Private urban squares and 53 fake pickets: how Ecamating is prohibited in Krasnoyarsk

Musician Andrei Skrogorodnikov-Erlich organizes in Krasnoyarsk promotions “For Clean Sky” dedicated to the problem of air pollution. He told the OVD-Info how the authorities are trying to prevent them in the city center: at first, in all squares, other pickets were declared from 9 a.m. to 9 pm, now city squares are allegedly transferred to private property.

For more than 100 days a year, we have the so -called "Black Heaven": when harmful emissions do not displace by the wind. Enterprises are recommended to reduce them, and in the air there is a distinctly prominent possible. It happens that the neighboring quarter is not even visible. Especially in winter it is in full growth because the thermal power plants work. Even in the city, large aluminum and brick plants.

From our point of view, the problem is that the thermal power plants switched to a cheaper, but also more smoky coal, the production of aluminum is growing. Modern cleansing systems are not installed. The situation began to aggravate five years ago. Sow now it envelops not separate areas, but the whole city.

About two years a little ago, we gathered the first citywide rally. There was a great resonance, the federal government became interested in the situation, federal officials began to come. Putin instructed our government by the summer of last year to draw up a plan how they will improve the situation. Some reports, apparently, are sent: for example, the city can be for several days in Smog, and the regime of adverse conditions is not announced. The rallies began to forbid: they painted some plan, and people rebel something.

At first, we were very asked not to protest on the day of the Krasnoyarsk Economic Forum (held at the end of March 2019- ATS-info ). Choose any day in April, we will allow you everything in the city center. Okay: our goal is to hold legal stocks. We submit a notification, we will receive an answer with the options for conducting on the outskirts.

In the center, everything turned out to be busy. In all 53 city squares, pickets of 20 people were announced "in order to inform residents of Krasnoyarsk about events in the region and peace." We rarely do this, but we decided to appeal it in court. We requested the entire package of documents, who submitted, how. It turned out that one person brought to the administration notifications on behalf of 53 applicants for a week from April 7 to 14, for all city squares from 9 a.m. to 9 pm.

We did not suit the rally, but several hundred people came to take a walk to the square in the city center. We did not see the pickets, but there was a gardening fair in the amount of five people. They said on the camera that they were working in the administration, and they were ordered to come here. The only buyer we saw is the head of the public security department. He defiantly bought some kind of twig.

We checked several addresses of the applicants. Three people told us that they did not know about any pickets, they fed their signature. One did not open the door - it turned out, he is the functionary of United Russia. We submitted an application to the police and the prosecutor's office.

We submitted another application for a rally, for four areas. The administration is now no longer greeted with me. We received a chic answer - the squares in the city center, it turns out, are in private property, and the owners must allow us to hold a rally.

Indeed, if you hold a rally in a private territory, you need to attach paper to notification that the owner does not mind. But these are ordinary city squares, rallies were always held there. We turned to the administration with the question of who is now the owner of the square.

In the city court, the ban on our April rally was upheld, we appealed to the regional court. The city court did not take into account the decision of the Plenum of the Supreme Court that, in case of refusal to the applicant of the rally, it should be provided with an equivalent place for conducting. Our goal is to attract maximum attention. And one thing is the city center where 40 bus routes are going on, and the other is the outskirts, where there are three of them.

We were offered to rally in the so-called Hyde Park on the Cosmonauts Square, it is far, far away. And the second option was given from the Barsky shoulder - in the Silver Square, it is a little closer. We arranged a vote in our community on VKontakte: do I need to rally there? People answered: nichrome, we want in the center. The vote was open, you can see the profiles of the voted whether they are fakes or not.
