You don’t know, because the rules are not limited by the Criminal Code, they change at the request of the revolving drum: it seems to be one cartridge, but it turned out - all seven. I bought my son a Chinese prefix on the Internet-a prison for using “spy programs” (although all other children are calmly playing), baked buns with poppy seeds-a prison for drug trafficking, crap something-extremism and prison, published a scientific article in a foreign journal-treason, began to engage in production-you are a fraudster ...All this law enforcement car hung over us like St. Petersburg vessels - you don’t know when they will break off and for what reason.
But if earlier there were reasons, let’s say, compatible with life indications, then recently - and more and more often - with the fact that life and health is not compatible. The doctor gave the patient suffering from the last degree of cancer, painkillers - a prison. Relatives brought from abroad a medicine that our soulless and greedy state does not want to buy, but unable to produce itself-a prison. Mother, saving the child, purchases from some on earth “prohibited” medicines in Russia-a prison. And here is the last case-the woman bought an antidepressant on the Internet, which was once certified, but now for some reason not,-they took by mail with a parcel in her arms. The FSKN once died in a hardware battle hunted for grocery men with their poppy seeds, the functions of combating drugs switched to the Ministry of Internal Affairs-and now the war has begun with people suffering from mental illness, but who want to live efficiently, and children suffering from epilepsy, who want to simply survive. The security forces received the people and the laws convenient for them, which no one can figure it out, they are so ambiguous, confused and the pockets, since the main goal of their writing is not to protect the rights of a citizen, but expanding to infinity to this citizen to plant.
At first, the security forces ate business, then they began to eat each other, then - officials. And then there was the only resource for getting ranks and bribes, promoting the service - people. Every day the number of criminally punished prohibitions is growing - you can’t keep track of: the propaganda of this and this, the purchase or sale of one or the other, diminution, insult, revision, calls ...
It all started with the grandfather who bought Gugl’s grandson, the same, and another grandfather who adapted the cow of the GPS trace. Even then, it was not funny, and when it came to the sick, who are forced to escape on their own, not at all laughing.

Alexander Delphin - a journalist, a poet and an activist - stands at the exit from the "Okhotny Ryed" metro and color the poster with colored felt -tip pens: “Medicines are not drugs! Stop Daria Belyaeva! " A single picket near the State Duma should begin at 3 o’clock in the afternoon, but the rain is threatened to break the plans.
Delphin came to Russia from Germany, where he lives since 2001, on the Moscow Poetri-Slav-a battle for the title of best poet. And he won him yesterday. And today the champion of the Moscow Poetic Slam went to the building of the Duma - with a picket against fabricated criminal cases against people suffering from mental disorders.
In particular, against the case of the 24-year-old Yekaterinburzhenka, Daria Belyaeva, suspected of smuggling of drugs on a large scale (part 3 of article 229.1 of the Criminal Code of the Russian Federation). She suffers from schizotypic disorder.
On the advice of a doctor, but without a prescription, the girl ordered the Elontril drug with the active substance by a buperpion in the Polish online store. She was detained right in the post office.

“The case of Daria Belyaeva arose in April,” says Delphin. - She was detained that she allegedly smuggled the antidepressant to Russia. According to the examination, Bupropion is a substance derived from ephedron. And ephedron is in the first list of narcotic and psychotropic substances prohibited in Russia. It turned out that a substance that was not included in any list of prohibited was equated with the forbidden. And this is a large -scale drug smuggling - from 10 years in prison.
There is no Bupropion in the "List of narcotic drugs, psychotropic substances and their precursors to be controlled in the Russian Federation - in none of the four lists.
The word “derivatives”, added to the text as a result of legislative amendments of 2011-2012, allowed a criminal case on the girl.
It is understood that substances created by formal replacement of atoms in the original substance are derived from them. So, they should also be prohibited.
The activist advocates to remove the concept of “derivatives” from the list of prohibited substances. Previously, it was used to combat the new types of synthetic drugs - now they will start affairs on people with mental disorders.

Dolphin also accepts Bupropion: “I have a different diagnosis, but I drink exactly the same pills. I represent a community of people living with psychiatric diagnoses. ” This time he did not take the drug prescribed by a doctor in Germany to Russia, although in May last year this was not a problem. Then he brought Bupropion in an amount that would now allow him to accuse him of a large -scale drug smuggling.
- This manipulation can affect all people living with diagnoses. All who have drugs in Russia that can be equated with drugs. For example, antiepileptic drugs. There are anti -epileptic drugs that are not produced in Russia. People whose children suffer from epilepsy order them from abroad. Now they can be equated with prohibited. But you try to guess! You have to be a professional chemist to determine whether it is possible to move the atom in the diagram or impossible.
"This is a delusional situation that allows you to factory things from scratch."

