At the beginning of the meeting, the president recalled the presence of both political and legal grounds for the dissolution of the parliament:
“The main argument is the extremely low trust of citizens to this institution - 4%. The coalition has not existed since 2016. "
Zelensky and his team still moved to the building on Bankova Street. Although it was said that the “new broom” would like changes in this sense-to be not in the heavy structure of the Stalin era, but somewhere in Open Space, far from the center of Kyiv. But so far they simply opened the forged gate and removed the guard, making a segment of the street again publicly, like ten years ago.
In tandem with Zelensky, his adviser on legal issues Andrei B O Gdan, better known under the pseudonym "Lawyer of Kolomoisky", performed. (The next day, B O. Gdan was appointed the head of the presidential administration by the relevant decree.) The main “lawyer” of the president in the dissolution of the current composition of the Rada was the leader of the “Fatherland” Yulia Tymoshenko. The consensus was achieved by two changes in the election law: they offered to cancel the majority and lower the passing barrier for parties from the current 5 to 3%.
But they could not achieve open lists. More precisely, they did not try - such work is not for one bustle day of negotiations. Although, according to most experts, without open lists, early elections turn into a profanity of the process - it makes sense only to the political class, which needs to take into account the interests of sponsors, shadow holders of shares of parties and parties in order to obtain their part of velvet chairs in the hall for “solved” and other necessary people.
This audience will follow the first five lists presented on television. And the belated voter indignation will already be powerless.
A closed proportional system is now most beneficial to the party of Zelensky “Servant of the People”. The phenomenon of the series continues to work. According to sociologists, almost 40% of those who are going to the polls are ready to vote for the party. Nothing is unknown about the “servants of the people”, except that they are headed by Ivan Bakanov, a childhood friend of the head of state and the chief lawyer of the Kvartal 95 studio. While the material was preparing for the press, the presidential decree Bakanov took the position of First Deputy Chairman of the SBU, the head of the Main Directorate for Combating Corruption and Organized Crime. Now the party will have to urgently look for a new “head”.
With the help of “servants” Zelensky, political scientists say, plans to receive a parliamentary majority and its own government.
That is, in fact, the sole power in the country - if all a hundred days will act rapidly and assertively, as now, at the start.
For reforms, of course, it is better when the control center is concentrated in one hand. But the parliamentary and presidential form of the state structure of the country does not imply a lack of balance.
"Do not become participants in the conspiracy!"
Although the intentions to steer are independently obvious. The decree on the dissolution of the Rada (he saw the light immediately after the meeting with the leaders of the fractions) defines the date of early elections: July 21. On May 22, the president asked the speaker of Parubia to collect an extraordinary meeting in order to make these edits to the law on the election of people's deputies. Simply - to press the "For" buttons. But the speaker, opening the meeting, warned: the decree contradicts the Constitution and will be appealed to the Constitutional Court: “The president has no such authority - to establish the fact of the existence of a parliamentary coalition!”
The theme of the Federal Regulations is not closed for civil society. In Ukraine, they have long learned to “try on the tooth” any decisions of the authorities, all the more hasty.

Authoritative sociologist, director of the Democratic Initiatives Foundation, Irina Bekeshkina, reproached the new president for the use of fake data. "Where did 4%come from?" ( *trust in the Rada. - *OM ) and recalled that, according to the February survey of the Rating group, the level of trust was 12%. “And let's say, in 2015 they conducted a survey“ Deminitiva ”and the Kiev International Institute of Sociology, it turned out 9.5%.
Even then it was necessary to dissolve, it turns out. But I return to the figure 4% - where does it come from? And what does the constitution have to do with it? " - asked Bekeskin's questions.
The Public Movement “Center UA” and the “honestly” movement also called for deputies not to become “conspiracy participants” and not to vote for the Elections Law proposed by the President of Zelensky. Activists note: the draft of the electoral code, which introduces open lists in the parliamentary and local elections, has not passed the profile committee. They want to replace the document with others and thus switch to a proportional system with closed lists.
KVNshchiki went to officials
They made enough noise and decrees on the first appointments.
The head of the administration Andrei B O Gdan, who has already announced the termination of his lawyer practice, was given several deputies to help. Soon, the decree on the relevant appointment of Elena Mirror from the official site disappeared. It turned out that the mirror, which had previously worked as deputy minister of foreign affairs, agreed only to the position of authorized persons on the issues of international courts of Ukraine in relation to Russia. She does not want to oversee foreign policy in AP.
