Such a decision in Moscow was made ten months after the start of construction. At the beginning of this week, the head of the presidential administration Anton Vaino held a meeting at which he requested the results of the examination: how just the construction of the landfill in Shies is. There were no examinations, and they decided to freeze the construction from June 15. The reason is obvious - the authorities were frightened of protests, the Kremlin finally realized that people would not give ShiES. True, while the work continues, and people with weapons go along the landfill under construction.

"Profit with weapons and probably grenades box"

The pro-government Telegram channel "Moscow Investor" claims: "Construction has never been conducted." Indeed, it was “not conducted”: almost 50 hectares of cut forest, mountains of sand and gravel, long ditches, platforms of concrete plates, hangar, two -story hostel and many small buildings - this is called “construction was not conducted”.

Now, work in Shies is nevertheless stopped, but not by the decision of the head of the AP and not because the central authorities suddenly learned that there were no examinations. The locals themselves did this on February 22, when they blocked the access roads to the construction so that the fuel trucks could not pass.

Prior to this, according to observers reports, work went 24 hours a day and seven days a week for seven months. Since May 10, fuel for construction began to be delivered on helicopters. Activists who tried to impede the landing of a helicopter on the lands of the Russian Forest Fund were beaten by the guarantees of the Garant Security private enterprise.

This private security company, according to the SPARK database, concluded at the end of 2018 an agreement with the GBU of the city of Moscow "Roads" for more than 1.2 billion rubles. This is the largest state order in the history of the security company. In addition, road roads were rented part of the territory near ShiES station and transferred it to the Subarand of Technopark. With the help of guarantees of the “guarantor of security”, the helicopters managed to deliver 17 thousand liters of diesel fuel after the protesters blocked the roads to the training ground. Now at the Shies station they continue to ship the sand, although the station is intended for passenger transportation and unloading work can be dangerous for people. On May 15, the fighters of the Russian Guard left the station, but new ones soon arrived in their place.

From the moment the construction site (last summer) was discovered, residents of the Arkhangelsk region have written complaints and requests to all instances, from local police branches to the presidential administration. People tried to find out what a large -scale construction is going next to ShiES. The Minister of Natural Resources of the Arkhangelsk Region, Alexander Narolik, back in early February, at a meeting with members of the Commission of the Council of Human Rights under the President, claimed that a linear facility is being built there, for which design documentation is not needed. The official did not mention the appointment of the object. Meanwhile, six months before, everything was known and decided: the hunters who discovered construction at the end of July 2018 explained that soon everything would be littered with Moscow garbage, and advised to leave and take away families.

The local residents spoke and wrote about the need to first develop project documentation, conduct public hearings and state environmental examination in August last year. At the end of summer, at a meeting in the village of Urdom, which is located 34 kilometers from ShiES, the Deputy Department of Administration of the Arkhangelsk Region Yevgeny Fomenko told the local residents that a woodworking plant and the garbage sorting line would be near the station.

The presentation of the project at a meeting of the Government of the Arkhangelsk Region representatives of the Technopark company, which is working, showed only in October. The presentation arrived in December to the inhabitants of the settlements next to Shies. There was nothing in it about woodworking and sorting. Now it was said that near the station on an area of ​​300 hectares, 500 thousand tons of garbage per year will be stored. The waste will be crushed, then sorted, pressed in briquettes, pack it in plastic film and send from Moscow to the north. True, it was not explained how the sparkling and rotten herring heads and potato cleaning from paper ground, plastic, broken into chips of glass and other waste will be separated? Not to mention the fact that experts claim that such briquettes will become explosive. The presentation also talked about investments in the Arkhangelsk region - 10.5 billion rubles should have been spent on the construction of social facilities. Residents of the Lensky district, to which Shies belongs, also promised 500 jobs with an average salary of 44 thousand rubles. What exactly people will do in the so -called eco -technology park “ShIES”, where only waste storage is supposed to be explained in the presentation.

At the end of January, after the numerous appeals of the eco -activists, the Rostekhnadzor commission arrived at Shies and found drilled wells - capital construction objects on the site. The company "Technopark" escaped with fines of 400 thousand rubles. For violations during the work, but during the proceedings she was forced to submit documents to the Arbitration Court of the Arkhangelsk Region. According to them, the area of ​​the future garbage training ground will be 3 thousand hectares, where it can be shipped up to 2.3 million tons of garbage per year.

The construction work, which the Moscow Investor Telegram channel calls preparatory, was conducted on Shies for ten months. And even when activists blocked the opportunity to carry fuel, at the station they continued to unload sand and concrete slabs from the railway. About 1,200 plates are now stored near the station building. They can lay out an area of ​​more than 20 thousand m². The North-Western Transport Prosecutor's Office for the illegality of work on unloading of the sand reply that everything is legal and necessary "for the construction of a small use railway adjacent to Shies station."

This kind of work, if it can be called preparatory, is not for research, but for large -scale construction. It is noteworthy that the contract for the construction of the railway impatial impairment was concluded between the Russian Railways and the company Ecorelpro, the same wagons whose wagons were seen by activists on the eco-claster under construction in Moscow Lyubertsy. It is there that they are going to pack Moscow garbage in briquettes, then to send it to the north.

A few more objects appeared near the ShIES station, which can be attributed to the capital. At the end of 2018, the Technopark contractors began to pull the power line from Urdoma. In such projects, it is necessary to make land allotment under the construction strip in short -term lease, as well as withdraw the land under each support of power transmission lines to long -term lease, and then add data to the Rosreestr and cadastral accounting. None of this was done. A two -story hostel on the site built by Technopark also needs the foundation, especially taking into account swampy soils. And such a building cannot be considered temporary.
“It is impossible to build a two -story building without a connection with the ground. We even build a dacha on screw piles, and here is a two-story dormitory, you can’t install it in a different way, ”explains the ecologist from the“ Committee for the Salvation of Pechora ”Alexander Scholkhoshtiev. - Near the station, treatment facilities also operate. In fact, this is a cesspool, into which all the drains fall-both storm and household. Do not touch on anything, everywhere violations. ”

Now many activists doubt whether it is possible to conduct adequate studies of the terrain after part of the swampy surfaces in Shies was sprinkled with sand and gravel. Sweet Sweeties is sure that the builders could not get rid of such processes as soil erosion and flooding. But before determining the suitability of the territory for the construction of a garbage training ground on it, it will be necessary to hold public hearings, that is, to notify people about the possible construction and find out their opinion, which means that they observe the constitutional law of citizens to a favorable environment.

“If everything is done correctly, then it takes about three months to public hearings. After public hearings, the design documentation, together with surveys, is sent to a state environmental examination. This is about two months. If a positive conclusion is received, the documentation is sent to the Glavgosexpertise. And already there, experts make the final decision on whether to implement the project or not. In general, this should take at least six months, ”the ecologist points out.

If, after the hearing and all examinations, the decision on the construction of the garbage training ground will nevertheless be made, the work should begin no earlier than the mid-December of this year.