Law enforcement officers will seize a scarf with a skull after his detention: in the protocol drawn up on an activist under part 5 of Article 20.2 of the Code of Administrative Offenses (violation of the established procedure for its implementation) will indicate that he was detained in Mask. “In fact, they detained after the picket, there were no masks, there were no requirements, the employees did not meet,” Delphin says Novaya Gazeta.
The activist stood in a single picket for almost an hour, from 15:13 to 16:00. The State Duma building at that time had not a single guard. Half an hour later, two law enforcement officers approached him and, without saying a word, photographed. And left. After 20 minutes, when the dolphins were already going to the subway, a car plane drove up to the Duma. He was detained without explanation.
“Today, May 10, on the holidays, when the people's deputies are resting, we held a small action here. We are me and my multiple personalities. Depression came to the State Duma, stood a little in a depressed state - because antidepressants gradually become inaccessible. ” With these words, Dolphin ended his single picket. A few minutes later he went to the Department of Internal Affairs of the Tver district. He was appointed a court on May 23.

Daria Belyaeva is 24 years old, and for the next 20 years she risks spending in prison.
“A few years ago, Daria was diagnosed with schizotypic disorder. It was actively treated in psychiatry, many drugs were spelled out. But the depressive symptoms of almost any disorders of the psyche could not be removed by conventional antidepressants that restore the level of serotonin, the Pretty Eerie community in VKontakte, which is engaged in the help of Belyaeva. - Daria found out that depression can be associated not only with serotonin, but also with dopamine. Bupropion is the only antidepressant in the drug market that affects dopamine. After consulting a doctor, Daria decided to order this medicine under the trade name Elontril. ”
According to the lawyer Daria Belyaeva Irina Rachko, the girl’s attending physician did not give her a direct recommendation to take Elontril, but only said that this medicine was able to help her.
Daria made an order. On April 7, the parcel for her arrived from Poland to the post office in Yekaterinburg. The next day, when the girl came for a package, she was detained.

From the decision to institute criminal proceedings
“The tablets with the amount of 30 pieces extracted from a cardboard box with the inscription Elontril contain a buperpion that is a derivative of ephedron <...> on the basis of paragraph 1 of the“ List of narcotic substances to be controlled in the Russian Federation, Ephedron and its derivatives belong to narcotic drugs, the circulation of which is prohibited in the Russian Federation. ”
- Elontril itself does not contain ephedron, but contains a bupopion. However, customs experts believe that ephedron can somehow be obtained from Bupropion, ”says lawyer Irina Ruchko. - It is interesting that there are no significant criminal practice in Bupropion. I only know about two cases of detentions related to Bupropion, and both fall on the March April of this year, and both occurred in Moscow. That is, the spring of this year can be called the beginning of the fight against Bupropion.
The case with Daria Belyaeva stirred up the Russian community of psychotherapists.
“The criminal punishment for Bupropion will have a heavily affect people suffering from schizotypic disorder, but also from depressions of varying severity, including psychotic depression, in which there is a pronounced tendency to suicide,” says psychotherapist Vasily Krasilnikov. - Bupropion is also effective for combating nicotine addiction and, importantly, for children with attention deficit and hyperactivity deficiency. That is, it is given to children. It is important to say that a feature of Bupropion is just that it does not cause drug intoxication, that is, the person taking this medicine retains clarity of the mind.
Krasilnikov notes that until 2016, Bupropion was not banned in Russia, and its ban is associated with the review of the license from the Russian manufacturer.
- That is, while the medicine was produced in Russia, there were no problems. As soon as they began to supply it from abroad-claims immediately appeared, ”he says.

“The peculiarity of this criminal case is that it does not appear in the narcotic substance itself, but its derivative,” the ex-employee of the FSKN, who wished to maintain anonymity, told Novaya Gazeta. - At the same time, there is no clear list of derivatives of narcotic substances. This wording, “derivatives”, appeared in Russian legislation in 2011, during the heyday of synthetic drugs. Then the situation of the race was formed: drug producers created new types of drugs, simply making small changes to the formulas of already prohibited substances. The Russian government did not manage to prohibit everything that is thrown into the drug market. And then the word “derivatives” appeared: the replacement of several hydrogen atoms or halogen ceased to remove new drugs from the blow. But, as you see, such criminal cases became the second side of the medal. Can a person without special education say that Bupropion is a derivative of ephedron? No. And there is no Bupropion in the list of prohibited substances. But representatives of law enforcement agencies, of course, know that it is prohibited. And now, apparently, they use it. Does this mean that the purchase of any drugs not registered in Russia is fraught with criminal prosecution? I would say there is a risk. It is worth carefully studying the composition and chemical formula.
Daria Belyaeva has already chosen a preventive measure in the form of a non -departure subscription.

Then the media and the Commissioner for Human Rights intervened. The petition demanding to close the criminal case against Ekaterina Konnova and ensure the possibility of legal acquisition of effective medicines for epilepsy in Russia gained 286,000 signatures. The criminal case was closed, but in terms of the purchase of drugs - nothing has changed. And now the situation is repeated in Yekaterinburg.
Obviously, a law that clearly regulates the possibility of purchasing drugs abroad is necessary for people who want to alleviate suffering for themselves and their loved ones. How it is necessary to clarify the list of "derivatives of narcotic substances". Or is it easier to start criminal cases?