Many people forced to recall the words of Vladimir Zelensky: “I will not allow kumovism in power” - with a hint of Petro Poroshenko’s close circle with army friends and managers of Roshen. For example, the first deputy head of the AP Sergey Trofimov is the executive producer of the Kvartal 95 studio. The first assistant to the president Sergey Shefir is a fellow countryman from Krivoy Rog, a longtime friend in KVN, co -founder of the Quarter, co -author of many scenarios. The deputy head of the AP Yuri Kostyuk is also the Quartal -ovet, was a creative producer of the series “Servant of the People”.
With KVN, the acquaintance of Zelensky once began with now the Doctor of Law, Professor Ruslan Stefanchuk. He acted as an ideology adviser, and now he has become a representative of the president in the Rada. Kirill Tymoshenko, another deputy head of the presidential administration, is a lawyer who devoted himself to television as a producer and author of social videos in support of the Ukrainian army and volunteers. Andrei Ermak, producer and international lawyer, was appointed assistant to the president. The deputy head of the AP Ruslan Ryaboshapka had nothing to do with the Laughter League or the TV: he worked in the Ministry of Justice, then he was elected to the National Agency for Combating Corruption, but because of the conflict with the leadership, he resigned. One of the youngest appointments, Mikhail Fedorov, is the one who could grab the Ukrainian Oscar for Creative and the DJing Campaign, thanks to which Zelensky went around competitors in all social networks, according to the decree, an adviser outside the state.

The head of the administration himself has already managed to turn into a “broadcast of the air” after resonant statements. He proposed to bring to the All -Ukrainian referendum the question of the possibility of peaceful negotiations with the Russian Federation (“so that the politician does not make a decision that the society will split and the society made decisions”) and in a rather relaxed manner appreciated the prospects for the resignation of Prime Minister Vladimir Groysman (“No one will cry if he introduces such a proposal, the end of the history of Ukraine will not happen!”).
According to analysts, a statement of negotiations with the Kremlin is a kind of monitoring attempt: how many citizens of the “pro -Russian” and “pro -Ukrainian” orientation are in the asset of the new president.
After all, as you know, not a mono -electrode voted for Zelensky, as, for example, for the head of the “opposition platform - for life”, and often people of diametrical political views, who were united by the rejection of the second term of Petro Poroshenko.
The speaker of Parubiy reacted to the performance of Gdan: “I recommend that the president not look for the way of surrender to Russia. We will not allow the lives of thousands of Ukrainians to be given in vain. ”
General from "Cauldron"
Instead of the chief of the General Staff, the commander in chief of the Armed Forces of the Army, Viktor Muzhenko, who was dismissed, Lieutenant General Ruslan Khomchak was appointed. The Ukrainian media remind of the 51-year-old military Khomchak, his career went up at Yanukovych. At the time of the start of the ATO, he headed the South operational command, then sector “B”, in 2016 he was the chief of staff of the APU ground forces, and in 2017 he worked as the chief inspector of the Ministry of Defense. Khomchak was among those who escaped in August 2014 from the Ilovaisky boiler, where, only according to official figures, 366 died and 158 Ukrainian military were missing.
In an interview quoted by the LIGA.NET agency, General Khomchak told how he conducted negotiations with the leadership of Russian military units with which fire contact had already taken place.
“They suggested returning their prisoners, and in return - to give a corridor so that we could withdraw our troops without loss, without conflicts with terrorists. But then they changed the conditions ... We decided to follow the old agreements. We were ready to accept the battle. The only thing we did not expect is vile ambush. It was just shooting. "
According to General Khomchak, the Ukrainian troops in the Ilovaysk area were opposed by the battalion groups of landing, landing and motoring brigades of the Russian Federation.
During the debate at the stadium, Zelensky asked Poroshenko: "Why no one is sitting for Ilovaisk and Debaltseve?"
His advisers promised the complete publication of information regarding the capture of the Crimea and the beginning of the war - they say, we will show on the facts how the highest officials in Kyiv were inactive.
Currently, two bills on the same topic have appeared on the site of the Rada. The first is the authorship of Vladimir Zelensky at number 10319, where it is proposed to hold early elections according to a proportional electoral system with closed party lists, cancel the majority, reduce the passage barrier to 3%. The second bill No. 10319-1 registered a group of people's deputies. It proposes to change the electoral system to proportional, with open lists.
