just think about what the conversation is about.
25 million is given to the debut picture! It is almost impossible to make a film for that kind of money. And sponsors, bankers will hardly agree to help the debutant. That's what you need to think about. How to support the debutant. How to support talent. And do not impose such restrictions and a veto, so that later it is amazed at the low level of domestic cinema.
It is clear that these are ill -conceived, absurd sentences in an ideological, political, professional sense.
Before making such serious decisions, you need to sit down at the table and discuss the problem with experts, teachers, masters, and critics. Too responsible.

- It is not very clear to me: whether there is a corruption component in these innovations. It is not clear who promotes them.
If this is VGIK, and as a result he will receive a lot of money for debuts to the detriment of other debutants, then this is a story about money. If the initiative does not come from VGIK, but from the Ministry of Culture, then this is a purely ideological story.
VGIK, the highest directorial courses, SPbgukit - understandable, predictable institutions. And the new film schools are incomprehensible. Unpredictable. What to expect from them is unknown. Maybe for calm, control?
Despite the fact that VGIK is not a standard of quality of training, it can hardly be called a progressive school. The guys who come there to study directing, receive some theoretical knowledge and almost do not practice. The same Moscow Cinema School or Bondarchuk school is several levels higher, this is proved by a short film competition at the Kinotavr.
As for the restrictions “by age”, this is generally absurd. From our generation, only Peter Buslov could slip through these barriers. Neither Bakur Bakuradze , nor Alexander Velensky , nor Lesha Popogrebsky could debut.
